The Designation of Co-benefits and Its Implication for Policy: Water Quality versus Carbon Sequestration in Agricultural Soils AgEcon

This study investigates the implications of treating different environmental benefits as the primary target of policy design. We focus on two scenarios, estimating for both of them in-stream sediment, nutrient loadings, and carbon sequestration. In the first, we assess the impact of a program designed to improve water quality in Iowa on carbon sequestration, and in the second, we calculate the water quality impact of a program aimed at maximizing carbon sequestration. In both cases, the policy instrument is the retirement of land from agricultural production. Our results, limited to the state of Iowa, and to the case of set-aside for water quality or carbon sequestration purposes, indicate that the amount of co-benefits depends on what indicators are used...

We develop a dynamic bioeconomic model of temporally optimal dynamic refuge recommendations for resistance management when a backstop technology arrives at a known date. The impact of the characteristics of the backstop on the use of the current technology, and the difference between static and dynamic refuges are examined.

CROPLAND CASH RENTAL RATES IN THE UPPER MISSISSIPPI RIVER BASIN AgEcon

The report documents the creation of estimates for cropland cash rental rates in the Upper Mississippi River Basin in 1997. Although the basic data come from disparate sources, we employ a unifying estimation procedure based on the presumption that the cropland cash rental rate is an increasing function of corn yield potential. The rates are estimated at some 42,000 National Resources Inventory data points representing cropland in Illinois, Indiana, Iowa, Michigan, Minnesota, Missouri, South Dakota, and Wisconsin.

Watching Corn Grow: A Hedonic Study of the Iowa Landscape AgEcon

Landscape amenities can be scarce in places with large areas of open space. Intensely farmed areas with high levels of monocropping and livestock production are akin to developed open space areas and do not provide many services in terms of landscape amenities. Open space in the form of farmland is plentiful, but parks and their services are in short supply. The tighter linkages between energy and crop markets due to recent climate and energy legislation in the US have large potential environmental impacts beyond carbon sequestration and climate mitigation. These range from effects on water quality and quantity, soil erosion, habitat and biodiversity preservation. Managing European Corn Borer Resistance to Bt Corn with Dynamic Refuges AgEcon

Genetically engineered Bt (Bacillus thuringiensis) corn provides farmers with a new tool for controlling the European corn borer (ECB). The high efficacy and potential rapid adoption of Bt corn has raised concerns that the ECB will develop resistance to Bt. The Environmental Protection Agency has responded to these concerns by requiring farmers to plant refuge corn. The authors develop an expected utility model with heterogeneous individuals and apply some of the approaches developed in the energy literature to explicitly identify the public nature characteristics of susceptibility in a dynamic setting and to characterize the optimal intertemporal usage problem from a social planner perspective. The authors determine the optimal time path for the depletion of susceptibility to an existing drug and show that use of antibiotics should be rationed across the population and through time. The current debate over resistance management plans mandated by the Environmental Protection Agency for transgenic crops ignores management practices that are complementary to refuge schemes. SUBSIDIES! THE OTHER INCENTIVE-BASED INSTRUMENT: THE CASE OF THE CONSERVATION RESERVE PROGRAM AgEcon

In this paper, we examine command-and-control (CAC) policies and market-based instruments (MBI) in the context of the Conservation Reserve Program (CRP). The CRP, an MBI in the form of subsidies, is by far the largest agro-environmental policy implemented to date. We compare the environmental performance of the CRP as implemented to a few counterfactual CAC polices using EPIC (Environmental Policy Integrated Climate), a bio-physical simulation model. In the context of multiple environmental indicators, no policy alternative emerges as a clear winner. The importance of the choice and design of CAC policies is emphasized.

A bioeconomic model is developed to evaluate the tradeoff between the risk of resistance and increased productivity when refuge is planted in conjunction with transgenic pesticidal corn. The model is used to evaluate controversial refuge recommendations when producers are allowed to treat refuge in years of high pest pressure.

The Conservation Reserve Program in the Presence of a Working Land Alternative: Implications for Environmental Quality, Program Participation, and Income Transfer AgEcon

The United States has invested large sums of resources in multiple conservation programs for agriculture over the past century. In this paper we focus on the impacts of program interactions. Specifically, using an integrated economic and bio-physical modeling framework, we consider the impacts of the presence of working land programs on a land retirement for an important agricultural region—the Upper Mississippi River Basin (UMRB). Compared to a land retirement only program, we find that the presence of a working land program for conservation tillage results in significantly lower predicted signups for land retirement at a given rental rate. As Congress develops new farm legislation, some are lobbying for a new partnership between U.S. taxpayers and farmers. In exchange for an annual transfer of $10 to $20 billion from taxpayers to agriculture, farmers would do much more to enhance environmental quality. An attractive feature of a new partnership is that paying for an improved environment provides a clear and justifiable rationale for farm program payments, something that is lacking under current farm programs. By changing management practices and land use, farmers can provide cleaner water, cleaner air, better wildlife habitat, lower net greenhouse gas emissions, and improved long-run soil quality. The size, scale, and number of subwatersheds can affect a watershed modeling process and subsequent results. The objective of this study was to determine the appropriate level of subwatershed division for simulating sediment yield. The Soil and Water Assessment Tool (SWAT) model with a geographic information system interface (AVSWAT) was applied to four Iowa watersheds that varied greatly in drainage area. Annual output was analyzed from each simulation, which was executed for 30 years using climatic data representing the 1970 to 2000 period. The optimal threshold subwatershed size of the total drainage area to adequately predict sediment yield was found to be around 3 percent. Impact of High Crop Prices on Environmental Quality: A Case of Iowa and the Conservation Reserve Program AgEcon

Growing demand for corn due to the expansion of ethanol has increased concerns that environmentally sensitive lands retired from agricultural production into the Conservation Reserve Program (CRP) will be cropped again. Iowa produces more ethanol than any other state in the United States, and it also produces the most corn. Thus, an examination of the impacts of higher crop prices on CRP land in Iowa can give insight into what we might expect nationally in the years ahead if crop prices remain high. This study presents the results of comparing land use estimates between three different data sets for the Upper Mississippi River Basin (UMRB). The comparisons were performed between the U.S. Department of Agriculture (USDA) Natural Resource Conservation Service (NRCS) National Resource Inventory (NRI), the U.S. Geological Survey (USGS) National Land Cover Data (NLCD) database, and a combined USDA National Agricultural Statistics Service (NASS) Agricultural Census – NLCD dataset created to support applications of the Hydrologic Unit Model for the U.S. (HUMUS). LIVING WITH HOGS IN IOWA: THE IMPACT OF LIVESTOCK FACILITIES ON RURAL RESIDENTIAL PROPERTY VALUES AgEcon

To better understand the magnitude of the effects of livestock feeding operations on residential property values, we constructed a new dataset that merges data on home sales with data on the location and size of livestock feeding operations in five rural counties of Iowa. We estimated a hedonic model to explain variations in residential sales price with standard house attributes, such as number of bedrooms and square feet of living space, as well as the effects of distance and density of livestock feeding operation. We find that livestock operations have an overall statistically significant effect on property values. While biofuels may yield renewable fuel benefits, there could be downsides in terms of water quality and other environmental stressors, particularly if corn is relied upon exclusively as the feedstock. In this article, we describe a modeling system that links agricultural land use decisions in the Upper Mississippi River Basin (UMRB) to economic drivers.
