In most countries, competition in the telecommunications industry is subject to both sector-specific regulation and more general antitrust policies. At the same time, a process of international market liberalisation is under way in telecommunications which can only be truly effective - and further advance - if appropriate competitive safeguards are in place. Trading partners should agree on certain minimum standards to be observed in this area in order to better combat anticompetitive conduct and avoid international conflicts. The Reference Paper to the WTO Agreement on Basic Telecommunications is an important step in this direction and may also serve as a model for other network industries. This paper examines the optimal location of a competitive firm in response to environmental costs imposed by the abatement investment and taxes when the cost of the environmental regulation varies spatially under uncertainty. It contributes to the literature by incorporating the spatial setting into a risk-averse firm's location decisions in the presence of environmental regulation uncertainty. An increase in the cost of the environmental regulation moves a risk-averse firm closer to the output market. An augmented input or emission tax causes the risk-averse firm to locate closer to the output market. Superoxide (O2-) is the compound obtained when oxygen is reduced by one electron. For a molecule with an unpaired electron, O2- is surprisingly inert, its chief reaction being a dismutation in which it reacts with itself to form H2O2 and oxygen. The involvement of O2- in biological systems was first revealed by the discovery in 1969 of superoxide dismutase, an enzyme that catalyzes the dismutation of O2-. Since then it has been found that biological systems produce a bewildering variety of reactive oxidants, all but a few arising ultimately from O2-. Preimplantation genetic diagnosis (PGD) was originally developed to diagnose embryo-related genetic abnormalities for couples who present a high risk of a specific inherited disorder.
