Agricultural policy reform in the United States: an unfinished agenda AgEcon

The 1996 Federal Agriculture Improvement and Reform Act (FAIR) contained important breaks with a tradition of crop-by-crop subsidies dating back to the Agricultural Adjustment Act of 1933. Farmers with recorded base acres were given the opportunity (which nearly all accepted) to sign a seven-year `contract' with the US Department of Agriculture (USDA), under which payments will be continued on the merged base acres on a declining schedule until the year 2002. FAIR is an unfinished agenda. First, the coverage of `freedom to farm' is only partial, with numerous commodities left out of the decoupling programme. Impacts of Budget Reconciliation on U.S. Crop Producers AgEcon

The President has called for a $6.96 billion savings in expenditures to agriculture over a five year period. A budget reconciliation is required to achieve these targeted savings from farm bill authorized expenditures. This study uses optimal control theory and farm level simulation to quantify the impacts on U.S. crop producers of reducing federal spending for agricultural income supports. Results indicate that the least harmful method for the Agricultural Committees to achieve budget savings of $3 billion is to reduce loan rates. At higher levels of net budget savings, some risk adverse decision makers would prefer that the Committees reduce target prices.

Incursion Management: An agent based modeling approach AgEcon

An exotic disease incursion management model was developed to estimate the regional economy effects of a potential karnal bunt incursion in south eastern Queensland. By developing an agent based spatial model that integrates the biophysical aspects of the disease incursion with the agricultural production system and the wider regional economy the model can be used to analyse the effectiveness of alternative management strategies for a range of different incursion scenarios. It is also possible to estimate the effectiveness and economic implications of education campaigns to improve the likelihood of detection by farmers in the field or at the silo.

Slovak Republic was among ten new members joining European Union in May 2004. Since then the EU accession has influenced the social and economic aspects of life in the country and still continues to do so. The main purpose of this article is to present several problem areas of socio-economic development of Slovak agriculture. In details, we will focus to the position of agriculture in the National economy, development trends of Slovak Agriculture and transformation process, entrepreneurial structure and use of land, economic situation in Agriculture and the development of selected socio-economic indicators in agriculture. Analysis of Factors Influencing Adoption of Dairy Technologies In Western Kenya AgEcon

Indicators of poverty in western Kenya show high poverty levels. The area has low dairy development yet the potential for dairy development is quite high. Dairy farming has the potential to reduce poverty by increasing incomes and reducing unemployment. This paper reports factor interrelationships in dairy adoption with a view to understanding factors that influence adoption. The binary probit model was used to analyse data from 1575 households. Contrary to findings from similar studies elsewhere, some factors had a negative association with adoption, thus unfolding a unique adoption process. The Complexities of the Interface between Agricultural Policy and Trade AgEcon

Tariff and non-tariff barriers are widespread as applied to agricultural trade. The theory of gains from trade considers the impacts of free trade relative to no trade and to non-tariff barriers, while the theory of agricultural policy generally places little weight on the international trading sector. However, it is necessary to combine agricultural policy with the international trading sector so that agricultural policy instruments such as price supports are considered together with barriers to trade such as tariffs. This is possible within the context of welfare economics when considering the costs and benefits of alternative agricultural and trade policies.

Estimation of Economic Returns to Soil and Water Conservation Research – An Ex Ante Analysis AgEcon

The economic returns to investment made in soil and water conservation research have been analyzed. Technologies such as conservation furrow, residue incorporation have been found to be economically viable under farmers’ conditions. The study has covered four locations, viz. Agra and Varanasi in Uttar Pradesh, Kota in Rajasthan and Jabalpur in Madhya Pradesh. The economic surplus analysis has revealed that when adopted on a large scale, soil and water conservation technologies generate significant economic surplus as reflected in high NPV and BC ratio. Determinants of farm diversification and interaction with the CAP. An application to FADN of Marche region (Italy) AgEcon

This work analyzes farm diversification activities in an Italian region (Marche). The study examines 387 farms from Farm Accountancy Data Network (FADN) over a six-year period (2000-2005), applying Discrete Choice Models to identify their business. Recognizing the driving forces of such diversification strategy can be useful to better design those agricultural policies explicitly aimed at promoting agricultural multifunctionality as well as social and environmental sustainability. The linkage between diversification choices and CAP payments is thus also investigated.

Implicaciones de NAFTA, TLCUEM y de la integración de China a la OMC en el mercado de la berenjena: una perspectiva de equilibrio espacial AgEcon

Este artículo estudia el impacto de NAFTA, TLCUEM y de la integración de China a la OMC en el mercado mundial de la berenjena. Los impactos son medidos en términos de cambios en los flujos comerciales y en los precios. Se especificó y estimó un modelo de equilibrio espacial con precios endógenos y se simularon escenarios alternativos: con y sin la operación de los tratados y la integración de China a la OMC. Los resultados mostraron que la operación de estos tratados crea desviación de comercio. Además, la integración de China a la OMC aun con libre comercio mundial no impacta al mercado mundial de la berenjena.

Micro-Level Decision for Area Shift in Favour of High-Value Crops: A Case of Horticultural Crops AgEcon

Area shift towards horticultural crops is vital for increasing farm income, productivity and overall employment in the agricultural sector. Several economic (price and income) and non-economic (food-security concerns) factors influence farmers’ decisions at the farm level. This paper has examined the role of both price and income, along with the role of food-security goals, in the decision-making of farmers regarding shift from low-value crops (food crops) to high-value commercial crops (horticultural crops).
