Property Rights, Land Fragmentation and the Emerging Structure of Agriculture in Central and Eastern European Countries AgEcon
Thomas, Joachim.
This paper offers an overview of land reform processes in the CEECs and their outcomes and impacts and analyzes current and emerging structures in rural areas. Different types of land consolidation are defined and their potential impacts are assessed. The paper then looks in depth at land consolidation processes, especially in the context of land management, and outlines preconditions and cornerstones for various approaches. Environmental aspects and principles for land funds and land banking are also drawn in. The paper argues the need for an integrated and sustainable rural development which includes a role for land consolidation.

Új agrárstratégia alapjai AgEcon
Buday-Santha, Attila.

Changes in rural areas of Ukraine: problems and opportunities AgEcon
Moroz, Serhiy Mykolayovych.
The paper describes the main tendencies and perspectives of development of rural areas in Ukraine. It emphasizes that the key reason of existing socio-economic issues in rural regions is the absence of well-defined rural development policy. Thus, it is necessary for Ukraine to implement long-term rural policy, as it takes place in countries of the European Union. Rural development should be based on the territorial approach. The special attention should be paid to the creation of local action groups. Hence, it is essential to introduce a program, similar to the LEADER initiative, to use local possibilities, and to implement the bottom-up approach for the solution of rural issues. Also, special strategies should be developed to expand non-farm rural...

Wealth, Living Standards and Perceptions in a Cotton Economy: Evidence from the Cotton Reform in Burkina Faso AgEcon
Kaminski, Jonathan.
The cotton economy of Burkina Faso has been characterized by a changing rural environment for farmers since late nineties, which has come with the cotton reform and the resulting cotton boost. There have been slight improvements in living standards and rural households’ income while the subjective feeling of wealth has significantly increased. In this paper, I explore the channels through which the elements of the changing rural environment can bridge the wedge between subjective and objective measures of wealth. In addition to the basic determinants of subjective welfare that can be found in the happiness economics literature, namely absolute and relative income measures, health and social status (and expectations of future incomes), I investigate the...

Wells and welfare in the Ganga Basin: Public policy and private initiative in Eastern Uttar Pradesh, India AgEcon
Shah, Tushaar.
This report analyzes how public policies designed to promote groundwater development over the past 50 years have failed in their promise, and how initiative by private agents can generate the social welfare the region needs so direly. The report outlines a five-pronged strategy for attacking eastern India's rural poverty through fuller utilization of its groundwater resources.

AGRICULTURAL INDUSTRIALIZATION: IMPLICATIONS FOR ECONOMIC DEVELOPMENT AND PUBLIC POLICY AgEcon
Drabenstott, Mark.
Industrialization is rapidly becoming a topic of great attention. Driven by fundamental economic forces, industrialization seems likely to advance ore quickly in the coming decade to more industry segments. By changing the way agriculture does business, industrialization will also bring change to public policy and agricultural institutions. Commodity policy will increasingly be out of step with a product-oriented industry. And as industrialization blurs the lines between producers and processors, land grant universities and the extension service will face challenges assessing who their customers are.

STIMULATING COOPERATION AMONG FARMERS IN A POST-SOCIALIST ECONOMY: LESSONS FROM A PUBLIC-PRIVATE MARKETING PARTNERSHIP IN POLAND AgEcon
Gramzow, Andreas; Petrick, Martin.
This paper shows how the involvement of local governments and individuals allowed the successful creation of a public-private partnership for agricultural marketing in South-Eastern Poland, despite a generally negative perception of cooperation among the rural population. While the regional distribution network for agricultural products is largely market-based, the partnership only emerged due to collective action between local leaders. The partnership does not require farmers to become shareholders, uses a small decision making body and offers complementary services to farmers. However, there has been little stimulation of broader development activities within the local society, and the involvement of local governments has become unstable over time.

The Food Security Role of Agriculture in Ethiopia AgEcon
Adenew, Berhanu.
This study analyses income, expenditure and food consumption data in Ethiopia to help explains the country's high probability of national food consumption shortfalls. The study argues that to reach the goal of increased national food security, it is necessary to improve market functioning, invest in infrastructure which reduces food transaction costs, provide incentives for increased production through strong support for producers, and, most importantly of all, reform current land tenure arrangements.

Investing in Agriculture for Growth and Food Security in the ACP Countries AgEcon
Skoet, Jakob; Stamoulis, Kostas G.; Deuss, Annelies.
Countries in the ACP region will face significant challenges in the years to come as they try to step up economic growth, deal with increasingly integrated world markets and meet the Millennium Development Goals (MDGs), especially those focused on hunger and poverty. These efforts will take place in the face of declining external assistance and many competing demands on resources. The analysis in the paper shows that agriculture and rural economic activities are essential for growth, poverty reduction and food security especially for the poorer countries in the region. However trends in public resource mobilisation for agriculture and rural development (in terms of both domestic spending and Official Development Assistance) do not reflect that important...

Focusing Rural Development in Central and Eastern European Countries AgEcon
Forgacs, Csaba.
Discussion of rural development (RD) in the EU started in 1968 and some two decades later Agenda 2000 institutionalised RD policy. After a brief history of RD, Agenda 2000 and the SAPARD programme are discussed. The main body of the paper deals with Rural Development measures of Central and Eastern European countries (CEECs) with special regard to 2007-2013. It is concluded there is no clear relationship between farm structure and choosing rural development policy concept in CEECs for 2007-2013.

Is There a Link between the Changing Skills of Labor Used in U.S. Processed Food Trade and Rural Employment? AgEcon
Schluter, Gerald E.; Lee, Chinkook.
Between the 1970s and the 1990s, processed food exports switched from using more skilled labor per unit of output than imports to the opposite. Processed food trade also expanded during this period. More meat and poultry products in processed food trade could explain this switch in skill intensity. Growing meat trade paralleled an urban-to-rural shift in meat processing. Although this could have been a win-win situation for rural areas, many of the jobs related to expanded meat trade benefited commuter and migrant workers because late-1990s jobs slaughtering livestock and processing meat did not appeal to domestic rural workers.

The dimensions of social capital and rural development: evidence from Water Communities in the Republic of Macedonia AgEcon
Gorton, Matthew; Sauer, Johannes; Peshevski, Mile; Bosev, Dane; Shekerinov, Darko; Quarrie, Steve.
Drawing on Nahapiet and Ghoshal's (1998) distinction between the structural, relational, and cognitive dimensions of social capital, this paper analyses the performance of Water Communities (WCs) in the Bregalnica region of the Republic of Macedonia. WCs are farmer-managed local irrigation systems which are critical to livelihoods in Bregalnica. Data on the performance of the WCs and role of social capital was collected via in-depth interviews and a farm survey (n=249) of both members and non-members. Results highlight the importance of social capital in explaining the decision to join a WC, the satisfaction of members with their WC, and payment behaviour.

Gender Needs Awareness and Gender Asymmetry: An Analysis of a Rural Women Survey in Mountainous Areas of South-eastern Spain AgEcon
Calatrava-Requena, Javier; Samir, Sayadi.
Achieving gender symmetry in rural areas is an important target for the European Union. There is no shortage of talent, ideas and energy amongst women in rural areas, nor are there legal constraints. However, a range of cultural obstacles still stand in the way of their full participation in rural development (the persistence of traditional views about women's and men's roles in society, etc.) particularly in the Mediterranean areas. The integration of equal opportunities will no longer be a choice, but it will be an obligation in the design and implementation of rural development programmes and projects. Some European initiatives (NOW, EQUAL, LEADER, etc.) have already been taken to improve rural women's opportunities to participate more actively in...

REGIONAL IDENTITY IN RURAL DEVELOPMENT: THREE CASE STUDIES OF REGIONAL BRANDING AgEcon
Messely, Lies; Dessein, Joost; Lauwers, Ludwig H..
Within the globalizing world, regions and their identities are subjected to great pressure. At present, places are engaged in a process of “territorial competition” in an integrated world economy. The identity of the region can be used as a starting point to brand a region and differentiate it from others. In the regional branding process, the region as a whole becomes a product or brand and offers a “basket” of regional products and services. Regional branding is aimed at creating a more distinctive image or reputation, which helps to increase regional competitiveness. This paper discusses the possibility of regional identity as a mobilizing force for rural development, by studying best practice examples of regional branding. Using the grounded theory...

Programming rural development funds – An interactive linear programming approach applied to the EAFRD program in Saxony-Anhalt AgEcon
Schmid, Julia Christiane; Hager, Astrid; Jechlitschka, Kurt; Kirschke, Dieter.
Policies for rural areas have become an important but complex policy field in the European Union`s Common Agricultural Policy. The purpose of this paper is to report on a methodological approach pursued to model the allocation of EAFRD (European Agricultural Fund for Rural Development) funds in Saxony-Anhalt. We show how an interactive programming approach can be developed and used to support our partner Ministry of Agriculture and the Environment. So far, various key elements of the modeling approach have been specified: the definition of all relevant policy measures and funding options, the assessment of impacts on the regional objectives pursued, the definition of relevant lower and upper bounds, and the formulation of co-financing requirements and...

Az éghajlatváltozás növekvő szerepe a közösségi szakpolitikákban, különös tekintettel a közös agrárpolitikára AgEcon
Baksa, Adrienn.
A fenntartható termelést elősegítik a 2007–2013-as EU-s vidékfejlesztési intézkedések, melyek nagy része a mitigációt is ösztönzi. Ezért az EU további vidékfejlesztési többletforrásokat csoportosított az éghajlatváltozás okozta hatások mérséklésére és az adaptáció növelésére. Véleményem szerint az EU...

Planning groundwater use for sustainable rural development AgEcon
International Water Management Institute (IWMI).
Groundwater use is rapidly increasing in Sri Lanka, bringing several benefits to small farmers—by allowing them to grow more crops, minimize the impact of droughts, and profit from selling high-value produce. But how can this be sustained? Lessons learned from other countries with longer histories of groundwater use can help policymakers, planners, and development organizations avoid the pitfalls and dangers of indiscriminate use, and capture the benefits that groundwater can bring.

REFORMING PILLAR 2 –TOWARDS SIGNIFICANT AND SUSTAINABLE RURAL DEVELOPMENT? AgEcon
Bergmann, Holger; Dax, Thomas; Hocevar, Vida; Hovorka, Gerhard; Juvancic, Luka; Kroger, Melanie; Thomson, Kenneth J..
With the ongoing “Health Check” and the decisions needed for after 2013, the Common Agricultural Policy is likely to see another major reform and an increase in compulsory modulation. By employing a regional model, this paper compares the long-term impact of spending along the Pillar 2 Axes in NUTS3 areas on selected indicators of sustainability in several peripheral areas across Europe. The four case study areas are: Pinzgau-Pongau (a tourism-dominated alpine area in Austria), the Wetterau (an urbanised industrial area in Germany), Gorenjska (a tourism and manufacturing dominated area in Slovenia) and Caithness-Sutherland (a remote area in Scotland). The results suggest although devolution in European rural development policy has taken over the last 10...

Möglichkeiten zur Umsetzung integrierter Fördermaßnahmen an der Schnittstelle Landwirtschaft, Umwelt, Ländliche Entwicklung im Rahmen der Verordnung (EG) Nr. 1257/99 AgEcon
Knickel, Karlheinz.
EC Regulation 1257/99 of 17 May 1999 underlines the intention of the European Commission of an integrated rural development policy. In this paper the chances are examined that this new policy orientation offers for a more multifunctional agriculture. Possibilities for the implementation of integrated support measures at the interface of agriculture, environment and rural development are presented. First, functional relationships between agriculture and rural development are explored on the basis of three examples. This is followed by a more analytical section on relevant experiences, data and concepts. The significance of 'new', agriculture-related activities in rural areas is underlined. A paradigm shift from volumes and costs of production towards...
