Maize Revolutions in Sub-Saharan Africa AgEcon

There have been numerous episodes of widespread adoption of improved seed and long-term achievements in the development of the maize seed industry in Sub-Saharan Africa. This summary takes a circumspect view of technical change in maize production. Adoption of improved seed has continued to rise gradually, now representing an estimated 44 percent of maize area in Eastern and Southern Africa (outside South Africa), and 60 percent of maize area in West and Central Africa. Use of fertilizer and restorative crop management practices remains relatively low and inefficient. This paper reviews the role of national administered protection agencies, whose responsibility is the enforcement of national trade remedy laws. After reviewing four recent trade remedy cases we argue that the role of the national administered protection agencies should be changed. Given the additional responsibilities the WTO has assumed in administering the Agreement on Agriculture, the growth of regional integration agreements and the increasing use of anti-dumping and countervailing duty actions against fairly traded imports, we argue that all trade actions should be taken to the WTO for settlement. This article reviews intellectual property rights (IPRs), with some emphasis on the protection of agricultural and life sciences innovations. The main institutional features of IPRs are first discussed, along with a brief historical background and an articulation of the main rationale for the existence of such rights. This is followed by an overview of the principal economic issues related to IPRs. The main benefit/cost trade-offs of allowing patents and other IPRs are explained, and specific issues are then analyzed in some depth, including the scope of patent protection, the effects of patent races, and the problems arising when IPRs concern cumulative and/or complementary innovations. Tracking the Effects of Conservation Easements on Property Tax Valuations AgEcon

We establish a procedure to track the tax valuation history of properties that are fully or partially restricted with conservation easements to test the assertion that easements result in lower property valuations. Easements didn't decrease property valuations; they merely decreased the rate of value for the affected properties. On average, the restricted properties' valuations increased at a rate lower than did those for unrestricted properties - but not always, and certainly not uniformly. Valuation policy is specific to the local tax assessor: no sweeping assertions about easements and property taxes is warranted.

This paper investigates the relationship between a bureaucracy and mass media industry, and its implications to corruption. We develop a bureaucratic model of corruption with mass media. A representative profit maximizing media firm seeks for corruption news to be printed and sold. Channels through which competition in media industry and press freedom affect equilibrium corruption in a bureaucracy are modeled. Different degrees of media freedom and competition affect production and employment decisions of media firms, and this in turn affects the effectiveness of media in monitoring corruption. Social Networks in Ghana AgEcon

In this chapter we examine social networks among farmers in a developing country. We use detailed data on economic activities and social interactions between people living in four study villages in Ghana. It is clear that economic development in this region is being shaped by the networks of information, capital and influence that permeate these communities. This chapter explores the determinants of these important economic networks. We first describe the patterns of information, capital, labor and land transaction connections that are apparent in these villages. Evaluating the Saskatchewan Short-Term Hog Loan Program AgEcon

The Saskatchewan short-term hog loan program of 2002 provided a non-market credit line to participating hog producers. The repayment conditions for cash advances committed to by the provincial government depend on later hog prices, and so the program has derivative contract attributes. We model the contracts and use an estimated spot price stochastic process to establish summary statistics for producer benefits from the program.

Management of private tubewells in a conjunctive use environment: a case study in the Mananwala Distributary Command Area, Punjab, Pakistan AgEcon

This paper analyzes the tubewell data collected by IIMI-Pakistan over a period of 4 years. While the main emphasis remains on the operation of private tubewells, public tubewells and canal water supplies are included in the analyses to give a more comprehensive picture of the conjunctive use environment, a characteristic of most of the irrigated areas of the Punjab, Pakistan.

Labor Market Dynamics in Russia AgEcon

Following the dissolution of the Soviet Union in December 1991, Russia experienced a series of economic shocks, resulting in large decreases in output but limited change in employment. Using information contained in a nationally representative longitudinal survey of Russian citizens, this research analyzes the labor market behavior of individuals from 1992 to 1996 during the transition to a market economy. Under Markovian assumptions, the pattern of transitions between labor market states is identified. Results indicate that the state sector has declined, but that the emerging private sector has played a limited role in alleviating growing unemployment. ON THE EMPIRICAL FINDING OF A HIGHER RISK OF POVERTY IN RURAL AREAS: IS RURAL RESIDENCE ENDOGENOUS TO POVERTY? AgEcon

Research shows households are more likely to be poor in rural versus urban America. Does this phenomenon partly reflect that people who choose rural residence have unmeasured attributes related to human impoverishment? To address this, two models are estimated using Panel Study of Income Dynamics data. A single equation Probit model of household poverty replicates the well-documented finding of higher poverty risk in rural places. However, a two-stage instrumental variables approach accounting for residential choice finds no measured effect of rural location on poverty. Results suggest failure to correct for endogenous rural residence leads to over-estimation of the "rural effect".
