Farm production costs estimation trough PMP Models: an application in three Italian Regions AgEcon
Arfini, Filippo; Donati, Michele; Marongiu, Sonia; Cesaro, Luca.
The objective of this paper is to present a Generalised Positive Mathematical Programming model suitable for the estimation of variable cost of production associated with different farm activities. This work present, discuss and demonstrates that the Generalised PMP model is a useful theoretical framework for the representation of farm choice, including for the description of costs related to the production function chosen by each entrepreneur. For this characteristics the model can be used for the farms belonging the FADN sample providing a powerful tools for researcher that would like to know variable costs of production for agricultural activities or estimate the impact of agricultural policy and market reform at regional and sectorial level. The main...

HEALTH CHECK AND FARM EFFICIENCY: A COMPARATIVE ASSESSMENT OF FOUR EUROPEAN AGRICULTURAL REGIONS AgEcon
Arfini, Filippo; Donati, Michele.
The European Commission has always considered the Common Agricultural Policy (CAP) as a dynamic political tool that aims to link the agricultural sector with the evolving of the economic, financial, social and political dynamics that distinguish the Member States of the European Union. From this standpoint, the Health Check (HC) is much more than a simple assessment of the state of health of European agriculture; it is a drawing up of the “new rules” that are to manage the relations between farms and the market, on which the future efficiency and survival of the said farms and the production sectors that characterise entire European agricultural regions will depend. In this context, the aim of this paper is to present and analyse the "innovations" of the...

Private Innovation and Public Innovation: Who Leads and Who Follows? AgEcon
Arfini, Filippo; Cernicchiaro, Sabrina; Mancini, Maria Cecilia.
This paper examines two models of interaction between private and public institutions in respect to the process of innovation. While private firms adopt proactive strategies and public institutions follow it is considered that, under certain conditions, public institutions are the innovator and private firms are the followers. The first part of the research is theoretical and formulates the two models and their implications. The second part presents a case study of Italian products which have Animal Welfare (AW) attributes, where production follows the second relationship model. The case study shows that AW friendly products are the result of EU legislation, which obliges the industry to adapt production, organisation, publicity, communication and...

Animal Welfare in the CAP and Large-Scale Distribution. Public Social Policy and Consumer Trust AgEcon
Arfini, Filippo; Cernicchiaro, Sabrina; Mancini, Maria Cecilia.
This paper studies the role of animal welfare (AW) institutionally and for large scale retail and its value in consolidating trust between institutions-taxpayers and large scale retail-consumers. The first section analyses AW in the new CAP and current strategies of retail with regard to expectations of taxpayers and consumers respectively. The second section analyses interviews on AW carried out in large scale and traditional retailing on the Italian market, and puts forward short and medium term forecasts of the importance that AW could have in distribution strategies in trust building with consumers and in relationships with institutional and other interlocutors of the retail trade.

Analysis of the Socio-Economic Impact of the Tobacco CMO Reform on Italian Tobacco Sector AgEcon
Arfini, Filippo; Donati, Michele; Menozzi, Davide.
The Tobacco CMO (Common Market Organization) is involved in a intense debate between the European tobacco industry and those who are against to a crop whose transformed product is dangerous to the health. European institutions have shown a strong interest in this complex issue introducing two Reforms (1992 and 1998) and one revision in 2004. This paper aims to analyse and investigate the socio-economic impact of the tobacco CMO Reform of 2004 in Italy, across the scenarios proposed by the EC Commission (2004), both on the tobacco production and processing sector. The considered socio-economic indicators are harvested surfaces, farm income and overall employment, while the sample of farms used in this research belong to the FADN–Italy sample.

Innovation in Estimation of Revenue and Cost Functions in PMP Using FADN Information at Regional Level AgEcon
Arfini, Filippo; Donati, Michele; Paris, Quirino.
The objective of this paper is to present an evolution of PMP model suitable to estimate the revenue function and to provide price elasticity due to the variation of subsidies at farm level, especially if they are decoupled. This problem arises when individual data of farm households in a given region, coming from FADN, are used for implement PMP models finalized to policy analysis. This paper presents the theoretical background of the proposed innovations and empirical evidence on the basis of a sample of farms included in FADN database in Italy.

POSSIBLE IMPACT OF THE NEW FRUIT AND VEGETABLE COMMON MARKET ORGANISATION REFORM ON THE INDUSTRIAL TOMATO SUPPLY CHAIN IN ITALY AgEcon
Arfini, Filippo; Donati, Michele; Giacomini, Corrado.
The objective of this paper is to provide an impact analysis of the Fruit and Vegetables CMO reform with respect the Italian processed tomato sector, including the evaluation of the effects on agriculture and on tomato industry. The impact on agriculture (tomato sector) at farm level, is evaluated by PMP models applied to FADN farms of Farm Type "fruit and vegetables" acting in Emilia Romagna, Veneto and Puglia. The impact on the industrial component of the chain is analysed in relation with the degree of resistance of processed tomato industries facing a likely positive trend of fresh tomato prices induced by the reform application. Result shows as full decoupling will have a very negative impact if industry doesn't differentiate their production...

IMPACTS OF CAP REFORM ON RURAL EMPLOYMENT: A MULTIMODELING CROSS COUNTRY APPROACH AgEcon
Mattas, Konstadinos; Arfini, Filippo; Midmore, Peter; Schmitz, P. Michael; Surry, Yves R..
Expected impacts due to recently introduced CAP reforms can be felt beyond the agricultural sector affecting the entire regional economy. Employment levels will be affected within the farming sector and probably non-agricultural sector will feel the pinch too. Policies influencing employment levels attract the attention of the media and the public. Therefore, policy makers are more sensitive on employment issues than rural and agricultural policies as it is widely admitted that no vibrant regions in Europe can be envisioned without enhancing job opportunities. The influence of CAP reform on employment has not been thoroughly studied within a comprehensive approach, accounting for agricultural and non-agricultural effects and covering the diversity of EU...

Quality Markers and Consumer Communication Strategies: Empirical Evidence in the 'Very Fresh' Sector in Italy AgEcon
Arfini, Filippo; Giacomini, Corrado; Mancini, Maria Cecilia.
Quality is a key factor when consumers choose agri-food products, but at the same time is difficult for them to assess. On the demand side, consumers require protection measures, and on the supply side, efficient communications need to be available to all operators, including those who cannot afford to supply their own. In this context, quality markers such as logos, brands and indications or denominations that distinguish a product from its competitors can be a strategic way of transmitting information, especially for firms which cannot afford resources for communications or their own brand name. This research analyses and assesses the role of brands and territorial markers (PDO, PGI) in enhancing and promoting “very fresh” food products, in particular...

MATHEMATICAL PROGRAMMING MODELS EMPLOYED IN THE ANALYSIS OF THE COMMON AGRICULTURE POLICY AgEcon
Arfini, Filippo.
The goal of this paper is to provide information about the progress, over the last 10 years, of mathematical programming for analysis of the behaviour of farm producers under the European Union Common Agricultural Policy. We show in detail the evolution of mathematical programming and how this methodology can be applied at different levels (regions or sectors) for the main CAP policies. The evolution of mathematical programming is shown by the emergence of a new group of supply and equilibrium models, "Positive Mathematical Programming" (PMP) and "Symmetric Positive Equilibrium Problems". (SPEP) SPEP was developed in order to solve problems posed by the lack of data and the need for methodologies to represent different farm typologies in different...

AN IMPACT ASSESSMENT OF THE FUTURE CAP REFORM ON THE ITALIAN TOMATO SECTOR AgEcon
Arfini, Filippo; Donati, Michele; Petriccione, Gaetana; Solazzo, Roberto.
The Health Check (HC) document traces the path for a new revision of the CAP. The communication content can be summarised in the following points: decoupling at regional and not at historical level, a more intensive modulation mechanism differentiated according to the total volume of subsidy received by the farm and a new implementation of the art. 69. The aim of this paper is to assess the effect of the HC on the farms producing fruits and vegetables in Italy, with a particular emphasis on the processed tomato production. The model based on the PMP approach simulates the regionalisation mechanism and the new modulation per brackets. The analysis carried out on a FADN sample of farms located in Emilia-Romagna region highlights as the HC new measures affect...

Revenue and Cost Functions in PMP: a Methodological Integration for a Territorial Analysis of CAP AgEcon
Arfini, Filippo; Donati, Michele; Grossi, L.; Paris, Quirino.
An integrated policy evaluation tool is proposed for assessing the effects of agricultural policy measures using all the information available at farm level. The tool combines the positive mathematical programming methodology with the cluster analysis technique by using the same panel of data. The PMP model proposed here allows to measure the effects of policy in term of agricultural supply responses including output market price variations. The novel procedure by which the PMP model is articulated permits to recover the set of farm level demand functions for agricultural products and the cost function characterizing the given sample of farms. Cluster analysis is useful for better appreciating the behaviour of farms before and after the policy scenario...

DIETARY EVOLUTION OVER TIME IN EUROPE, BETWEEN CYCLOPS AND PHAECIANS . AN OUTLOOK ON THE ROLE OF SUPPLY-SIDE FACTORS IN DRIVING CHANGES IN THE FOOD PATTERNS AgEcon
Finardi, Corrado; Arfini, Filippo; Turrini, Aida.
The present study intends to shed light, both from a descriptive and investigative point of view on the dietary evolution taking place in Europe during last 45 years, using secondary data from FAO FBS, which can cover the entire time span considered and allow for several extrapolation and timeseries analysis, differently than single survey data.. After a clustering of selected european national diets, using specific metrics with respect both to internal and external variety (as measured by appropriate indicators), we intended to check the actual distance that average, national diets have in front of the so called Food Pyramid, which consists in a balance of several food items in adequate proportions and in fact glorifies the healthy virtues of the...

Organic Productions and Capacity to Respond to Market Signals and Policies: An Empirical Analysis of a Sample of FADN Farms AgEcon
Arfini, Filippo; Donati, Michele.
The paper approaches the problem of assessing the impacts of market and rural development policies oriented at stimulating the growth and spread of organic farming in Italy. From the methodological perspective, an innovative formulation of Pmp is presented and discussed; it is applied to a set of farms belonging to the FADN sample, specifically located in Emilia Romagna and Sicily. The Pmp model has the capacity to estimate the impact of policies on crops not yet present at the time the farm data was recorded. From the empirical standpoint, various sets of policies are simulated on cluster of farms both conventional and in course of conversion in organic production.

The resilient character of PDO/PGI products in dynamic food markets AgEcon
Arfini, Filippo; Capelli, Maria Giacinta.
The European and Italian food system is experiencing a change in the relationship with the consumer and with the distribution. In fact, customers are increasingly demanding, and are attracted, by products that have high quality content and a strong link with the territory. The brands with the price are the two factors affecting the strategic policies of the food producer firms. At the same time, the retail system has proven to be very sensitive to consumer demands by providing quality products at competitive prices and using their brand as an element of loyalty. In the European context, the Italian agri-food system has the higher number of products with the Protected Designation of Origin (PDO) and Protected Geographical Indication (PGI) recognition....

Regulatory Framework and Private Innovation: The Case of Animal Welfare Friendly Beef Supply Chain in Italy AgEcon
Arfini, Filippo; Mancini, Maria Cecilia.
The paper examines innovation in the agrifood sector through an analysis of relationships between public institutions and the private sector. The first part is theoretical and analyses the roles played by public and private actors in innovation. The second part is a case study of the beef supply chain of COOP, the biggest retailer on the Italian market. It exemplifies product innovation driven by a regulatory framework and shows how organisation and structural renewal required by animal welfare legislation can lead to voluntary initiatives and additional innovation along the supply chain. The case study also features the role of institutions in communications and shows how market awareness drives improvement in organisation of production chains.

Interprofession and typical products: the case of Parmigiano Reggiano cheese AgEcon
Giacomini, Corrado; Arfini, Filippo; de Roest, Kees.
In the modern agri-food sector the need of manage quality and to improve market efficiency has generated new form of governance along the food chain. Even for typical products inter-profession organization is considered one of the most interesting institutions able to link the production phase to the commercialization phase, according to the more general objective to generate a more efficient contract-based relationship between the companies operating in the various phases of the same supply chain. In this framework, this work would like to analyse the specific case of the Parmigiano Reggiano cheese supply chain in relation to the role that an interprofessional body could play and the possibility that it could be established in order to support and...
