Agricultural Statistics in Sub-Saharan Africa: Differences in Institutional Arrangements and their Impacts on Agricultural Statistics Systems. A Synthesis of Four Country Case Studies. AgEcon
Kelly, Valerie A.; Donovan, Cynthia.
A major push supporting improved data collection and analysis is required if African countries are to successfully design and implement results- based Poverty Reduction Strategy Programs (PRSP) and the Comprehensive Africa Agricultural Development Program (CAADP) being promoted by the New Partnership for African Development (NEPAD). Over the years there have been many initiatives to build statistical capacity in Africa. Many problems have plagued these efforts, including inadequate funding and...

Bang for the Buck: Cost-Effective Control of Invasive Species with Different Life Histories AgEcon
Buhle, Eric; Margolis, Michael; Ruesink, Jennifer L..
Strategies for controlling invasive species can be aimed at any or all of the stages in the life cycle. In this paper we show how to combine biological data on population dynamics with simple economic data on control cost options to determine the least costly set of strategies that will halt an invasion. We then apply our methods to oyster drills (Ocinebrellus inornatus), an economically important aquaculture pest that has been accidentally introduced worldwide. If the costs of intervention were the same across life stages, extermination of adults would be an inefficient way to control species with the population dynamics characteristics of invaders. In the oyster drill case, however, efficient control targets adults because they are much easier to find.

THE EUROPEAN COMMISSION IN THE CAP DECISION MAKING: A CASE STUDY ON THE SUGAR REFORM AgEcon
Iagatti, Matteo; Sorrentino, Alessandro.
This paper represents the first step of a wider research project on the relation between the EU institutional settings and the policy outcome. We specifically tackle the CAP definition process and the role of the Commission inside consultation procedure, proposing a case study on the sugar CMO reform of 2006. Using and adapting the theoretical framework proposed by Putnam (1988) we first check the suitability of sugar for such analysis than we reconstruct the various phases of the sugar CMO definition process evaluating qualitatively, the main issue in discussion, MSs position in relation also to the final outcome and the role played by the Commission in this context. The analysis is carried out as a documental study in which we collected and evaluate the...

India’s Agrarian Crisis and Corporate-Led Contract Farming: Socio-economic Implications for Smallholder Producers AgEcon
Sharma, Vijay Paul.
The paper discusses India’s agrarian crisis and the role of corporate-led contract farming in addressing these crisis. A two-stage Heckman model was used to explain determinants of participation in contract farming, and whether participation in contract farming affects farm income. The results indicate that contract farming has a positive impact on crop productivity and farm income. The socio-economic factors that influenced participation in contract farming were education, age, farm size, access to institutional credit, source of off-farm income and membership to an organization. Factors related to the likelihood of participation in contract farming slightly differed from the factors affecting farm income.

Collective Activities for the Management of Rural Common-Pool Resources: A Case Study of Irrigation System from Niigata Prefecture, Japan AgEcon
Furuzawa, Shinichi; Kiminami, Lily; Kiminami, Akira.
Generally, an appropriate maintenance and management of the common-pool resources (CPRs) in rural areas can contribute to the enhancement of the “quality of life” of inhabitants through improvement of the local environment, etc. In recent years, with the aging of farm households and the rise in the number of non-farm households, it is becoming increasingly difficult for the farm households alone to maintain and manage the CPRs in the farm villages of Japan. Therefore, the cooperation by beneficiaries including non-farm households is considered to be desirable. However such cooperation may be difficult to achieve, as the participation of non-farm households in the management of such resources leads to the diversification of stakeholders. In this study, we...

Eliciting Risk Preferences: A Field Experiment on a Sample of French Farmers AgEcon
Bougherara, Douadia; Gassmann, Xavier; Piet, Laurent.
We designed a field experiment involving real payments to elicit farmers’ risk preferences. Farmers are a very interesting sample to study since risk has always played an important role in agricultural producers’ decisions. Besides, European farmers may face more risky situations in the future. In this context, it is very important for any economic analysis focusing on agriculture to correctly assess farmers’ behaviour in the face of different sources of risk. We test for two descriptions of farmers’ behaviour: expected utility and cumulative prospect theory. We use two elicitation methods based on the procedures of Holt and Laury (2002) and Tanaka et al. (2010) on a sample of 30 French farmers. The experiment consists in asking subjects to make series of...

Defining and Characterizing Approaches to Farm Management AgEcon
McBride, William D.; Johnson, James D..
Exploratory factor analysis was used to identify approaches to farm management based on a list of management questions posed to a sample of U.S. cash-grain farmers. Three approaches were identified by the factor analysis: price negotiation, long-term cost control, and input adjustment. Estimated factor scores regressed against farm and operator characteristics indicate a profile of producers using each approach that is closely related to stage-of-life of the farm operator and farm business. In addition to operator age and planning horizon, operator risk preference and farm organization and location were other important determinants of the approach to management.

Does “Convenience Agriculture” Affect Off‐farm Labor Allocation Decisions? AgEcon
Uematsu, Hiroki; Mishra, Ashok K.; Chintawar, Sachin.
The objective of this study is to examine the effect of adoption intensity of GM crops on off‐farm labor supply by farm households. Using ARMS data in 2004, 2005 and 2006, we estimate a two stage simultaneous Tobit model and find that adoption intensity of GM crops has a negative impact on off‐farm labor supply by operators and a positive impact on off‐farm labor supply by spouse. This may be due to the comparative advantage of operators and spouses. Our results find that GM crops adoption has different but significant implications on off‐farm labor supply by operators and spouses and underscores the importance of understanding farm households’ decisions to explain behaviors of farm businesses in the United States.

POLICY IMPACT ON PRODUCTION STRUCTURE AND INCOME RISK ON POLISH DAIRY FARMS AgEcon
Was, Adam; Malak-Rawlikowska, Agata.
Likely policy changes leading towards further liberalisation of the Common Agricultural Policy would certainly influence farmers’ income and revenue risks. Thus, a question arises both for farmers and for policy makers about possible effects and necessary adjustments that should be made to face such changes. The paper examines long-term impacts of changes of key policy factors on income risk in Polish dairy farms. Deterministic linear programming farm model was used to estimate farm incomes and likely changes in production pattern, while stochastic simulation farm model was applied for examining income risk. The main results of this model chain are optimal production structures for farm types modelled in a set of assumed policy conditions as well as farm...

DIFFERENTIATION AND SYNERGIES IN RURAL TOURISM: EVIDENCE FROM ISRAEL AgEcon
Tchetchik, Anat; Fleischer, Aliza; Finkelshtain, Israel.
This paper applies a discrete-choice framework with product differentiation to model the rural tourism industry in Israel and to jointly estimate the effect of lodging and farm characteristics on consumer preferences and firms' costs. The model accounts for heterogeneity in tastes and technologies and allows for unobservable product characteristics. We find evidence for technological synergy in joint production of farming and rural hospitality, but none in the demand. The differentiation in the industry is vast and is the major contributor to the price-cost margin, which averages 62%. An additional minor cause are government regulations, which restrict supply. Simulation results demonstrate the growth potential of the industry and show that the government...

Leadership May Have Decisive Influence on Successful Transition of Production Cooperative AgEcon
Forgacs, Csaba.
In Hungary increasing number of coops have gone bankruptcy or split up after meeting new legal needs because of not being competitive under market conditions after radical reforms. Others, however, could maintain previous level of farming or even increase it. Former coop members and individual farmers have also established new coops using bottom up approach. The paper discusses the importance of leadership of coops with different background which not well addressed in the literature. It took into account that old type produce coops had not only been an economic unit but a social network of people as well giving a special character to the coop. Two cases, one of an old and, one of a new coop, as success stories, were used and comparison of their development...
