There is a growing recognition that well-defined and enforceable property rights to land are important for a range of economic and social functions. To assess land governance at the country level, the World Bank has elaborated a diagnostic tool based on empirical indicators that aims to identify areas for improvement and that could be used to monitor progress in the land sector. This tool, the Land Governance Assessment Framework (LGAF), was first tested in Peru, Ethiopia, Tanzania, Indonesia and in the Kyrgyz Republic, and is currently being implemented in a number of other countries worldwide. This article solves and characterizes optimal decision rules to invest in irreversible land improvements conditional on land tenure insecurity. Economic model is a normative dynamic programming model with known parameter for the one period returns and transition equations. The decision rules are solved numerically conditional on alternative scenarios on the likelihood that the lease contract and, thus, farmer access to land is either renewed or expires. The model parameters represent Finnish soil quality and production conditions. The results suggest that irreversible land improvements decrease quickly and the yields decline gradually when the farmer is confronted with land tenure insecurity caused by uncertain renewal of the lease contract. |

This study extends previous empirical research on land preservation by considering an actual land preservation scheme, the agricultural land reserve in British Columbia, Canada. The reserve was established in 1973 to ensure that development did not occur on the province’s most productive agricultural land. ‘To ensure that local food production is maintained,’ ‘the economic importance of British Columbia’s agricultural sector,’ and ‘to protect the environment’ are the most important factors that underlie support for the reserve. Aggregate, provincewide willingness to pay to maintain the land reserve is substantial, with our most conservative estimate being Can$91.18 million per year. |

This study develops a dynamic multi-output model of farmers crop allocation decisions that allows estimation of both short-run and long-run adjustments to a wide array of economic incentives. The method can be used to inform decision makers on a number of issues including agricultural policy reform and environmental regulation. The model allows estimation of dynamic effects relating to price expectations adjustment, investment lags, and crop rotation constraints. Estimation is based on micro-panel data from Danish farmers that includes acreage, output, and variable input utilization at the crop level.
