| This paper addresses the contested issue of the efficacy of targeting interventions in developing countries using a newly constructed comprehensive database of 111 targeted antipoverty interventions in 47 countries. While the median program transfers 25 percent more to the target group than would be the case with a universal allocation, more than a quarter of targeted programs are regressive. Countries with higher income or governance measures, and countries with better measures for voice do better at directing benefits toward poorer members of the population. Interventions that use means testing, geographic targeting, and self-selection based on a work requirement are all associated with an increased share of benefits going to the bottom two quintiles.... |

| The success of development policy depends on the ability to successfully anticipate the response of individuals to changing incentives. Often, however, actual responses differ from anticipated responses. One important reason for this divergence is a poor understanding of how rights, responsibilities, and resources are allocated within institutions such as the household. | During the first quarter of 2008, the nominal prices of major food items have reached their highest level in nearly 50 years, while prices reached their actual level record in nearly 30 years. Indeed, prices of agricultural products rose sharply in 2006 and 2007 reported an increase more marked in the first quarter of 2008. The FAO food price index rose an average of 8% in 2006 compared to the year earlier and 24% in 2007 compared to 2006. The increase in the average index for first three months of 2008 compared to first quarter 2007 was 53%. | Several researches evaluated consumers’ Willingness To Pay (WTP) for each meat traceable attribute, generating a great deal of information in this regard, although specific to the conditions of each study. In light of this, WTP estimates for traceability characteristics differ across the literature, leading sometimes to contrasting interpretations. Seeking a full, meaningful statistical description of the findings of a collection of studies, the meta-analysis allows us to analyze consistency across studies and control for factors thought to drive variations in WTP estimates. | This paper draws on the experience of the 1970-95 period to (1) elucidate some of the main causes of child malnutrition in developing countries; (2) undertake projections of how many children are likely to be malnourished in the year 2020 given current trends; and (3) identify priority actions for reducing malnutrition the most quickly in the coming decades. The analysis is based on country fixed-effects multivariate regression using data from 63 countries. | Increased attention directed towards evidence-based aid clearly dominates evaluation discussions within the development community. All development agencies, but particularly non-governmental organizations (NGO), struggle with the requirements for rigorous impact assessments of their project/program interventions. Given the serious operational obstacles confronting impact assessments, any successful integration of impact assessments into ongoing and new NGO programs can gain from the adoption of a shared learning model centered on organizational leadership, people, technology and knowledge. Integrated impact assessment, as shared learning, requires a cultural change within the NGO initiated and maintained by the organization’s leadership. |

| Public transfers of food aid are intended largely to support vulnerable populations in times of stress. We use high frequency panel data among Ethiopian and Kenyan pastoralists to test the efficacy of food aid targeting under three different targeting modalities, food aid's responsiveness to different types of shocks, and its relationship to private transfers. We find that self-targeting food-for-work or indicator-targeted free food distribution more effectively reach the poor than does food aid distributed according to community-based targeting.
