Der vorliegende Artikel untersucht die Effizienz unterschiedlicher Ausgestaltungen von Auktionen zur Auswahl von Landwirten an Umweltprogrammen mittels eines ökonomischen Experimentes. Es wird eine Preisauktion, bei der die Leistung des Landwirts fixiert ist und er ein monetäres Mindestgebot für ein Teilnahmeentgelt abgeben soll, mit zwei unterschiedlichen Mengenauktionen verglichen, bei denen die Entgeltzahlung für den Landwirt fixiert ist und er aus unterschiedlichen Maßnahmen mit unterschiedlicher Leistung ein Angebotsbündel zusammenstellen soll. Determinants of Agricultural Cash Rents in Germany: A Spatial Econometric Analysis for Farm-Level Data AgEcon

This article analyses determinants for 2001 farmland rental prices from 4376 farms in Germany. We derive our regression equation from a spatial reaction function to allow for spatial transmission of rental prices. Results from a general spatial model show that a € 1 per hectare higher rental price in a farmer’s neighbourhood coincides with a € 0.57 higher rental price he has to pay. For policy evaluation we estimate the marginal incidence of regional EU per-hectare premiums. We find a value significantly above one and propose an explanation for this counterintuitive result based on the long-running nature of rental contracts, simultaneity of premium introduction and intervention price cuts as well as assumed stickiness of rental prices. What is my optimal technology? A metafrontier approach using Data Envelopment Analysis for the choice between conventional and organic farming AgEcon

We analyse the relative competitiveness between organic and conventional farming under different policy scenarios using a DEA-based non-convex metafrontier model. This model allows us to identify a farm’s ex post optimal technology based on input-output observations. Results for Bavarian dairy farms indicate that more than two-thirds of the farms in both technologies – organic and conventional – have chosen their optimal farming system. The remaining farmers could increase their productivity by roughly 5% on average by switching to the other technology. Assuming away the existence of the EU milk quota, reduces the number of sample farms for which organic farming is the optimal technology by more than three fourth. Growth of German dairy farms under the EU milk quota AgEcon

We estimate determinants of growth among German dairy farms between 1997 und 2005 under the EU milk quota system. Higher milk yield per cow, more family labour, and higher milk prices increase the growth rate of growing farms, ceteris paribus. Older growing farmers tend to grow at lower rates. In line with Weiss’ findings (1999) for Austrian farms, Gibrat’s Law of relative firm growth being independent of initial firm size does not hold for our subsample of farms growing in milk production, either: the growth rate is quite high for small farms and has a minimum for farms around 325,000 kg of initial quota. This paper analyses theoretically the consequences of decoupling and argues for a wider discussion among agricultural economists and the public. Quantitative work on forecasting the consequences seems to be problematic in general. We ask, if the allocation of land will change that dramatically, in particular, we wonder whether setaside will increase that much as some research and statements argue if direct payments are abolished or decoupled from land use. Determinants of agricultural cash rents in Germany: A spatial econometric analysis for farm-level data AgEcon

We empirically analyse the determinants of cash rent levels for agricultural land in Lower Saxony, Germany. We are the first to apply a spatial econometrics approach that accounts for two types of spatial dependence simultaneously to cash rent data at the farm-level. Our empirical results underline the usefulness of such an approach. Farm characteristics which serve as a proxy for the marginal value of rented acreage for the tenant as well as variables which represent local competition on the land market are significant. Measurement and Comparison of Risk Reduction by Means of Farm Yield, Area Yield, and Weather Index Crop Insurance Schemes - The Case of Kazakhstani Wheat Farms AgEcon

We analyse area yield insurance contracts and weather index insurance contracts in terms of risk reduction for wheat farms in Kazakhstan over the period 1980-2002. We combine the common mean-variance approach with a stochastic dominance approach to ensure the consistency of the empirical results with expected utility theory. Results indicate (1) the need for combining both approaches, because for some insurance schemes, the mean-variance results of one-third of the farmers are not necessarily consistent with EU theory. We examine the factors affecting the willingness of German farmers to adopt genetically modified (GM) oilseed rape after the pending commercial release of GM varieties. The analysis is based mainly on a web-based Discrete Choice Experiment with 217 oilseed rape growers in Germany. The determinants of adoption were estimated with the use of a multinomial probit model. Results indicate a significant impact of economic determinants on the adoption willingness: the difference in gross margins between GM and conventional rape, the probability and level of liability for damage caused by cross-pollination, and the length of the waiting period before a farmer can return to conventional rape are all highly significant. Does tendering conservation contracts with performance payments generate additional benefits? AgEcon

Policy makers aiming to get private landholders to supply non-marketed environmental services may need to provide efficient economic incentives. Two ideas have been explored to achieve this: linking contract payments to environmental outcomes and submitting the contracts to competitive tender. This paper investigates whether there are any gains to be had by combining the potential benefits of both approaches. The paper evaluates the effectiveness of several index-based crop insurance schemes by comparing results from two alternative evaluation approaches. We apply the common ex post approach from the literature by specifying and evaluating insurance contracts by means of the data for the same historical period. We introduce an ex ante evaluation approach by distinguishing between two consecutive periods in the available time series: the first period is used for determining insurance parameters and optimal number of farmer’s insurance contracts; and the subsequent one is considered for the evaluation of the risk reduction due to the insurance contract defined as in the first period. ESTIMATING NON-CONCAVE METAFRONTIERS USING DATA ENVELOPE ANALYSIS AgEcon

In this article we propose non-concave metafrontiers for estimating the inefficiency among production functions which do not necessarily belong to the same technology. In this case, estimating a joint production by literature approaches might be inappropriate. We call this inefficiency technological inefficiency and suggest Data Envelopment Analysis to construct a metafrontier production function which consists only of parts of different (group) frontier production functions. Thus, in contrast to the common literature our metafrontier does not need any assumptions additional to the group production functions. Forecasting the Adoption of GM Oilseed Rape: Evidence from a Discrete Choice Experiment AgEcon

This paper explores farmers’ willingness to adopt genetically modified oilseed rape prior to its commercial release and estimates the ‘demand’ for the new technology. The analysis is based upon choice experiments with 202 German arable farmers. A multinomial probit estimation revealed that GM attributes such as gross margin, expected liability from cross pollination, or flexibility in returning to conventional oilseed rape significantly affect the likelihood of adoption. This paper explores two ideas to enhance the performance of agri-environmental contracting schemes: linking contract payments to environmental outcomes and putting the contracts up for tender. This paper investigates whether there are any gains to be had by combining the benefits of both approaches. Controlled lab experiments were run in two countries, systematically varying the rate at which payments are linked to environmental outcomes. This paper clarifies the conditions under which the benefits from combining tenders with incentive payments outweigh the costs.

Mutual Crop Insurance and Moral Hazard: The Case of Mexican Fondos AgEcon

Insuring against crop yield risk is an important task in rural microfinance because such an insurance may improve access to capital for smallholders by substituting for collaterals. However, agricultural crop yield risk is even hard to mitigate in developed countries due to problems of asymmetric information. In this paper we investigate theoretically and empirically whether special institutional rules in Mexican mutual crop insurance groups, called Fondos, can reduce problems of moral hazard.
