Stringency and Distribution in the EU Emissions Trading Scheme –The 2005 Evidence AgEcon

With the release of the verified emissions for installations covered by the EU Emissions Trading Scheme for the first trading year 2005 we are able to compare actual emissions and allowances for each installation. Based on data available for 24 Member States as of January 2007, this paper uses a thorough data analysis for about 9,900 installations to investigate evidence on three issues: first, the stringency of the total allocation cap and allocation differences both among the Member States and a selection of emission intensive sectors; second, the distribution of the size of installations; and third, the spread of allocation discrepancies and possible allocation biases regarding the size of installations.

Tomatoes have the largest share among fruits and vegetables, which add substantially to the gross agricultural product in Turkey. We describe the structure and development of this sector from the year 1990 onwards, covering farms in primal production, trade facilities, processing firms, and marketing channels. An analysis of retail prices for table tomatoes in 22 provinces and their dynamics follows. Finally we employ a threshold vector error-correction model to analyse integration among the markets for table tomatoes in the presence of transaction costs. ASSESSING KOSOVO'S HORTICULTURAL POTENTIAL – THE MARKET FOR FRUIT AND VEGETABLES ON THE BALKANS AgEcon

Kosovo had been a net exporter – at least of some – fruit and vegetables in the former Federal Republic of Yugoslavia before the civil war. Current reconstruction efforts therefore focus on restoring the past horticultural potential of the now independent province. This paper analyses the competitiveness of the Kosovar fruit and vegetable sector. By calculating average net trade flows during 1996-2000 for more than 20 individual fruit and vegetables and seven aggregates, demand potentials for the Balkan regional market are identified for potatoes, lettuce, garlic, dried beans and pears. Diffusion of Innovations on Community Based Small Worlds: the Role of Correlation between Social Spheres AgEcon

Which types of networks favor the diffusion of innovations in the sense that an innovation whose intrinsic benefits are greater than those of an established choice will be able to replace the latter when it is initially used only by a small fraction of a large population? For deterministic and regular networks there are characterizations, based on a coordination game model of the diffusion of innovations. Here we study this question for a class of irregular random networks, Small world networks, which are of interest as more realistic models of social networks. With the growing recognition of the role played by geography in all sorts of economic problems, there is strong interest in measuring the size and scope of local spillovers (i.e., simple anonymous agglomeration or congestion effects, or more complicated interactions between individuals or firms of specific types). It is well-understood, however, that such spillovers cannot be distinguished from unobservable local attributes using just the observed location decisions of individuals or firms. Law of One Price in International Commodity Markets: A Fractional Cointegration Analysis AgEcon

This paper examine the Law of One Price (LOP) in the International Commodity markets using a fractional cointegration analysis. Out of nine pairs of price series examined, fractional cointegration supports the existence of the LOP in eight cases as compared to three cases as in standard cointegration process.

This paper reports the results of policy simulations of environmental and human health externalities arising from the production of electricity. The primary purpose of this paper is to illustrate the Maryland Externalities Screening and Valuation Model, developed for the State of Maryland's Department of Natural Resources. A secondary purpose is to estimate likely Maryland benefits from Title IV emissions reductions at electric power generation facilities. Several recent developments have stimulated farmers' interest in raising corn for ethanol production in northwestern North Dakota. The purpose of this study is to estimate the corn supply response of western North Dakota farmers for ethanol production. Two focus groups of western North Dakota farmers (Williston and Minot) were organized. The market premium over prevailing local corn prices that was required by western North Dakota farms to entice additional production of an ethanol specific hybrid was determined. Aggregation of these farm responses yielded a supply function of corn for the region. LEAST SQUARES AND ENTROPY AS PENALTY FUNCTIONS AgEcon

Mathematical measures of entropy as defined by Shannon (1948) and Kullback and Leibler (1951) are currently in vogue in the field of econometrics, primarily due to the comprehensive work by Golan, Judge, and Miller (1996). In this paper, an alternative interpretation of the entropy measure as a penalty function over deviations is presented. Using this interpretation, a number of parallels are drawn with least squares estimators, and it is demonstrated that, with a minor modification of the traditional least squares estimator, both approaches may be applied to the general linear model. The advantages and disadvantages of each approach are discussed, and a philosophical approach to the selection of estimation technique is suggested.

Growing Demand for Animal-Protein-Source Products in Indonesia: Trade Implications AgEcon

New elasticities were estimated from Indonesia's 1996, 1999, and 2002 National Socio-Economic Survey, or SUSENAS, data using a double-hurdle demand specification. The estimates suggest that major changes in Indonesian household diets are expected in the coming years, as income growth is sustained and as urbanization proceeds at a fast pace. The consumption 'trading-up' pattern for animal-protein source products observed in many countries may also occur in Indonesia. In this particular case, households will shift from fish to dairy and meat products. The trade impacts of this emerging consumption pattern will be determined by the cost of adjustment in Indonesia's domestic productive capacity and the influence of the country's predominantly Islamic tradition.

Many African state-owned enterprises (SOEs), particularly those in infrastructure, have a long history of poor performance. From the outset, SOE financial and economic performance generally failed to meet the expectations of their creators and funders. By the late 1970s, the situation was alarming, and by early 1980s, critical. The poor financial performance of SOEs became so burdensome to government budgets that it attracted the attention of the international financial institutions, or IFIs. In response, in the 1980s, the World Bank approved SOE reforms that could be summed up in the term “commercialization”. On the Implications of Technological Innovation for Environmental Policy AgEcon

This paper draws on a number of recent studies to shed light on several policy issues raised by the impact of environmental policies on technological innovation. First, to what extent does induced innovation raise the overall net benefits to society from environmental policies? Second, how does induced innovation affect the appropriate choice among alternative environmental policy instruments? Third, how does it affect the optimal stringency of environmental regulations? Fourth, should environmental policies be supplemented with additional policies to promote innovation, such as research contracts or prizes for new technologies?
