Some sectors of Australian and New Zealand farming have been heavily assisted in the past. New Zealand underwent an economy-wide deregulation in the mid-to-late 980s that included abrupt removal of practically all agricultural assistance. Policy reform in Australia has been more gradual and is industry focused, but in some cases substantial industry assistance has been withdrawn. Deregulation of the Australian dairy industry, and that of the sheep and beef sector in New Zealand, are discussed as case studies of these deregulations. Conclusions are drawn from these experiences, a major one being that previously-assisted farmers can successfully make the transition to market-driven agriculture. |

Very little is known about changes in the demand characteristics of food in New Zealand. As far as we can determine, there has never been a complete disaggregated food demand model estimated for New Zealand. The object of this paper is to update these estimates using more recent data to see whether there are grounds for believing that the structural changes that occurred primarily during the last two decades are having effects on the magnitude of food demand elasticities in New Zealand. To this end, a Rotterdam food demand system is estimated using time series data. The results indicate that over the last 20 years, household consumption has increased for fruit and vegetables, poultry, food eaten away from home, and sweet products, drinks and other foods.... |

Beginning in 2000 Lincoln University has completed biennial surveys of people's perceptions of the state of the New Zealand environment. The surveys use the Pressure-State-Response framework for state of the environment reporting to assess resources such as air quality, native plants and animals, native forest and bush, soils, beaches and coastal waters, marine fisheries, marine reserves, freshwaters, national parks, wetlands, urban environments, and the natural environment compared to other developed nations. Rapid dairy industry expansion in the South Island of New Zealand during the 1990’s increased demand for agistment and supplementary feed. Consultants and retailers recognised the ability of whole-crop cereal silage to provide the extra feed required. The local arable industry had declined, creating the opportunity to develop commercial technical support packages from establishment to harvesting for sheep and dairy farmers growing whole-crop cereal silage. Industry technical support packages were supported by ‘just in time’ local research into the growing, making and feeding of whole-crop cereal silage. New Zealand's biodiversity consists of over 80,000 types of native plants, animals and fungi, a considerable number of which are indigenous and located on private property. To preserve and enhance native biodiversity and discourage activities that may deplete it, economic values can be calculated which can, in turn, guide the use of policy tools, such as incentives, that can be used. This can support behavioural changes by encouraging individual self-interest to coincide with social interest. In this project, we used the contingent valuation, choice modelling and well-being approaches to estimate native biodiversity values for Wellington residents. The Uruguayan and New Zealand beef industries have developed under similar climatic conditions that favour pastoral farming. Both industries are export focused. However, the development paths taken by the two industries have been different. Porter's diamond is used as a framework for analysing the competitive strengths and weaknesses of each industry. It is concluded that the lower prices received by producers in the Uruguayan industry, linked historically to Uruguay's foot and mouth disease (FMD) status but now caused primarily by tariff issues in the North American market, have been a fundamental problem. This paper reports on some of the initial findings of the ARGOS (Agricultural Research Group on (Sustainability) programme, a 6 year quasi-experimental research project with the aim to model the economic, environmental, and social differences between organic, environmentally friendly and conventional systems of production. In the first section the paper reviews the development of organic markets, details the production costs and reports some preliminary results from ARGOS. As New Zealand farming industry pursues more productivity this has implication for environment and makes land use and agricultural policy decision processes more complex for which integrated assessment modeling (IAM) can support.
