Abstract: In the last decades, especially since 2000, the natural vulnerability of Earth’s climate system has been a cause of great concern as to the status of global climate change due to the interference of natural and/or anthropic activities. Abstract: The objective of this work was to compare uni- and multivariate biometric methods to evaluate the adaptability and stability of an important group of white oat (Avena sativa) cultivars grown in Southern Brazil. The used experimental design was a randomized complete block, in a factorial arrangement of 12 environments x 7 cultivars, with three replicates. The analysis of variance and the methods of Eberhart & Russel, Annicchiarico, and the harmonic mean of the relative performance of predicted genetic values (MHPRVG) were assessed. How Do Public Disclosure Pollution Control Programs Work? Evidence from Indonesia AgEcon

Although a growing body of evidence suggests that publicly disclosing information about plants' environmental performance can motivate emissions reductions, this phenomenon remains poorly understood. To help fill this gap, this paper presents original data from a survey of plants participating in the Program for Pollution Control, Evaluation and Rating (PROPER), Indonesia's widely-acclaimed public disclosure program. These data suggest that a key means by which PROPER spurs abatement is improving factory managers' information about their own plants' emissions and abatement opportunities. Environmental Policy, Education and Growth: A Reappraisal when Lifetime Is Finite AgEcon

This article demonstrates that when finite lifetime is introduced in a Lucas (1988) growth model, the environmental policy may enhance growth both in the short- and the long-run, while pollution does not influence educational activities, labor supply is not elastic and human capital does not enter the utility function. This is because finite lifetime and the appearance of newborns at each date creates a turnover of generations which disconnects the aggregate consumption growth to the interest rate. This paper draws on a number of recent studies to shed light on several policy issues raised by the impact of environmental policies on technological innovation. First, to what extent does induced innovation raise the overall net benefits to society from environmental policies? Second, how does induced innovation affect the appropriate choice among alternative environmental policy instruments? Third, how does it affect the optimal stringency of environmental regulations? Fourth, should environmental policies be supplemented with additional policies to promote innovation, such as research contracts or prizes for new technologies?

Analysing options for the Red Gum Forests along the Murray River AgEcon

The Victorian Environmental Assessment Council is conducting an investigation into the management of the public land River Red Gum Forests of the Murray River Valley in Victoria. In this paper the authors apply the results of an earlier Choice Modelling exercise commissioned by VEAC to estimate the non-use values of the forests. A Benefit Cost Analysis of VEAC's draft recommendations included assessment of the market and non market values associated with different River Red Gum forest management strategies. It is concluded that the use of water for environmental flows is competitive with its use for irrigation. Other economic values associated with timber harvesting, grazing and duck hunting are small in comparison with the water values.

The reduction of pesticides use is becoming a priority for the public authorities in many countries. We conducted an experiment with wine consumers to see whether end-consumers value the dissemination of information about environmentally-friendly production practices. Colombia's Discharge Fee Program: Incentives for Polluters of Regulators? AgEcon

Colombia's discharge fee system for water effluents is often held up as a model of a well-functioning, economic-incentive pollution control program in a developing country. Yet few objective, up-to-date evaluations of the program have appeared. Based on a variety of primary and secondary evaluative data, this paper finds that that the program has been beset by a number of serious problems including limited implementation in many regions, widespread noncompliance by municipal sewage authorities, and a confused relationship between discharge fees and discharge standards. An Application of Mixed Logit Estimation in the Analysis of Producers’ Stated Preferences AgEcon

This paper analyzes Colorado Corn producers’ preferences over both private- and environmental public-good production system attributes. Current production practices are characterized by intensive water and chemical use, resulting in non-point source pollution to water bodies as well as soil erosion problems. Data from a stated preference survey are employed to analyze key attributes of experimentally configured irrigation systems, proposed as alternatives to current practices. Efficiency of a Biofuel Subsidy Policy in the Presence of Environmental Externalities AgEcon

The object of this paper is to analyze, in a general equilibrium setting with four markets, the efficiency of a biofuel subsidy policy. The analysis takes into account environmental externalities associated both with the production and the consumption of biofuels, as well as associated with the production of agricultural raw material. Our preliminary numerical results, applied to the biodiesel subsidy policy in France, first show that this policy increases the utility of the representative consumer compared to the laissez-faire solution. The same policy action leads, however, to an increased level of agricultural and GHG emissions, in comparison with the laissez-faire solution.

This paper examines the possibility that insurance for row crops, livestock, and aquaculture can be used effectively to encourage producers to adopt practices that will improve environmental behavior. Examples of agricultural environmental insurance are provided and considered in the context of alternative policy mechanisms. The considerable difficulties associated with cross-border environmental management are compounded when polluters are unlicensed micro-enterprises such as auto repair shops and traditional brick kilns; such "informal sector" firms are virtually impossible to regulate in the conventional manner. The lay of the policy land for addressing and managing environmental risk includes the hillock of the precautionary principle, the mountain of the practice and ethics of monetary valuation, and the tectonic plates of real-world innovations in markets and trading exchanges for nonmarketed environmental goods. This paper offers an overview of these contemporary and as yet unresolved issues and asks how each might be addressed in disparate environmental risks such as lightning, climate change, and severe weather.
