The 1996 Federal Agriculture Improvement and Reform Act (FAIR) contained important breaks with a tradition of crop-by-crop subsidies dating back to the Agricultural Adjustment Act of 1933. Farmers with recorded base acres were given the opportunity (which nearly all accepted) to sign a seven-year `contract' with the US Department of Agriculture (USDA), under which payments will be continued on the merged base acres on a declining schedule until the year 2002. The President has called for a $6.96 billion savings in expenditures to agriculture over a five year period. A budget reconciliation is required to achieve these targeted savings from farm bill authorized expenditures. This study uses optimal control theory and farm level simulation to quantify the impacts on U.S. crop producers of reducing federal spending for agricultural income supports. Results indicate that the least harmful method for the Agricultural Committees to achieve budget savings of $3 billion is to reduce loan rates. At higher levels of net budget savings, some risk adverse decision makers would prefer that the Committees reduce target prices. |

An exotic disease incursion management model was developed to estimate the regional economy effects of a potential karnal bunt incursion in south eastern Queensland. By developing an agent based spatial model that integrates the biophysical aspects of the disease incursion with the agricultural production system and the wider regional economy the model can be used to analyse the effectiveness of alternative management strategies for a range of different incursion scenarios. It is also possible to estimate the effectiveness and economic implications of education campaigns to improve the likelihood of detection by farmers in the field or at the silo. |

The economic returns to investment made in soil and water conservation research have been analyzed. Technologies such as conservation furrow, residue incorporation have been found to be economically viable under farmers’ conditions. The study has covered four locations, viz. Agra and Varanasi in Uttar Pradesh, Kota in Rajasthan and Jabalpur in Madhya Pradesh. The economic surplus analysis has revealed that when adopted on a large scale, soil and water conservation technologies generate significant economic surplus as reflected in high NPV and BC ratio. Area shift towards horticultural crops is vital for increasing farm income, productivity and overall employment in the agricultural sector. Several economic (price and income) and non-economic (food-security concerns) factors influence farmers’ decisions at the farm level. This paper has examined the role of both price and income, along with the role of food-security goals, in the decision-making of farmers regarding shift from low-value crops (food crops) to high-value commercial crops (horticultural crops).
