Local Problems Facing Manufacturers: Results of the ERS Rural Manufacturing Survey AgEcon

The economic health of many rural towns and regions depends on their ability to maintain a competitive manufacturing sector. In a recent ERS survey, rural manufacturers reported that, more than any other factor, the quality of local labor hindered their competitiveness. Other frequently cited local problems included State and local taxes, environmental regulations, the attractiveness of the area to managers and professionals, and the quality of local schools. The extent of these problems varies by region more than along a rural-urban dimension. FACTORS INFLUENCING PARTICIPATION IN BR&E PROGRAMS: A STUDY OF LOCAL COORDINATORS IN SIX STATES AgEcon

This study used a telephone survey of coordinators of local Business Retention and Expansion Programs (BR&E). The focus of the of the study was to survey BR&E coordinators who conducted programs in the last five years to better understand the factors that lead the community and the coordinator to undertake a BR&E program. We used state program leaders to identify coordinators in six participating states: Kentucky, Maine, Minnesota, Nebraska, North Dakota, and West Virginia. The states represented programs that had a similar approach to BR&E in terms of a community approach which used volunteers by design. Distributional Impacts of Food Price Changes on Consumer Welfare in Hungary and Romania following EU Accession AgEcon

This paper focuses on the estimation of changes in economic welfare (real income) on different groups (income deciles) of Hungarian and Romanian consumers following food price changes as a result of accession to the European Union (EU) in 2004 and 2007. It identifies in both countries those consumer groups most vulnerable to food price changes using the most recent, official, post accession data. Slutsky Compensating Variation, based on Laspeyres indexes is employed for a food basket of 16 products. The results show that real food prices have changed with some going up and others falling. This study investigates the effect of community factors on the development and diversification of rural Japan. Diversification is a matter of concern in rural communities as a means of revitalizing regional socio-economies. INFRASTRUCTURE, OPENNESS, AND REGIONAL INEQUALITY IN INDIA AgEcon

This paper aims to quantify the driving forces behind the observed divergence of Indian economy. The results show that in a closed economy with agriculture as the predominant mode of production, the comparative advantage is mainly determined by the difference in land quality and climate across regions within a country. However, when the economy opens its door to the rest of the world, a region’'s comparative advantage is evaluated in a broader global context. Therefore, regions adjacent to more developed economies, or with better infrastructure such as ports and airports, enjoy a far better location advantage for trade and development than landlocked regions. The economic value of releasing parasitoid for the control of maize stemborers in East and Southern Africa AgEcon

The braconid larval parasitoid Cotesia flavipes Cameron was introduced from Asia into East and Southern African region starting in 1993 to control the invasive exotic maize stemborer Chilo partellus (Swinhoe) (Lepidoptera: Crambidae). A quasi-experiment was constructed using farmers that applied sublethal dosages of pesticide in assessing the counterfactual for the impact of the establishment of the introduced parasitoid in five countries in the region. Logistic regression method was used to estimate the probability that farmers’ would inadvertently exclude parasitoids in their maize field. Identifying and Measuring the Effect of Firm Clusters Among Certified Organic Processors and Handlers AgEcon

This paper investigates the certified organic handler sector, a specialized component of the middle part of the farm-to-table marketing chain, and documents the impacts of firm agglomeration (or firm clusters) on firm-level performance or firm-level decisions. After accounting for endogeneity in firm clustering, our findings confirm that firm clusters have significant impacts, though the estimate of the impact depends on how a firm cluster is defined. For example, significant impacts on sales per employee range from an additional $0.17 million to $1.47 million, depending on whether a small or large number of firms is used as the minimum number to define a firm cluster.

Bringing competition to urban water supply AgEcon

This paper proposes a market-based reform that would introduce competition into the provision of urban water. This proposal calls for a decoupling of infrastructure control and ownership of water whereby the property rights to water would be transferred to private hands. The proposal involves periodically allocation (e.g. by auction) of existing water stock held in urban catchments to virtual suppliers who then compete in providing bulk water. This change when coupled with effective third party access and retail competition would lead to a competitive market for the provision of urban water. The approach aims to address concerns over inefficient pricing and infrastructure provision under the current arrangement.

Over the past decade the global agri-food industry has come under increasing attack by advocacy groups related to their production and marketing processes (Bowmar and Gow, 2009). Advocacy groups have used these attacks to exploit the growing intergenerational disconnect between consumers and farming to campaign for narrowly defined political ideals while challenging traditional agricultural practices (Olin, 1999).
