Facing the growing competition in the European food market, the purpose of this paper is to assess European country competitiveness at the sector level in the intra-EU market over the last fifteen years, comparing the evolution of the food industry, where firms have had to reshape strategies to maintain market position, and agricultural sector, where changes in Common agricultural policy have forced farms to face market trends. The analysis of competitiveness was carried out by assessing trade indices (EMS, RCA, RXA, RMA, NEI). Policy-makers are quarrelling about the future of the Common Agricultural Policy (CAP). France intends to conclude a CAP reform during its 2008 EU Presidency before a thorough Budget Review is due in 2009 that will revise CAP spending. The Doha Round of WTO negotiations might necessitate further decisions on agricultural tariff cuts at any time. This Policy Brief provides recommendations for agricultural policy reform in the EU. It argues, first, that all measures that distort market prices and production should be abolished. A small nation’s comparative advantage: The case of Latvia AgEcon

Problem of comparative advantage in international trade is important in theoretical and practical aspect. Theoretical models in this area are periodically re-examined in search for empirical evidence. The aim of the paper is to verify the two fundamental theories in the case of a small European country - Latvia - and disclose problems in the country’s trade specialization. In Latvia’s trade with “old” EU countries, the Ricardian model and the Heckscher-Ohlin theorem can be corroborated. Implications of Trade Liberalization and Domestic Reforms on EU Agricultural Markets AgEcon

The objective of this paper is to explore the overall effects of further trade liberalization and the implemented CAP reforms on EU agricultural production, imports and exports within different EU regions by using the Global Trade Analysis Project (GTAP) model. The GTAP model is used to compare a lower tariff reduction formula (EU Proposal) with a higher reduction formula (US Proposal) in order to show how sensitive the examined agricultural commodity/sector is to the different tariff reduction formulae. This analysis reveals that EU imports would escalate and EU exports would plummet with declining EU production because of trade liberalization and domestic policy reforms in the EU agricultural markets and sectors.

Changes in the Hungarian dairy industry after EU accession AgEcon

Since EU accession the Hungarian dairy industry’s domestic market has generally expanded as turnover and consumption have both grown, but this has been increasingly due to cheap imports, while the purchase and sale of domestic products has been decreasing or stagnating (both in the domestic and foreign markets). The growth in imports has cut Hungarian corporations domestic market share to 80%. In Hungary corporate concentration has become even more pronounced with large corporations further strengthening their position and smaller ones further shrinking. The security of natural gas supply is an important issue for all EU countries due to the region’s heavy dependence on imported supply sources and in light of energy demand for gas that is continuously increasing. Geograpical Indications, Barriers to Market Access and Preferential Trade Agreements AgEcon

Public policy makers in Canada should expect the US to object to the extension of protection to EU GIs in the CETA. The expected gains made in other areas of the CETA for agreeing to protect EU GIs need to be weighed carefully against the potential cost of trade actions through NAFTA. The NAFTA has relatively strong commitments pertaining to intellectual property, although they remain largely untested. In the case of geographical indicators, the NAFTA commitments are structured around the trademark system used by the US and Canada. Other aspects of the NAFTA, such as the investment provisions, may also be used to challenge the negative impact of Canada granting intellectual property protection to GIs.

Canada and the EU-27 are negotiating a comprehensive economic partnership agreement against the backdrop of the stalled multilateral negotiations under the auspices of the World Trade Organization (WTO). Violence, Political Instability, and International Trade: Evidence from Kenya’s Cut Flower Sector AgEcon

Abstract: We assess whether and how violence and political instability affect trade between developed and developing countries considering the special case of EU imports of Kenyan roses after the 2007/08 post-election violence and political instability in Kenya. Using the Rotterdam model to estimate EU demand for roses from Kenya and other global competitors, we find evidence of a structural change in the import growth rate for Kenya, approximately equivalent to an 18.6% tariff. These results highlight the importance of non-tariff barriers to trade and contribute to the growing literature on the role of insecurity and instability in hindering international trade.

Sustainable Farm Management Practices in the Enlarged EU: A Case Study of Integrated Ecofarm in the Central Hungary Region AgEcon

The integration to the EU markets has resulted in significant changes in production and market activities in Hungarian agriculture. Our case study found that efforts on product differentiation through quality improvement have been critical for staying competitive in the more liberalized market conditions. Diversification of farming and non-farming activities seems to be also important for farm management coping with production and price risks associated with agricultural production and marketing activities. In a period of market liberalization and multilateral trade negotiations, price discrimination for commodities with distinct markets provides additional policy options to support farm income. While both the USA and Canada have implemented price discrimination policies in their domestic dairy sector, so far the European Union (EU) has not. This paper evaluates the options of developing a price discrimination policy in the EU dairy sector. The analysis is based on an interregional model of the EU dairy sector, involving milk production, dairy processing, and consumption of ten dairy commodities in nine regions. EU-China Agricultural Trade in Relation to China's WTO Membership AgEcon

China's trade with the world doubled after joining the WTO. This study attempts to identify and measure quantitatively the effects of changing economic environment and trade policies on China's global agricultural imports as well as imports from the EU. The approach is to model behavioral relationships in the agricultural trade between China and the EU by using annual trade data from 1986 to 2005. The results indicate that Chinese agricultural imports are relatively inelastic to absolute price changes, but relative price changes significantly affect the market shares of EU exports due to price competition. Pine wood nematode, B. xylophilus poses a serious threat for the European forest industry. This study applies a quantitative risk assessment to analyze the risk of pine wood nematode in the EU, by estimating the reduction expected within forestry stock available for wood supply and its downstream roundwood market. Spatial analysis is used to join information on climate suitability, host distribution, pest spread and value of assets.
