Croatia is very close to meeting the requirements necessary for becoming a member of the European Union (EU). On February 6, 2008, the European Enlargement Commissioner Olli Rehn said that accession negotiations with Croatia are moving ahead well. As in all new member states (NMS), the agricultural sector and food processing chain are core issues within the negotiation process. Successful negotiation requires intimate knowledge of the issue at hand, including the socio-economic situation and the fears and strategies of the stakeholders, particularly small-scale farmers. This report attempts to close some of these knowledge gaps by reviewing Croatia’s rural development dynamics and farm structures, as well as agricultural and rural policies. Based on an... |

The paper aims to present possible development visions for the rural areas in a candidate country to access the EU. The proposed objective is to provide a decision-making tool useful in strategic planning process, by designing models of integrated rural development, applicable at country or regional levels. The scenarios method was used to conceive alternatives for rural development and design scenario matrices, focusing on the institutional and socio-economic modules of analysis. The paper proposes a trend scenario, based on the potentials and constraints identified in the analysis phase, and 3 goal scenarios, based on distinctly different sets of goals or development visions. The expected outcome consists in development of the potential for economic... |

Whether or not privatization facilitates rural development depends upon what rural development means. In practice, rural development often is the result of a struggle between rent defenders and rent seekers. A positivist concept of rural development is proposed, and the institutions of public choice are examined to determine how they might influence privatization decisions. The conclusion is that whether or not privatization improves efficiency of adjustment in rural economies depends upon the specifics of political deals required to achieve a particular act of privatization. |

Abstract: Family farming came to school as a public policy in Brazil, linked to National School Feeding Program (PNAE - Programa Nacional de Alimentação Escolar, in Portuguese). In order to discuss the interface between family farming and school feeding, regarding barriers and coping mechanisms, 35 social actors were interviewed in Santa Catarina, Southern Brazil. The barriers were cost of goods, bureaucracy, insufficient technical assistance, resistance to changes, weaknesses in the organization of farmers and public managers. The conclusion is that studied interface has being built in facing those obstacles with dialogue mechanisms, intersectionality, investment, training activities and organization. |

Abstract: In the early 2000s, sugarcane experienced high growth in Brazil and Mato Grosso do Sul experienced the highest growth, with a 398%% increase. We analysed the impact of the sugarcane industry on formal employment and wages in Mato Grosso do Sul between 2008 and 2014. We used a Normalized Concentration Index (nCI) decomposed into Location Quotient (LQ), modified Hirschman Herfindahl Index (HHm), and Relative Participation (RP). Data were collected in the Annual Report on Social Information (RAIS). The nCI allows a general perception of concentration since LQ and HHm give greater weight to small municipalities with few activities, and the RP underestimates the importance of industry for these same municipalities. Thus, the municipality of Dourados,... |

In Turkey, migration from rural areas to the cities began in the 1950s. Although various rural development approaches were discussed in the 1960s and 1970s, none of them was successfully put into practice. In 2000, Köykent, one of these rural development approaches was started in the borough of Mesudiye. This study examines the effect of the Köykent Project on the migration from rural areas to cities. The results show that the project affected the migration in two ways. First, the tendency of rural residents to migrate to the cities decreased. Second, the tendency of urban residents, who had previously migrated from villages to cities, to return to their home villages increased. |
