Facing the growing competition in the European food market, the purpose of this paper is to assess European country competitiveness at the sector level in the intra-EU market over the last fifteen years, comparing the evolution of the food industry, where firms have had to reshape strategies to maintain market position, and agricultural sector, where changes in Common agricultural policy have forced farms to face market trends. The analysis of competitiveness was carried out by assessing trade indices (EMS, RCA, RXA, RMA, NEI). Cluster analysis was also run to classify groups of countries with similar features in terms of competitive performance over the 1991-2006 period. The country that profited most from market integration in both sectors, reaching a... |

Policy-makers are quarrelling about the future of the Common Agricultural Policy (CAP). France intends to conclude a CAP reform during its 2008 EU Presidency before a thorough Budget Review is due in 2009 that will revise CAP spending. The Doha Round of WTO negotiations might necessitate further decisions on agricultural tariff cuts at any time. This Policy Brief provides recommendations for agricultural policy reform in the EU. It argues, first, that all measures that distort market prices and production should be abolished. This includes production quotas, land set-asides, storage aids, export refunds, output payments, and area payments. Second, the Single Farm Payment (SFP), which provides income support to farmers independently of their current... |

Az EU csatlakozással a tejágazatban bár bővült a belföldi piac – nőtt a forgalom és a fogyasztás, amit a növekvő olcsó import fedezett –, a felvásárlás és az értékesítés (bel- és külpiacra egyaránt) csökkent, illetve stagnált. Az import erősödése a hazai cégek belpiaci részesedését mintegy 80%-ra csökkentette, miközben a vállalati koncentráció még intenzívebbé vált a magyar tejágazatban, s a nagyvállalatok tovább erősítették pozíciójukat, míg a kicsik tovább gyengültek. 2005-ben a Parmalat – állami segítséggel – termelői tulajdonba került, ami a vertikális integráció erősödéséhez vezetett. A külföldi tulajdon meghatározó helyzetbe került a tejiparban – 2004-ben 87% volt a részesedése, ami a második legnagyobb az élelmiszeripari alágazatok között –, célja... |

Problem of comparative advantage in international trade is important in theoretical and practical aspect. Theoretical models in this area are periodically re-examined in search for empirical evidence. The aim of the paper is to verify the two fundamental theories in the case of a small European country - Latvia - and disclose problems in the country’s trade specialization. In Latvia’s trade with “old” EU countries, the Ricardian model and the Heckscher-Ohlin theorem can be corroborated. After 2000, however, share of EU-15 countries in Latvia’s exports steadily declines. Instead, share of regional (Baltic) market increases, while the potential of CIS markets remains underexploited. Problem of identifying new areas of comparative advantage has become... |

Since EU accession the Hungarian dairy industry’s domestic market has generally expanded as turnover and consumption have both grown, but this has been increasingly due to cheap imports, while the purchase and sale of domestic products has been decreasing or stagnating (both in the domestic and foreign markets). The growth in imports has cut Hungarian corporations domestic market share to 80%. In Hungary corporate concentration has become even more pronounced with large corporations further strengthening their position and smaller ones further shrinking. Moreover, foreign ownership prevails and has the primary aim of meeting domestic demand. Changes in ownership contribute to the strengthening of vertical integration. Still, in the EU corporate... |

The security of natural gas supply is an important issue for all EU countries due to the region’s heavy dependence on imported supply sources and in light of energy demand for gas that is continuously increasing. Discussions have emphasised strategies for securing the supply at the macro level, e.g. diversification in supply sources, increase in storage capacity, etc. By contrast, consumers’ demand for the reliability of gas supply is rarely investigated. Hence this study was conducted to examine the economic implications associated with the security of gas supply directly to domestic consumers. Based on the choice experiment approach, household surveys were conducted in France, Italy and the UK. The results confirmed that the degree of the economic impact... |

Public policy makers in Canada should expect the US to object to the extension of protection to EU GIs in the CETA. The expected gains made in other areas of the CETA for agreeing to protect EU GIs need to be weighed carefully against the potential cost of trade actions through NAFTA. The NAFTA has relatively strong commitments pertaining to intellectual property, although they remain largely untested. In the case of geographical indicators, the NAFTA commitments are structured around the trademark system used by the US and Canada. Other aspects of the NAFTA, such as the investment provisions, may also be used to challenge the negative impact of Canada granting intellectual property protection to GIs. |

The integration to the EU markets has resulted in significant changes in production and market activities in Hungarian agriculture. Our case study found that efforts on product differentiation through quality improvement have been critical for staying competitive in the more liberalized market conditions. Diversification of farming and non-farming activities seems to be also important for farm management coping with production and price risks associated with agricultural production and marketing activities. Organic farming in Hungary is certainly one way of achieving success in competitive markets in the EU. Lack of appropriate policy tools and shortage of new institutions to support Hungarian farms, which are in search for survival in the EU markets,... |

There is no universally accepted definition of the category of "rural area" in Hungary and this issue is the subject of controversy. The EU or OECD standards cannot be fully applied due to unique national characteristics. As a) the role of agriculture in the national economy has drastically decreased in the last 15 years in Hungary - due to the political transition and globalisation, and as b) this decreasing importance causes heavy and pressing problems, especially in agricultural and ex-agricultural areas and regions, job loss is a characteristic sign of the underprivileged areas, and that affects mainly the villages and rural people who have lost their jobs in the agricultural sector. Main goal of the author's Ph.D. research is an analysis of the... |

In a period of market liberalization and multilateral trade negotiations, price discrimination for commodities with distinct markets provides additional policy options to support farm income. While both the USA and Canada have implemented price discrimination policies in their domestic dairy sector, so far the European Union (EU) has not. This paper evaluates the options of developing a price discrimination policy in the EU dairy sector. The analysis is based on an interregional model of the EU dairy sector, involving milk production, dairy processing, and consumption of ten dairy commodities in nine regions. The paper shows that a price discrimination policy that increases prices for commodities with more inelastic demand (fluid milk, soft dairy products)... |

China's trade with the world doubled after joining the WTO. This study attempts to identify and measure quantitatively the effects of changing economic environment and trade policies on China's global agricultural imports as well as imports from the EU. The approach is to model behavioral relationships in the agricultural trade between China and the EU by using annual trade data from 1986 to 2005. The results indicate that Chinese agricultural imports are relatively inelastic to absolute price changes, but relative price changes significantly affect the market shares of EU exports due to price competition. Trade liberalization in the form of tariff reductions is trivial in changing the quantity of China's agricultural imports from the EU. Rapid income... |

Pine wood nematode, B. xylophilus poses a serious threat for the European forest industry. This study applies a quantitative risk assessment to analyze the risk of pine wood nematode in the EU, by estimating the reduction expected within forestry stock available for wood supply and its downstream roundwood market. Spatial analysis is used to join information on climate suitability, host distribution, pest spread and value of assets. Economic impacts are presented spatially on a NUTS-2 scale based on partial budgeting technique and for the EU as a whole based on partial equilibrium modeling. Results highlight the Southern regions of Europe as high risk areas with a total impact on available forestry stock of 19,000 M € after 20 years of an outbreak and no... |
