The Economic Value of Irrigation in the Texas Panhandle AgEcon

The Texas Panhandle relies largely on the Ogallala Aquifer for access to water for irrigated agricultural production. With current pumping rates and slow recharge rates, the aquifer will at some point in the future no longer be an economically viable source of water for agriculture. The objective of this study is to estimate the value of irrigated agriculture to the region. A hypothetical policy restriction is imposed which assumes a one hundred percent conversion to dryland agriculture. The study estimates the economic impact of such a change on producer income and the resulting socioeconomic impacts on communities in the region.

EVALUATION OF THE MASTER MARKETER NEWSLETTER AgEcon

Several support programs have been developed to help support, reinforce, enhance, and improve the effectiveness of the educational experience of Master Marketer graduates and other marketing club participants. One of those products, the Master Marketer Newsletter, is currently mailed to over 700 Master Marketer graduates and Extension faculty on a quarterly basis. In the June 2000 newsletter, a questionnaire was sent to newsletter recipients asking them to evaluate the various sections of the newsletter, and provide any suggestions for improvement. The following report provides a summary of the findings from the survey. Additionally, some modifications to the newsletter were implemented with the June 2001 newsletter.

Economic Evaluation of Wind Energy as an Alternative to Natural Gas Powered Irrigation AgEcon

High natural gas prices have agricultural producers searching for alternative energy sources for irrigation. The economic feasibility of electric and hybrid (electric/wind) systems are evaluated as alternatives to natural gas powered irrigation. Texas Panhandle and Southern Kansas farms are assessed with a quarter-mile sprinkler system, three crops, and two pumping lifts. Breakeven points identify the price at which conversion from a natural gas irrigation system to an electric or hybrid system is cost effective. Results indicate electricity is a more feasible energy source for irrigation and policy changes such as net metering are necessary to make hybrid systems viable.

ECONOMIC AND EPIDEMIOLOGIC POLICY IMPLICATIONS OF ALTERNATIVE BOVINE BRUCELLOSIS PROGRAMS AgEcon

This paper analyzes policy implications arising from the National Brucellosis Technical Commission Study. A systems simulation model was designed to estimate physical losses resulting from alternative bovine brucellosis programs. Changes in benefits, costs, level of infection and net benefits were calculated by program alternatives for determining economic and epidemiologic implications. Results indicate all alternative programs considered yield positive net benefits and reduce the prevalence of the disease. The results imply a need for further research to determine a program that is both epidemiologically and economically optimal.

Economic Analysis of Manure Harvesting Equipment in Feedyards for Dust Control AgEcon

This study concentrated on one method of dust control which is harvesting manure with equipment. An economic analysis including hourly fixed and operational costs were performed on the following: tractor-pulled box scraper, front-end loader, dump truck, spreader truck, elevating scraper and tractor-pulled end dump. The purpose of this study was to generate cost data for feedyard owners/operators to reference when making manure management and equipment purchasing decisions.

Dust suppression can be accomplished by moistening pen surfaces with traveling gun(s) sprinklers, solid-set sprinklers, and water trucks. Groundwater Policy Research: Collaboration with Groundwater Conservation Districts in Texas AgEcon

The unique nature of the Ogallala Aquifer presents interesting and confounding problems for water policymakers who are coping with changing groundwater rules in Texas. The purpose of this article is to link previous efforts in water policy research for the Ogallala Aquifer in Texas with current collaborations that are ongoing with regional water planners. A chronological progression of economic water modeling efforts for the region is reviewed. The results of two recent collaborative studies are presented that provide estimates of impacts of alternative policies on groundwater saturated thickness, water use, net farm income, and regional economic activities.

Analyzing the Potential Water Conservation Strategies: An Application to Irrigated Agriculture in the Texas Panhandle AgEcon

Witnessing a rapid surge in irrigation requirements as well as the pressure on natural resources to augment production for satisfying grain demand for the growing human and livestock population, ground water supply in the Texas Panhandle reflects itself as a limiting yet indispensable factor. This study evaluates the effectiveness of eight potential water management strategies in terms of water savings, implementation costs as well as the regional impact of each policy on the agricultural economy of Region A, comprising 21 counties in the North Texas High Plains, over a fifty-year planning horizon.

Impacts of alternative agricultural water conservation strategies are being evaluated in the Texas Panhandle. Stakeholders have expressed concern that all effects need to be accounted for including the regional economy. A methodology was developed to evaluate the effects on the backward and forward-linked processing sectors and differentiated results are presented.

Cost Analysis and Water Conservation Potential of Irrigation Technologies in the Texas Panhandle Water Planning Area AgEcon

Six irrigation systems are analyzed considering cost and potential water savings. The investment cost of furrow and drip is $115,800 and $260,120, respectively. The cost of quarter mile pivot ranges from $59,000 to $64,000. Per ac-in variable pumping cost ranges $9.96 to $14.86 assuming natural gas price $7.00 per MCF.

The benefit of changing to Variable Rate Irrigation (VRI) from uniform application methods needs to be assessed for technology adoption. Precision irrigation involves water application in optimum amounts. Results indicate that feasibility of precision irrigation depends on field variability, crop value, economies of scale, and useful life of the equipment.

Playa lakes are very important to the Texas High Plains. They provide habitat for a wide variety of wildlife, and are the Ogallala Aquifer’s primary recharge source. Plowing and sedimentation have caused substantial damage to the overall health of many playas. A need exists to protect this resource for future generations. Several government programs are available to assist landowners with playa preservation including CP23A, the Wetlands Reserve Program, and the Wildlife Habitat Incentive Program. This study evaluates each conservation program and weighs the economic benefits and costs of program implementation.

The sustainable water use especially for irrigated agriculture in the Texas Panhandle Region is a major concern. A semi-arid climate and average low rainfalls results in little surface water being available year-round. The Ogallala Aquifer is the primary source of irrigation water in this region. The intensive irrigated agricultural production and growing livestock industry have led to substantial decline of water tables. Integrating Stakeholder Input into Water Policy Development and Analysis AgEcon

Agricultural water use is becoming an issue in much of the South due to population growth. Results of projects evaluating the impacts of conservation strategies aimed at reallocating or extending the life of water supplies are being met with great skepticism by stakeholder groups. In order to gain acceptance of results, it is essential that stakeholder groups be involved from the beginning in the identification of potential water conservation strategies and be kept informed throughout the project. The objective of this paper is to review previous attempts at involving stakeholders and the methodology currently being employed in the Ogallala Aquifer Project.

A brief review of the beef and cattle market following the diagnosis of Bovine Spongiform Encephalopathy (BSE) in Canada and U.S. in 2003 is conducted. The focus is on the recent changes in the beef market experienced by major exporting and importing countries with special emphasis on the beef trade and cattle industry in the U.S. A single case of BSE in the U.S. has significantly disrupted global beef trade. Many countries banned beef imports from the U.S. and Canada. Continuation of these bans through 2004, particularly for the U.S., resulted in reduced beef exports. Selecting the best wheat varieties affects producers’ profit and financial risk. This study identifies the optimal wheat variety selection using the portfolio approach at various risk aversion levels.
