Warum habe ich auf Biolandbau umgestellt? Welches sind die Motive, dass ich dabei geblieben bin und mich in der Biobewegung engagiere? Letzten Winter diskutierten über 50 Personen aus der Biobewegung ihre Grundwerte, die sie mit dem Biolandbau verbinden. Ähnliche Gesprächsrunden fanden auch in verschiedenen Ländern der EU statt.

In this report we assess the contribution, role, and impacts of the Science-Based Research and Innovation Program (ISRIP) on farmers’ transition to organic production in the Camargue. We have applied a qualitative method based on the Participatory Impact Pathway Analysis (PIPA) and complemented by other methods to adapt it to the requirements of an-ex-post evaluation (with Outcome Harvesting), to identify the role played by the different actors along the innovation pathway (with the Social Network Analysis), to validate the pathway links (with the Process tracing) and to identify the crucial components in the pathway (by asking counterfactual questions to stakeholders). Organic action plans: Mainstreaming organic farming in public policy Organic Eprints

Organic farming is supported in Europe3 in different ways. Most countries have implemented specific area payments for organic farming through agri-environmental schemes to finance their contribution to environmental protection and the provision of other public goods. In the European Union these measures are typically financed through national or regional rural development programmes (RDPs) that are co-funded by the EU and Member State administrations. These payments are an important foundation for the financial performance of organic farms, since they compensate them for additional costs or income foregone due to their organic commitments. Regionale Bio-Vermarktungsinitativen und ländliche Entwicklung – Perspektiven, Potentiale und Fördermöglichkeiten Organic Eprints

In the 3 year EU-project “Organic Marketing Initiatives and Rural Development (OMIaRD)” the analysis of 67 OMI’s showed that internal business-related factors are generally much more decisive for success than external, context-related factors. Detailed analysis of the impact of OMIs on rural development in four case-study regions (AT, FR, IT, UK) showed that not only economic factors (e.g. employment effects and capital flow in the region), but also or even often more “soft” factors are relevant. However, policy-makers, especially at regional level, need to become more aware of these valuable benefits of OMIs for sustainable rural development and take this sufficiently into account when enhancing support measures.

Analysis of differences between EU Regulation (EEC) 2092/91 in relation to other national and international standards Organic Eprints

Differences between the EU Regulation (EEC) 2092/91 and selected private as well as governmental organic standards were analysed as part of an EU-funded research project on the revision of this regulation. Most of the differences were found in the following areas: conversion, fertilising, animal feeding, veterinary treatment and animal husbandry. Many differences have specific justifications, influenced by specific national or regional circumstances or policy framework. The variations between the EU Regulation, governmental and private-sector standards do not concern basic requirements; i.e. there is a general agreement on the main general principles of organic agriculture within the EU. A certain regional flexibility can be justified.

Dieser Beitrag beschäftigt sich mit der Bedeutung, den Rahmenbedingungen und Erfolgsfaktoren von Bio-Vermarktungsinitiativen in der Schweiz. Bio-Vermarktungsinitiativen zeichnen sich aus durch eine grundsätzlich ähnliche Geschäftsidee (Bündelung, Verarbeitung und/oder gemeinschaftliche Vermarktung von Rohstoffen), unterscheiden sich sonst jedoch deutlich hinsichtlich ihrer Zielsetzungen, den beteiligten Personen, Größe, Organisationsstrukturen und Marketingstrategien. There is a paradigm shift needed in standard setting towards assessing progress rather than failure. Such systems needs good subject-related principles and objectives (e.g. for good animal housing). These need to be linked to decision criteria and suitable indicators, possibly more outcome and development-oriented. Assessment systems and Code(s) of (best) Practices should be developed by researchers, advisers and practitioners as complementary tools for re-oriented progress certification.

Bio Suisse Bans Hybrid Cereals Organic Eprints

On April 19th, 2006, the 100 delegates of Bio Suisse, the Swiss organic umbrella organization, voted to ban Hybrid varieties in organic cereals (except maize). This decision primarily concerns rye. Organic rye is grown on only 250 ha, about 20% of which is sown to hybrid varieties at present. About 60% of total organic demand is imported. Hybrid varieties of the other cereals are not yet being grown. The delegates decided that it is time to act now to send a signal to breeders and to the international organic community before the alternatives to hybrids vanish.

Problemstellung/Ziele: In Rahmen des EU Projektes "Organic Marketing Initiatives and Rural Development" (OMIaRD; QLK5-2000-01124) wurden in neun verschiedenen Ländern Untersuchungen zur Bedeutung von Vermarktungsprojekten für die Entwicklung des Biomarktes und des ländlichen Raums durchgeführt. Die entsprechenden Projektergebnisse aus den deutschsprachigen Ländern (DE, AT, CH) sollen in diesem Beitrag vorgestellt werden. Fazit: Die Untersuchung zeigt, dass Bio-Vermarktungsinitiativen erfolgreich am Markt operieren können und dies auch bei unterschiedlichem Grad äusserer Benachteiligung (Klima, Boden, Topographie, Marktferne). This Policy Brief identifies factors that facilitate or limit the effectiveness and per- formance of scientific research on agriculture (SRA) in terms of innovation and desired changes. Findings and the ensuing recommendations are based on an investigation of research-based innovations in six regional case studies with a Participatory Impact Pathway assessment approach. Institutional and policy frameworks have played important roles as either enabling or hindering factors. Die IFOAM EU Gruppe und ISOFAR haben nach intensivem Diskussionsprozess eine Forschungsvision entwickelt, welche die strategischen Forschungsprioritäten für die zukünftige Forschung beschreibt.
