The Sixteenth Session of the IOC Committee on IODE was attended by nearly 100 participants from 37 countries and a number of partner organizations. The Committee recommended specific support to the IODE Regional Coordinators. In view of the success of the “Pilot Project on the Revision of MEDI” the Committee recommended to (i) make the MEDI a permanent IODE programme; (ii) establish a Steering Group for MEDI; and (iii) include the MEDI software tool in IODE training activities and capacity building products/projects. The history of the IODE programme’s web presence goes back to September 1995 when the IOC’s web site was opened as one of the first UNESCO web sites. As the site was developed by the Ocean Services unit staff (Ocean Services also includes IODE) emphasis was put from the start on users services. The study is an attempt to provide a model or prototype for basic information on fishing such as required by fishermen in Ghana. It is based on questions raised by the fishermen themselves. Numerous researches have been carried out on marine and aquatic resources but the findings remain abstract to fishermen, the majority of whom are illiterate. The information needs of the fishermen is repackaged in easily comprehensible form. Types of fishing implements, techniques of fish preservation, marketing methods, fish farming and further sources of information are given. The next step is to translate this information into the local languages. |

In this manual a complete overview is provided of the procedures to develop national or regional information exchange networks within a developing country framework. Attention is given to types of information which need to be exchanged, identification of network components, the network structure, the role and responsibilities of a dispatch centre and its staff. As an example of an operational network an extensive description is given of the RECOSCIX-WIO project including its history, services and products. |

OceanExpert started as the Global Directory of Marine (and Freshwater) Professionals (GLODIR) in 1997 after the IODE Group of Experts on Marine Information Management (GE-MIM) had noted that the International Directory of Marine Scientists project, developed and maintained in the 1970s and 1980s by several UN agencies had been stopped despite its high appreciation by the ocean research community. The second phase of the project for the development of an Ocean Data and Information Network for Africa (ODINAFRICA-II) aims at enabling member states from Africa to get access to data available in other data centres, develop skills for manipulation of data and preparation of data and information products, and develop infrastructure for archival, analysis and dissemination of the data and information products. This working paper summarizes the results of a structured collective exercise where participants first presented their country reports and experience. A cross-country comparison was then conducted, item by item in order to identify common and specific problems. A brainstorming approach enabled to discuss possible solutions and strategies to be further tailored for each country. Finally, in a follow up step these strategies were synthesized into a more comprehensive framework intended to provide basic guidelines for other Asian and Pacific countries in the field of ICT to support decision-making for poverty alleviation in rural areas where poor populations rely on the CGPRT sector. |
