A Case for Re-evaluation of Income Averaging for Primary Producers AgEcon
Douglas, Robert A.; Davenport, Scott V..
Income averaging for primary producers is a long-standing tax policy in Australia. Major changes were made to the scheme in 1983 to overcome anomalies associated with the previous scheme. However the amended scheme has not been subject to review. In this review, the scheme is found to perform poorly against the traditional evaluation criteria of equity, efficiency and simplicity. The general conclusion is that to avoid cross-subsidisation and investment distortions which are often inherent features of any general scheme, it is appropriate to consider the adequacy of self-averaging mechanisms.

USING COUNTY-LEVEL DATA TO STUDY THE RACE AND ETHNICITY OF FOOD STAMP PROGRAM PARTICIPANTS IN CALIFORNIA AgEcon
Dicken, Chris; Wilde, Parke E..
This paper uses county-level administrative data from California to investigate Food Stamp Program participation patterns for several race and ethnicity categories. Some policy relevant questions are: 1) How does the Food Stamp Program's coverage differ by race and ethnicity? 2) How do changes in the caseload over time differ by race and ethnicity? and 3) How important are county-level data for understanding the association between economic conditions and program participation patterns for different race and ethnicity groups?

A TERMÉKFELDOLGOZOTTSÁG LOGISZTIKAI KÖLTSÉGEKRE GYAKOROLT HATÁSÁNAK BIZONYÍTÁSA AgEcon
Duleba, Szabolcs.

LOCAL GOVERNANCE AND PUBLIC GOODS PROVISION IN RURAL CHINA AgEcon
Zhang, Xiaobo; Fan, Shenggen; Zhang, Linxiu; Huang, Jikun.
In developing countries, identifying the most effective community-level governance structure is a key issue and, increasingly, empirical evaluation of the effects of democratization on the provision of local public goods is needed. Since the early 1990s, tens of thousands of villages in rural China have held local-government elections, providing a good opportunity to investigate the effect of democratization on the level of public goods provision. Using a recent village survey conducted over a significant period of time, this paper compares governance by elected officials with that of appointed cadres and finds that elected officials tend to tax constituents less and provide them with higher levels of public services.

Bankruptcy Risk and Imperfectly Enforced Emissions Taxes AgEcon
Stranlund, John K.; Zhang, Wei.
Under favorable but reasonable conditions, an imperfectly enforced emissions tax produces the efficient allocation of individual emissions control; aggregate emissions are independent of whether enforcement of the tax is sufficient to induce the full compliance of firms, and differences in individual violations are independent of firm-level differences. All of these desirable characteristics disappear when some firms under an emissions tax risk bankruptcy—the allocation of emissions control is inefficient, imperfect enforcement causes higher aggregate emissions, and financially insecure firms choose higher violations.

TEXAS STATE AND LOCAL GOVERNMENT EXPENDITURES: A COMPARISON WITH OTHER STATES FOR 1996 AgEcon
Stallmann, Judith I..
This report is part of an educational series on Texas state and local taxes and public expenditures. State and local government expenditures per capita and per $1,000 of personal income in Texas are compared with those of the fifty states and the District of Columbia. For each expenditure the national average, median, maximum and minimum are given along with the corresponding expenditure for Texas and Texas's rank nationally. For all state and local expenditures, Texas ranks 42nd per capita and 40th per $1,000 of personal income. Texas ranks just below the median on education and public safety. It ranks below the median on transportation and social services expenditures. Texas ranks lowest in the nation on administrative expenditures. It ranks 24th...

Economic Implications of the Transfer of Functions Legislation AgEcon
Scorsone, Eric; Martin, Joseph M..
Recent introduction of HB 4780 and its companion pieces of legislation (HB 4781-4788) has raised a number of questions about the appropriate level of government to deliver services to Michigan residents. Essentially, under provisions contained in the bill, elections, tax collections, and assessment functions would be transferred from "rural" townships to the county where the township is located. The bill defines a rural township as a township or charter township unit with population less than 10 thousand, or population between 10 and 20 thousand but does not provide police and fire on a 24-hour basis and sewer and water services to more than 50% of its residents. The Michigan Township Association (MTA) expects that 95% of Michigan townships would be...

Efficiency Analysis of Rural Hospitals: Parametric and Semi-parametric Approaches AgEcon
Nedelea, I. Cristian; Fannin, James Matthew.
This paper examined cost efficiency differences between rural hospitals participating in the Critical Access Hospital (CAH) Program and a group of non-converting, prospectively paid rural hospitals using both a two-stage semi-parametric approach as well as stochastic frontier analysis (SFA). CAHs receive Medicare cost-based reimbursement, in contrast with the rest of the hospitals reimbursed under Medicare prospective payment system (PPS). However, cost-based reimbursement has been associated with inefficiency in hospital operations and, consequently, concerns have been raised about the efficiency of CAHs. Results showed a positive and significant effect of CAH status on cost inefficiency under both model specifications suggesting that CAHs were less...

On Container Versus Time Based Inspection Policies in Invasive Species Management AgEcon
Batabyal, Amitrajeet A.; Nijkamp, Peter.
We study the problem of precluding biological invasions caused by ships transporting internationally traded goods in containers between different regions of the world. Using the long run expected net cost (LRENC) of inspections as the apposite managerial objective, we address the following important question: Given that inspection is a cyclical activity, is the LRENC lower when a port manager’'s inspector inspects cargo upon the arrival of a specified number of containers (container policy) or is this LRENC lower when this inspector inspects cargo at fixed points in time (temporal policy)? We construct a queuing theoretic model and show that in an inspection cycle, irrespective of whether the inspection policy choice is made on the basis of an explicit...
