Rural development in the EU AgEcon
Buckwell, Allan.
This article analyses the evolution of European rural regional economies and the Community's public regional policies, with a view to drawing lessons for other areas of the world, especially Latin America. After presenting relative size data for the EU regions based on population, territory, employment and income, the article analyses the key economic and social trends in these areas, together with the underlying explanatory factors. The main conclusion is that the economic development of the rural regions of the EU is much more due to the overall national economic development issues, than to rural development policies. Therefore, the way to achieve rural development is by means of a good overall economic development policy, and national policies are more...

These considerations lead to the conclusion that, in contrast to the reform process of the 1992 – 2004 period when there emerged a broadly accepted vision of how the CAP had to evolve, there is, as yet, no such widely accepted vision for the next period. In this vacuum it seems possible that the reform debate may be dominated by three actions: to cut, redistribute and transform the Single Payments. Interest groups who...

European Agricultural Policy – where is it going? AgEcon
Buckwell, Allan.
To understand where European Agricultural Policy might be going for the first decade of the 21st Century, it is necessary to understand its origins and present state. The history of the Twentieth Century in Europe could be summarised, crudely, as a game of two halves; war followed by the European Union. The history of European agricultural policy in the 20th Century could, equally crudely, be characterised as protection (1880s – 1930), followed by more protection (1930 – 1968), then common protection (1968 – 1992), and currently, slowly declining protection (1992 ). The European Community’s Common Agricultural policy was a necessary accompaniment to a common market , and it was bound to be protectionist given its antecedents in the six founder member...
