This paper offers an overview of land reform processes in the CEECs and their outcomes and impacts and analyzes current and emerging structures in rural areas. Different types of land consolidation are defined and their potential impacts are assessed. The paper then looks in depth at land consolidation processes, especially in the context of land management, and outlines preconditions and cornerstones for various approaches. Environmental aspects and principles for land funds and land banking are also drawn in. The paper argues the need for an integrated and sustainable rural development which includes a role for land consolidation.

Industrialization is rapidly becoming a topic of great attention. Driven by fundamental economic forces, industrialization seems likely to advance ore quickly in the coming decade to more industry segments. By changing the way agriculture does business, industrialization will also bring change to public policy and agricultural institutions. Commodity policy will increasingly be out of step with a product-oriented industry. And as industrialization blurs the lines between producers and processors, land grant universities and the extension service will face challenges assessing who their customers are.

This paper shows how the involvement of local governments and individuals allowed the successful creation of a public-private partnership for agricultural marketing in South-Eastern Poland, despite a generally negative perception of cooperation among the rural population. While the regional distribution network for agricultural products is largely market-based, the partnership only emerged due to collective action between local leaders. The partnership does not require farmers to become shareholders, uses a small decision making body and offers complementary services to farmers. However, there has been little stimulation of broader development activities within the local society, and the involvement of local governments has become unstable over time.

Investing in Agriculture for Growth and Food Security in the ACP Countries

This study analyses income, expenditure and food consumption data in Ethiopia to help explains the country's high probability of national food consumption shortfalls. The study argues that to reach the goal of increased national food security, it is necessary to improve market functioning, invest in infrastructure which reduces food transaction costs, provide incentives for increased production through strong support for producers, and, most importantly of all, reform current land tenure arrangements.

Is There a Link between the Changing Skills of Labor Used in U.S. Processed Food Trade and Rural Employment?

Discussion of rural development (RD) in the EU started in 1968 and some two decades later Agenda 2000 institutionalised RD policy. After a brief history of RD, Agenda 2000 and the SAPARD programme are discussed. The main body of the paper deals with Rural Development measures of Central and Eastern European countries (CEECs) with special regard to 2007-2013. It is concluded there is no clear relationship between farm structure and choosing rural development policy concept in CEECs for 2007-2013.

Between the 1970s and the 1990s, processed food exports switched from using more skilled labor per unit of output than imports to the opposite. Processed food trade also expanded during this period. More meat and poultry products in processed food trade could explain this switch in skill intensity. Growing meat trade paralleled an urban-to-rural shift in meat processing. Although this could have been a win-win situation for rural areas, many of the jobs related to expanded meat trade benefited commuter and migrant workers because late-1990s jobs slaughtering livestock and processing meat did not appeal to domestic rural workers.

The dimensions of social capital and rural development: evidence from Water Communities in the Republic of Macedonia

Drawing on Nahapiet and Ghoshal's (1998) distinction between the structural, relational, and cognitive dimensions of social capital, this paper analyses the performance of Water Communities (WCs) in the Bregalnica region of the Republic of Macedonia. WCs are farmer-managed local irrigation systems which are critical to livelihoods in Bregalnica. Data on the performance of the WCs and role of social capital was collected via in-depth interviews and a farm survey (n=249) of both members and non-members. Results highlight the importance of social capital in explaining the decision to join a WC, the satisfaction of members with their WC, and payment behaviour.

By employing a regional model, this paper compares the long-term impact of spending along the Pillar 2 Axes in NUTS3 areas on selected indicators of sustainability in several peripheral areas across Europe.
