Income averaging for primary producers is a long-standing tax policy in Australia. Major changes were made to the scheme in 1983 to overcome anomalies associated with the previous scheme. However the amended scheme has not been subject to review. In this review, the scheme is found to perform poorly against the traditional evaluation criteria of equity, efficiency and simplicity. The general conclusion is that to avoid cross-subsidisation and investment distortions which are often inherent features of any general scheme, it is appropriate to consider the adequacy of self-averaging mechanisms. |

Some policy relevant questions are: 1) How does the Food Stamp Program's coverage differ by race and ethnicity? 2) How do changes in the caseload over time differ by race and ethnicity? and 3) How important are county-level data for understanding the association between economic conditions and program participation patterns for different race and ethnicity groups? |

In developing countries, identifying the most effective community-level governance structure is a key issue and, increasingly, empirical evaluation of the effects of democratization on the provision of local public goods is needed. Since the early 1990s, tens of thousands of villages in rural China have held local-government elections, providing a good opportunity to investigate the effect of democratization on the level of public goods provision. Using a recent village survey conducted over a significant period of time, this paper compares governance by elected officials with that of appointed cadres and finds that elected officials tend to tax constituents less and provide them with higher levels of public services. |

This report is part of an educational series on Texas state and local taxes and public expenditures. State and local government expenditures per capita and per $1,000 of personal income in Texas are compared with those of the fifty states and the District of Columbia. For each expenditure the national average, median, maximum and minimum are given along with the corresponding expenditure for Texas and Texas's rank nationally. For all state and local expenditures, Texas ranks 42nd per capita and 40th per $1,000 of personal income. Texas ranks just below the median on education and public safety. Recent introduction of HB 4780 and its companion pieces of legislation (HB 4781-4788) has raised a number of questions about the appropriate level of government to deliver services to Michigan residents. Essentially, under provisions contained in the bill, elections, tax collections, and assessment functions would be transferred from "rural" townships to the county where the township is located. We study the problem of precluding biological invasions caused by ships transporting internationally traded goods in containers between different regions of the world. Using the long run expected net cost (LRENC) of inspections as the apposite managerial objective, we address the following important question: Given that inspection is a cyclical activity, is the LRENC lower when a port manager's inspector inspects cargo upon the arrival of a specified number of containers (container policy) or is this LRENC lower when this inspector inspects cargo at fixed points in time (temporal policy)?
