Policies drain the North China Plain: Agricultural policy and groundwater depletion in Luancheng County, 1949-2000 AgEcon

The report examines the relationships between agricultural policies in the North China Plain, the approaches to water management that evolved from them, the quantity of water that was actually used, and the consequent groundwater depletion beneath Luancheng County, Hebei Province, from 1949 to 2000. To systematically address these relationships, we use a comprehensive water-balance approach. Our results indicate that a single, longstanding policy-that of using groundwater to meet the crop-water requirements not supplied by precipitation-is responsible for the steady rate of groundwater decline.

Something in the Water? Testing for Groundwater Quality Information in the Housing Market AgEcon

I test the level of information regarding possible groundwater contamination in the residential real estate market in Washington County, Minnesota. An approximately seven square-mile trichloroethylene plume has affected hundreds of households’ water supplies since at least 1988 in the region. I find that homeowners were initially well-informed by market forces, but were later somewhat misinformed by government actions regarding the potential of water contamination from the plume. A disclosure law passed in 2003 may have added new, low-cost, and imperfect information to the market that could explain the change in informational awareness.

Valuing Urban Wetlands of the Gnangara Mound: A Hedonic Property Price Approach in Western Australia AgEcon

Up to 60% of potable water supplied to Perth in Western Australia is extracted from the Gnangara mound. Many of the urban wetlands above the Mound are groundwater-dependent. Excessive groundwater extraction and climate change have resulted in a decline in water levels in the wetlands. This study estimates the value of urban wetlands in three local government districts in the Perth metropolitan region using the hedonic property price approach. Preliminary results found that proximity to wetlands influences the sales prices of properties. The marginal implicit price of reducing the distance to the nearest wetland by 1 metre, evaluated at the mean sales value, is AU$463. Groundwater Pumping by Heterogeneous Users AgEcon

Farm size is a significant determinant of both groundwater irrigated farm acreage and groundwater irrigation application rates per acre. This paper analyzes the patterns of groundwater exploitation when resource users in the area overlying a common aquifer are heterogeneous. In the presence of user heterogeneity, the common resource problem consists of inefficient dynamic and spatial allocation of groundwater because it impacts income distribution not only across periods but also across farmers. Under competitive allocation, smaller farmers pump groundwater faster if farmers have a constant marginal periodic utility of income. Estimating the Spatial Distribution of Groundwater Demand In the Texas High Plains AgEcon

Developing groundwater management plans requires a good understanding of the interdependence of groundwater hydrology and producer water use behavior. While state-of-the-art groundwater models require water demand data at highly disaggregated levels, the lack of producer water use data has held up the progress to meet that need. This paper proposes an econometric framework that links county-level crop acreage data to well-level hydrologic data to produce heterogeneous patterns of crop choice and irrigation practices within a county. Groundwater Management in the Presence of Greenhouse Gas Mitigation Incentives for Agriculture AgEcon

This study explores the interactions of groundwater extraction, quality, and greenhouse-gas (GHG) emissions within a productive agricultural region. Two conceptual models are proposed. In the first, GHG emissions are managed at the local level, and an efficient level of abatement is solved for endogenously to the system. Here, regional management of GHG emissions offers an alternative policy tool for managing quantity/quality by internalizing the costs of a common externality associated with both groundwater extraction and nitrogen fertilizer application. THE QUEUING THEORETIC APPROACH TO GROUNDWATER MANAGEMENT AgEcon

In this paper I propose and develop a new framework for modeling groundwater management issues. Specifically, I apply the methods of queuing theory—for the first time, to the best of my knowledge—to model a groundwater management problem from a long-run perspective. I characterize two simple management regimes as two different kinds of queues and then show how to pose a manager's decision problem as an optimization problem using queuing theoretic techniques. I solve for certain fundamental quantities, such as the expected system size, and then discuss the economic meaning and relevance of the queuing concepts being used. The lower Krishna Basin trajectory: relationships between basin development and downstream environmental degradation AgEcon

Basin water development and rural dynamics in the Krishna Basin have led to a degradation of downstream ecosystems manifesting itself by salinizing soil and groundwater, increasing pollution, disappearing mangroves and desiccating wetlands. Reversing this evolution requires the formal recognition of the environment as a water user in its own right and the implementation of an environmental water provision. This provision should be based on a two-tier allocation system with assured discharges in the irrigation canals of the delta and to the ocean.
