Designing Collaborative Processes for Adaptive Management: Four Structures for Multistakeholder Collaboration Ecology and Society
Pratt Miles, Jennifer D.; Meridian Institute; jprattmiles@merid.org.
Parties should consider a collaborative approach to scientific inquiry and learning when there are multiple jurisdictions, resource users, and viewpoints about the best way to manage a social-ecological system. A collaborative process provides a forum for scientists, managers, and other stakeholders to raise and explain concerns, articulate management goals, and suggest strategies to address concerns and management actions to achieve goals. Collaborative problem solving engages parties in dialogue that facilitates understanding of different perspectives and creates an opportunity to reframe problems as hypotheses to be tested through the adaptive management process. I review four potential structures for multistakeholder collaboration that have been...

A New Paradigm for Adaptive Management Ecology and Society
Felton, Adam; Southern Swedish Forest Research Centre, Swedish University of Agricultural Sciences; adam.felton@slu.se; Rosvall, Ola; Rosvall Forest Consulting AB; Ola.rosvall@gmail.com.
Uncertainty is a pervasive feature in natural resource management. Adaptive management, an approach that focuses on identifying critical uncertainties to be reduced via diagnostic management experiments, is one favored approach for tackling this reality. While adaptive management is identified as a key method in the environmental management toolbox, there remains a lack of clarity over when its use is appropriate or feasible. Its implementation is often viewed as suitable only in a limited set of circumstances. Here we restructure some of the ideas supporting this view, and show why much of the pessimism around AM may be unwarranted. We present a new framework for deciding when AM is appropriate, feasible, and subsequently successful. We thus present a new...

THE ROLE OF STAKEHOLDERS' INVOLVEMENT TO COMBAT DESERTIFICATION: A CASE STUDY IN THE APULIA REGION AgEcon
Maraglino, T.; Ricco, V.; Schiralli, M.; Giordano, R.; Pappagallo, G..
Drought and desertification are largely considered as the major and most complex natural hazards. This is mainly due to the complexity of the web of impacts that ripple through too many sectors causing serious economic, social and environmental consequences. Hence, a wide range of actors are interested by drought effects. Empirical investigations in scientific literature have highlighted the differences between the stakeholder' perceptions of drought and desertification phenomena and the results of scientific – technical evaluation. There is no unique definition of the problem, but each individual has her/his own perception of drought and desertification, which is influenced by previous drought experiences and the mental models used to analyse these...

The adaptability of stakeholders to new approaches in rural development in the Czech Republic AgEcon
Hudeckova, Helena; Balzerova, Hana.
The paper deals with the adoption of new approaches in the practice of rural development. Major attention is paid to the LEADER approach, with the objective of evaluating the implementation of the principles in the activities of actors associated with Czech LAGs. Techniques of content analysis and interviews with selected representatives, mainly with managers of LAGs, were used for sociological empirical research. The results analyse concrete clashes between the hierarchic structure and the principle of network co-operation, which is starting to develop successfully at state-wide and international levels. Next, the results point out the failures in the implementation of the LEADER approach in the Czech Republic which have been overcome (linked with the...

A NOVA RURALIDADE BRASILEIRA E OS DESAFIOS PARA O REAJUSTE DA P&D PARA A AGROPECUÁRIA AgEcon
Laurenti, Antonio Carlos; Grossi, Mauro Eduardo Del.

Kaner, Sam; Watts, Jamie; Frison, Emile.
The purpose of this brief is to provide insights and guiding principles that can inspire readers to conduct multistakeholder collaboration more effectively. The objectives are to demystify the process of collaboration, to make its assumptions more accessible, and especially to encourage readers to adapt participatory values and practices to their own settings. The brief describes several time-tested tools and procedures that can be implemented in a straightforward manner.

The Quality of Stakeholder-Based Decisions: Lessons from the Case Study Record AgEcon
Beierle, Thomas C..
The increased use of stakeholder processes in environmental decision-making has raised concerns that the inherently "political" nature of such processes may sacrifice substantive quality for political expediency. In particular, there is concern that good science will not be used adequately in stakeholder processes nor be reflected in their decision outcomes. This paper looks to the case study record to examine the quality of the outcomes of stakeholder efforts and the scientific and technical resources stakeholders use. The data for the analysis come from a "case survey," in which researchers coded information on over 100 attributes of 239 published case studies of stakeholder involvement in environmental decision-making. These cases reflect a diversity of...

Integrating Stakeholder Input into Water Policy Development and Analysis AgEcon
Guerrero, Bridget L.; Amosson, Stephen H.; Almas, Lal K..
Agricultural water use is becoming an issue in much of the South due to population growth. Results of projects evaluating the impacts of conservation strategies aimed at reallocating or extending the life of water supplies are being met with great skepticism by stakeholder groups. In order to gain acceptance of results, it is essential that stakeholder groups be involved from the beginning in the identification of potential water conservation strategies and be kept informed throughout the project. The objective of this paper is to review previous attempts at involving stakeholders and the methodology currently being employed in the Ogallala Aquifer Project.

Is There a Link Between Actual and Perceived Wildfire Danger? AgEcon
Kaval, Pamela.
Over the last 20 years, costs for wildfire initial attack in the U.S. have increased significantly. The increased cost relates to wildfire suppression practices as well as the growing number of wildland urban interface (WUI) homes. Requiring WUI residents to pay an annual tax for their wildfire risk would lower costs to the general taxpayer. Willingness-to-pay (WTP) for wildfire prevention, in relation to both perceived and actual wildfire danger, was the focus of this study. Colorado WUI residents had a high awareness of wildfire risk and were willing to pay over $400 annually to reduce this risk. Respondents beliefs about wildfire frequency were comparable to the original natural wildfire regimes of their areas pre-European settlement.
