Policies and politics: Challenges and opportunities for agricultural and resource economists AgEcon
Pannell, David J..
This is a broad-ranging discussion of the role of economics and economists in the formation of government policies. The focus is on helping economists who wish to be influential in the policy process. The paper covers rationales for and against economist involvement in the policy process (market failure, government failure, economist failure), a range of theories that attempt to explain aspects of the policy process, and practical advice and insights based on the experiences of policy economists. Many challenges are highlighted, but some clear opportunities are apparent, particularly through explicit advocacy for the public interest.

The Effects of Imbalanced Competition on Demonstration Strategies AgEcon

This paper analyzes the effect of competition on product demonstration decisions. Pre-purchase product demonstration enables marketers to differentiate products that are ex-post differentiated but are judged according to perceived fit, rather than actual fit, due to pre-purchase consumer uncertainty. Imbalanced competition accompanied by fit uncertainty motivates the follower to offer demonstrations to avoid a price war. This paper explores the conditions that lead the leader to retaliate. An Empirical Investigation of Interproduct Relationships Between Domestic and Imported Seafood in the U.S. AgEcon

This study seeks to identify interproduct relationships between domestic catfish and a representative selection of imported seafood. In doing so, this study uses multivariate cointegration and structural analyses. Multivariate cointegration analysis suggests that six imported seafood product groupings form a common market with domestic catfish. Structural analysis reveals that 1) domestic and imported catfish are net and gross quantity substitutes; 2) domestic catfish and imported seafood are normal goods; 3) six imported seafood products are identified as gross quantity substitutes for domestic catfish; and 4) according to the derived Allais coefficients, interaction intensities of imported seafood for domestic catfish (from greatest to least) are as...

Public Preferences, Statutory Regulations and Bargaining in Field Margin Provision for Ecological Main Structures AgEcon

Political procedures aimed at solving conflicts are becoming popular in agri-environmental economics. They are considered as substitutes for market trans­ac­tions. Ecological lobbying groups put pressure on poli­ticians to enforce ecological main structures, while farmers oppose them. Undefined property rights pose problems and statutory regulations are discussed. The paper applies a political economy model of social bargaining to the provision of an ecological main structure. It shows how a tragedy of the commons problem may prevail. Then it outlines a social optimum of field margin provision. Finally, it provides a solution to the establishment of socially acceptable rules in a political economy framework. Also, a payment scheme is introduced.

The paper will discuss some aspects of the context in which Smith wrote and its relevance for understanding Smith's fundamental assumptions. By fundamental assumptions, I mean Smith's views on teleology, final causes and divine design. These have been described as the "secret" foundations to Smith's writings. Teleology, final causes and divine design were initially seen as central to understanding Smith's writings. Over time, this view fell out of fashion. This article provides a general coverage of political decisions in China to undertake, continue and extend its economic reforms and its goal of opening up to the outside world. It also considers the consequences of Chinese policies. The period leading up to the decision in 1978 to begin the reforms is considered first, particularly the period beginning in 1976, the year in which Zhou Enlai and Mao Zedong died and the Gang of Four were arrested. The research goodbye to projects grew out of the increasing interest in sustainable livelihoods approaches (SLA) and growing disillusion with projects as mechanisms for addressing the development needs of the poor. Its aim was to investigate the implication of the adoption of SLA on the management of development interventions and in particular of the future of development projects. The underlying research questions were: a) How are elements of the sustainable livelihoods principles being applied in practice b) What are the problems and challenges for managing livelihoods-oriented development interventions? c) What is the future for development projects, given the increase in direct budget and sectoral assistance?

Campaign Contributions and Agricultural Subsidies AgEcon

This article examines the influence of campaign contributions on agricultural subsidies. Empirical results revealed that rent seeking works, i.e., campaign contributions of agricultural-related industries influence agricultural subsidies in the manner they best serve contributors' economic interests. Eliminating campaign contributions would significantly decrease agricultural subsidies, hurt farm groups, benefit consumers and taxpayers, and increase social welfare by approximately $5.5 billion. Although contributions are not the only determinants of agricultural subsidies, investment returns to farm PAC contributors are quite high ($1 in contributions brings about $2,000 in policy transfers). Is it interesting a 2 billion euro insurance market for the “old” Europe? “Not very much” one may say considering this figure represents no more than 16% of the insurance turn-over in the case of the most recent entry in the Romanian market, Groupama. The answer is still not as simple as that because “interesting” in business terms is not only about today, but very much about tomorrow. By the end of 2007 it was obvious that the Romanian insurance market is far from calming down. Not only that for the time being change is still the main real constant in use, but figures show that the market environment becomes more challenging than ever these days. Economic analysis condemns market intervention in favour of farmers as inefficient, if not also ineffective, and therefore well worth reform. Practical experience, however, indicates that such lessons are hard to learn and implement. Part of the reason appears to be that economic analysis seldom clearly identifies the real costs and benefits of reform, and seldom explains these sensibly to the relevant constituencies. Current New Zealand resource management legislation requires local government actively recognise and take into account Māori values in resource management planning. This means the decision process and participants must interact with evidence based on Māori epistemologies. The Māori world-view is holistic in nature in that it embodies historical, environmental, and spiritual values, as well as modern experiences. Supply Management and Price Ceilings on Production Quota Values: Future or Folly? AgEcon

Since the inception of supply management in Canada during the 1970s, milk production quota has been used to regulate output and participation in the dairy industry. In recent years, milk quota values have increased dramatically, almost tripling in value since the mid-1980s. This led to the Dairy Farmers of Ontario intervening on the milk production quota exchange on two occasions: first, in November 2006 with a progressive transfer assessment and then in July 2009, replacing the former policy with a firm price ceiling – fixing the unit price of quota at $25,000. An Evaluation of Canadian and U.S. Policies of Log and Lumber Markets AgEcon

The recent lumber trade war between Canada and the United States deals with Canadian stumpage policies, Canada’s log export controls, and U.S. retaliatory duty. This study determines the appropriate level of U.S. countervailing duty (CVD) by employing a vertically interrelated log–lumber model. The theoretical results show that the U.S. CVD can be greater (will be less) than the Canadian subsidy for a vertically related log–lumbermarket (for lumber market only). Empirical results support the theoretical findings in that the U.S. CVD for the log–lumber market (lumber market alone) is 1.55 (0.91) times the Canadian subsidy.

Democracy, rent seeking, and growth: Is there a U curve? AgEcon

A simple two-sector endogenous growth model of government spending and growth is developed with a producing and a lobbying sector. Lobbyists divert government spending for private gains. One key innovation is this: With democratization, information (and power) becomes more diffused (public), allowing more lobbyists to lobby but reducing gains per lobbyist. Thus, aggregate rents rise with the number of lobbyists but fall with increasing competition among them. This simple mechanism produces a "U" curve in which growth falls with early democratization but rises later, and a related "inverted U" curve in which rents rise with early democratization but fall later.
