The Coordination and Design of Point-Nonpoint Trading Programs and Agri-Environmental Policies AgEcon

Agricultural agencies have long offered agri-environmental payments that are inadequate to achieve water quality goals, and many state water quality agencies are considering point-nonpoint trading to achieve the needed pollution reductions. This analysis considers both targeted and nontargeted agrienvironmental payment schemes, along with a trading program which is not spatially targeted. The degree of improved performance among these policies is found to depend on whether the programs are coordinated or not, whether double-dipping (i.e., when farmers are paid twice-once by each program-to undertake particular pollution control actions) is allowed, and whether the agri-environmental payments are targeted. Contractual Arrangements of Traders in Chinese Wholesale Markets AgEcon

Using a survey data of 700 traders, this study scrutinizes contract choices and enforcement for agricultural traders in China. This study finds that market service and environment are very important for both contract choices and enforcement. Better market service and environment can increase the propensity of using contract and the probability of contract enforcement both for purchase and sales of products. Education and memberships of special associations are also important for contract choices and enforcement. Higher education and affiliation to special associations for traders can increase the propensity of contracts and reduce contract breaches. There is considerable interest in the use of pollution trading between point and nonpoint sources to improve the cost-effectiveness of water pollution control, but little literature to guide the design of trading systems involving nonpoint sources. We explore the design of two types of trading systems that would allow trading among and between point and nonpoint sources.

Comparison of several demand systems AgEcon

Using Monte-Carlo simulation, , we compare the most popular demand systems including the LES, AIDS, BTL, QES, QUAIDS and AIDADS, and find that different models actually have different advantages in estimating different elasticities. Specifically, QES, AIDS and AIDADS models are the best in income, own-price and cross-price elasticities, respectively. Overall, AIDADS model has the best performance. The results indicate that the rank three models are not necessary always better than the rank two models.

U.S. Sugar Policy Options and Their Consequences under NAFTA and Doha AgEcon

We analyze the potential impact of continuing the existing U.S. sugar program, replacing it with a standard program, and implementing the standard program with multilateral trade liberalization. Under the North American Free Trade Agreement (NAFTA), duty-free sugar imports from Mexico will undermine the programs ability to operate on a "no-cost" basis to U.S. taxpayers. As the Mexican beverage industry is likely to expand considerably its high-fructose corn syrup use, the sugar thereby displaced will seek a market in the United States. DIFFERENTIAL RETURNS TO LABOR IN INDIAN AGRICULTURE AgEcon

This article explores the speed of adjustment in Indian agricultural labor markets to changing economic circumstances. Agricultural wages in sixteen states during 1970-86 are analyzed. Results indicate that agricultural wages adjust quickly toward their long-run values, completing about one-fifth to one-fourth of the adjustment per year. Results also suggest strong linkages between the agricultural and nonagricultural labor markets. Interstate agricultural productivity differences have risen substantially in the last twenty-five years, and many feel this has led to a disintegration of the agricultural labor market. The findings suggest an indirect integration may be occurring through migration to nonagriculture.

Implications of a Doha Agreement on Agricultural Markets in Sudan AgEcon

The latest round of multilateral trade negotiations was launched at the ministerial meeting of the World Trade Organization in Doha, Qatar, in November 2001. Agriculture is a major item on the agenda for the Doha Round. The primary focus is on the three “pillars” of the Uruguay Round agreement—domestic support, market access, and export competition. The framework for a final agreement was finalized at a Ministerial meeting in Geneva in July 2004, but contains few details on modalities (e.g., the formula to be used for reductions in tariffs/increases in tariff-rate quotas, quantitative limitations on domestic support, and the schedule for the elimination of export subsidies). FIELD TRIALS AS AN EXTENSION TECHNIQUE: THE CASE OF SWAZILAND AgEcon

One potentially serious problem in evaluating the effectiveness of extension programs is that participants are not picked at random. Self-selection can be a problem, and it can be compounded if extension officials concentrate on the most progressive farms. This study explores the relationships between adoption of maize high-yielding varieties (HYVs) and participation in field trials intended to foster HYV usage, drawing on data from Swaziland. Results indicate that it is impossible to say if field trials had any effect on adoption. Participating farms used more HYVs, but this could have been due to self-selection or the government's selection process.

Multifunctionality, Agricultural Policy, and Environmental Policy AgEcon

In addition to supplying food and fiber, agriculture is a source of public goods and externalities. This article addresses two questions. First, do price and income support policies promote a multifunctional agriculture in an effective manner? Second, would policies targeted more directly at multifunctional attributes be more efficient than price and income support policies? The answer to the first question is no, at least for policies targeted at outputs (price supports, export subsidies, etc.). Public goods are not directly linked to production, but rather to land use and agricultural structures. Evidence in response to the second question is sketchier with respect to policies targeted at land.

Contracts are widely used by agricultural processors for purchasing inputs not only in developed countries but also in developing countries such as China. The total number of formal, written contracts between farmers and food processors is increasing rapidly in China, and the formal contracts that exist are becoming more complex. Contractual design in China is evolving from simple price-quantity contracts toward more complicated arrangements known as cooperation contracts or joint-stock cooperation contracts, designed to share risk and mitigate opportunistic behaviors by the contracting parties. THE ALLOCATION OF LISA RESEARCH AND EXTENSION FUNDING AgEcon

This article considers the political, economic, and environmental factors associated with the allocation of federal LISA (Low Input/Sustainable Agriculture) funds among states. A tobit model is estimated with LISA allocations as the dependent variable. Results indicate that pressure groups are important. LISA funding depends positively on membership in environmental organizations, the number of farms, and the size of the rural-nonfarm population, while it depends negatively on the size of the urban population. States with host LISA institutions receive significantly more funding, as do states with Senators in leadership positions on key congressional agricultural committees.

Dancing with the Dragon Heads: Enforcement, Innovations and Efficiency of Contracts between Agricultural Processors and Farmers in China AgEcon

Contractual breaches are very common in developing countries such as China. In order to prevent breaches of contract, the contractual designs between farmers and agricultural processors (Dragon Head Firms) in China are innovating in two ways: organizational innovations and contractual innovations. Due to contractual innovations, simple price-quantity contracts are evolving into complex cooperation contracts. Using data for over 500 state key processors in 2003 from the Chinese Ministry of Agriculture, we construct econometric models to study contractual choices, contract intensity, and their impacts on sales and profits for agricultural processors in China. Sudan is currently negotiating its accession to the World Trade Organization (WTO). In order to benefit from its accession to the WTO, Sudan should reorient its agricultural policy towards increasing global competitiveness by raising agricultural productivity, reducing direct and indirect taxation of the agricultural sector, and cutting fees imposed on agricultural production and exports.
