| This paper extends the multi-period agri-environmental contract model of Fraser (2004) so that it contains a more realistic specification of the inter-temporal penalties for noncompliance, and therefore of the inter-temporal moral hazard problem in agri-environmental policy design. On this basis it is shown that a farmer will have an unambiguous preference for cheating early over cheating late in the contract period based on differences in the expected cost of compliance. It is then shown how the principal can make use of this unambiguous preference to target monitoring resources intertemporally, and in so doing, to encourage full contract duration compliance. |

| Inbred line seed producers face competition from their own consumers: farmers who save part of their harvest can costly self-produce. To reduce this competition, seed producers can switch to non-durable hybrid seed production. In a two-period model, we investigate what is the impact of crop durability on self-production, pricing strategies and switching decision. We first study the pricing decisions and switching decisions of an inbred line seed monopoly. Then, we analyze how the monopoly's behavior is affected by the entry of a hybrid seed producer. | As farms increase in size, operators face the decision of remaining loyal to local merchants or obtaining volume discounts from distant input suppliers. When farmers bypass local merchants and buy inputs in volume, they often realize price discounts but forego many services including credit forebearance. When farmers buy locally, they pay higher prices, which decreases profits and increases financial risk, but generates social capital which can be drawn upon during periods of economic adversity. A theoretical model of farm financial risk evaluates borrower behavior in light of cash flow constraints, volume discounts, and social capital. Results delineate financial risks involved and value of social capital. |

| Although comanagement is gaining increasing attention as a way to manage fisheries, few studies have attempted to understand quantitatively which factors of comanagement are critical for their success. This study investigates fishery comanagement regimes adopted by coastal fisheries in Japan. Utilizing a wide variety of examples of fishery comanagement nationwide, we search for key rules and measures that underlie traditional, cultural, and social aspects of comanagement. | We examine in a dynamic framework how public resources should be allocated to small-scale water protection efforts in agriculture or alternatively to investments in large-scale waste water treatment plants to control point source loads. The building of waste water treatment capacity is characterized by high set-up costs as compared to the operating costs. We determine the optimal timing of investment, the rate of nutrient load reduction from point versus non-point sources, and the optimal switching policies from control of non-point pollution only to control of both non-point and point sources. The results of the analytical model are illustrated with simulation of optimal abatement policies for the Finnish coastal waters in the Gulf of Finland. |

| The relationship between price uncertainty and specific investment is examined in a dynamic model that integrates the theories of real options and investment holdup. Because of weak contract enforcement, bilateral firms cannot use a contract to govern their bilateral investment and exchange relationship. These firms instead rely on an implicit self-enforcing agreement, and they reduce the investment distortion by negotiating an ex ante transfer (i.e., the investment expense of one firm is partially paid for by the other firm). | The purpose of this paper is to analyse the competitive performance of the EU countries for the prepared swine meat sector during the period 1990- 2003. This sector has been chosen for the role that traditional products play in most EU countries. To assess competitiveness, the analysis evaluates several trade indices to compare the trends over the last fifteen years: Revealed Comparative Advantage, the Vollrath indices, Net Export Index, and Grübel - Lloyd index. | Minnesota Valley Alfalfa Producers Cooperative (MNVAP), a farmer-owned cooperative based in west central Minnesota, has contracted to provide 75 megawatts of electric power produced from alfalfa stem biomass. The cooperative is considering a novel enterprise--the production of both electrical power and alfalfa leaf meal products from alfalfa hay. Seven hundred thousand tons of alfalfa hay from 200,000 acres grown by more than 1,000 farmers over twelve counties will need to be transported and separated into leaves and stems before power generation can occur. In the Soviet paradigm dairy production was evenly distributed throughout the country, what was caused by extremely low transportation prices and by differentiated by regions procurement prices.
