The First ODINCARSA Planning Workshop for the Caribbean Islands was held in Christ Church, Barbados between 15 and 18 December 2003, co-sponsored by the Coastal Zone Management Unit of Barbados. The workshop was attended by participants from eight countries in the Caribbean. The meeting reviewed the ocean data and information management capacity available in this region, identified needs and capacity building requirements, and prepared a comprehensive work plan and timetable to develop a regional cooperative network for the management of oceanographic data and marine information on the basis of the experience of the ODINCARSA project in South America. |

While terrestrial parks and reserves have existed in Tanzania since colonial times, marine protected areas are a much newer endeavor in natural resource conservation. As the importance of marine conservation came to the international forefront in the 1990s, Tanzania experienced a rapid establishment and expansion of marine parks and protected areas. These efforts were indeed crucial to protecting the country’s marine resource base, but they also had significant implications for the lives and fishing patterns of local artisanal fishermen. Terrestrial protected areas in Tanzania have historically been riddled with conflict and local contestation, bringing about numerous debates on the best ways to involve rural residents in conservation planning efforts to... |

This paper provides a summary of the present and planned IGOSS publications and contains a secretariat proposal, that a publication plan be prepared for IGOSS. This question requires a detailed examination, taking into account, inter alia, the objective for which each document is to be prepared, its manner of preparation (authorship), publication medium, language requirements, the status of the publication within the sponsoring agencies and internationally and costs. IPLAN is invited to study this question and to prepare an IGOSS publication plan. |

Shark species, both oceanic and coastal, are very common to Seychelle waters. In the past, however, the demand for shark and shark products has always been very erratic. The ever-increasing international concern for the species and potential conflicts between fishermen and conservation groups has highlighted the issue. In the Seychelles, the shark are caught by gillnets in inshore waters and by hook-and-line and purse seine offshore. Until very recently there were no regulations controlling the shark fishery, but, partly in response to initiatives by a local conservation group, fishing for sharks with nets has been banned since 1 August 1998. A review is provided of the present situation of the fishery whilst underscoring the difficulties of formulating a... |

Lack of technical training has been cited as a major reason for the low output of fish ponds in Kenya. The lack was observed at all levels, from the lowest level extension agent through university levels. The training program undertaken by the Africa Project in Kenya seeks to improve training and to provide a cadre of trainers who have extensive practical fish production experience. This year the Africa Project has begun scholarship support for two MS students, one at Moi University’s Chepkoilel Campus, Eldoret, Kenya, and the other at Auburn University, Auburn, Alabama. Small stipends for student research conducted at Sagana Fish Farm have allowed undergraduate as well as graduate-level university students to remain longer to complete projects and gain... |

The Red Sea and Gulf of Aden (Figure 1.1) constitute a unique ecosystem with high biological diversity. Their natural resources provide a substantial economic support for the region: in addition to the fishery industry, which has ensured food security to many people of the region and created jobs for others, tourism is an ever growing and increasingly important industry for commerce and other economic activities. Hence, the marine environment should be well protected from the adverse impacts of pollution to ensure the sustainable use of its resources and good health of its users. Continuous degradation of the marine environment poses a threat to public health through the contamination of seafood, direct contact and digestion of polluted water. Damage to... |

Coral reefs play a crucial role to the well-being of coastal communities in Tanzania. Coastal fisheries, ecotourism and coastal land protection are, to some extent, sustained by coral reefs. A variety of fish species, spiny lobsters, octopus, sea cucumbers, clams, oysters and turtles form the basis of harvestable reef resources. More than 30% of marine fish landings are harvested on or adjacent to coral reef environment. Coral reefs also support offshore fisheries by providing feeding and nursery grounds for some oceanic (pelagic) fish stocks. Tourism based on coral reef ecosystems is peaking up, creating new opportunities for employment and substantial amounts of income for the people of Tanzania. |

In response to the introduction of Exclusive Economic Zones (EEZ) and at the time when the UN Convention of the Law of the Sea (UNCLOS) was about to be adopted, FAO organised in 1981 in Rome an Expert Consultation on Monitoring, Control and Surveillance for Fisheries Management. Experts from 12 major fishing nations participated and the recommendations of the Consultation were later adopted by the FAO's Committee on Fisheries, forming since then the basic policy of the Organisation with regard to MCS. |

The atmospheric water vapor, a main climatic parameter, remains also one of the less well known in the inter tropical area. Different space programs have been carried out to improve its measure: the data provided by these experimental or operational programs, give an alternate and complementary information the model’s analysis. Moreover, the time series available today, are long enough to allow studies of variability of different climatic parameters. The following contribution, dedicated to the climate of the Western Africa, analyses the atmospheric humidity as retrieved by NOAA8/TOVS12 dated over the last 20 years. The climatology of the upper tropospheric humidity (UTH13), retrieved from HIRS-121, evidences the importance of the position and the... |

The Third Session of the Indian Ocean Tuna Commission (IOTC) was held in Mahé, Seychelles, from 9 to 12 December 1998. The Commission approved participation in the Coordinating Working Party on Fishery Statistics (CWP). The Commission took note of the report of the Scientific Committee : in relation to the status of most stocks, this report underlined the inadequacy of present knowledge and the need for further research. The Commission decided unanimously that it would proceed, from now on, on a regular basis, to collect data on catches of non-target, associated and dependent species (NTADs). The Commission also decided that participation in the Working Parties should be open to interested and competent experts. The Commission endorsed the Scientific... |
