Geplante Neufassung der EU-Öko-Verordnung in der Kritik Organic Eprints
Eichert, Christian; Zorn, Alexander; Dabbert, Stephan.

Organic farming – can policy and markets mix? Organic Eprints
Lampkin, Nic; Dabbert, Stephan.
Organic farming is an approach to agriculture that emphasises environmental protection, animal welfare, food quality and health, sustainable resource use and social justice objectives, and which utilises the market to help support these objectives and compensate for the internalisation of externalities. Since the early 1990s, the organic sector has grown rapidly across Europe and globally, thanks to a combination of strong consumer demand, developing regulatory frameworks, direct financial support and insecurity in the conventional agricultural sector. The sector’s success in utilising the market to support the broader public good goals has been seen as a role model for mixing market and public support mechanisms in agriculture, but the market has also...

Organic controls in Germany – is there a need to harmonize? Organic Eprints
Zorn, Alexander; Lippert, Christian; Dabbert, Stephan.
Organic food markets substantially rely on a reliable control system. To identify and isolate the effect of different factors potentially influencing the uniform implementation of organic controls, we apply a stepwise estimation of different logit models. Using control data of German farms from five important control bodies we identify, first, risk factors for non-compliance of farms, second, the impact of the control body as well as, third, the potential impact of governmental institutions which are in charge for the implementation of the control system. The results indicate a need for a more harmonized implementation of the German organic control system.

Die Bestimmungsgründe der deutschen Landpachtpreise in Abhängigkeit vom Flächenstatus Organic Eprints
Schmidtner, Eva; Lippert, Christian; Dabbert, Stephan.
The BÖLN-funded project assesses the current situation of the land rental market in Germany and, thereby, accounts for spatial aspects. We will draw on secondary data from the official German farm census conducted in 2010 to analyse determinants of land rental prices and their potential differences in space. Using spatial econometric methods we aim at analysing information on organic and conventional farms. To fill gaps in knowledge and experience and to ensure the practical relevance of the results, we will additionally perform explorative interviews with organic landlords and conduct a one-day workshop with experts from the organic farming sector. Based on two different empirical approaches, recommendations enhancing the competitiveness of organic...

Analyse der Kontroll- und Sanktionshäufigkeiten großer Öko-Kontrollstellen in Deutschland Organic Eprints
Zorn, Alexander; Lippert, Christian; Dabbert, Stephan.

Determinants of Spatial Distribution of Organic Farming in Germany Organic Eprints
Bichler, Barbara; Haering, Anna Maria; Dabbert, Stephan; Lippert, Christian.
The share of organically managed land is spread unevenly throughout Germany and shows pronounced regional concentrations. The spatial distribution of organic farming is assumed to be influenced by several factors. Location factors of farms are regionally different and thus may influence the spatial distribution of organic farming. Agglomeration effects and therefore spatial dependence are also considered important in determining spatial distribution. These factors with a potential influence on the spatial distribution of organic farming can be divided into four categories: natural factors, farm-structure factors, socio-economic factors and political factors. Their possible influence on the spatial distribution of organic farming is analysed by several...

Non-compliance in organic farming: A cross-country comparison of Italy and Germany Organic Eprints
Gambelli, Danilo; Solfanelli, Francesco; Zanoli, Raffaele; Zorn, Alexander; Lippert, Christian; Dabbert, Stephan.
This paper describes the Italian and German organic certification systems, including the institutions involved and the definitions of non-compliance and sanctions. Although they are both implementations of the same EU regulatory framework, these systems differ in many respects. Case study data from control bodies on non-compliance and sanctions are presented and analysed using binary choice models. This analysis shows that the occurrence of slight non-compliance and greater farm acreage are significant risk factors that explain severe non-compliance in both countries. However, to implement an efficient risk-based inspection system in the future, the data collection process must be improved and extended to examine personal attributes of farmers and...

In 2004, the European Action Plan for Organic Food and Farming was launched. Many European countries have also developed national Organic Action Plans to promote and support organic agriculture. As part of the EU funded ORGAP project (“European Action Plan of Organic Food and Farming - Development of criteria and procedures for the evaluation of the EU Action Plan for Organic Agriculture”) a toolbox to evaluate and monitor the implementation of national and European Action Plans has been developed. In order to communicate the results of this project as widely as possible, a practical manual for initiating and evaluating Organic Action Plans has been produced. This manual has been created to inspire the people, organisations and institutions...

Stakeholder-Partizipation: Zum Überarbeitungsprozess der EU-Öko-Verordnung Organic Eprints
Zorn, Alexander; Eichert, Christian; Dabbert, Stephan.
This paper analyses the revision process of the EU Organic Regulation (EC) No. 2092/91. The first version of the revision of EU organic regulation was largely devel-oped without direct consultations with organic sector associations. This is certainly one of the reasons for the vehement criticism confronting the EU Commission in spring 2006. The concept of good governance can be helpful to judge the revision process from a broader perspective. In light of good governance, the principle of stakeholder involvement in the revision of the regulation has not always been ade-quately considered. From the authors point of view this principle should be a key principle in the further revisions.

Vom Aschenputtel zum Lieblingskind - zur politischen Förderung des Ökolandbaus Organic Eprints
Dabbert, Stephan; Häring, Anna.
The rapid development of organic farming over the last decade is partly due to increased consideration of organic farming in policy measures. Examining this view, this article briefly discusses the current state and development of the organic farming sector and three lines of justification for policy support for organic farming: organic farming supplies public goods; the organic farming sector can be defined as an infant industry; and organic farming should be supported for risk precaution. Then, based on the observation that policy makers consider organic farming support justified, an integrated approach to organic farming policy is outlined.

CERTCOST – Ökonomische Analyse von Bio-Kontrollsystemen auf EU Ebene Organic Eprints
Dabbert, Stephan; Lippert, Christian; Schulz, Tatjana; Zorn, Alexander.
The EU funded project CERTCOST proposes to combine the experience and knowledge of both researchers and SMEs to analyse the implementation of organic certification systems and to estimate all relevant expenditures or transaction costs for different certification systems along the organic food supply chain. Benefits of certification will also be analysed, using data on consumers’ recognition and willingness to pay for different organic logos and trademarks. Finally, recommendations will be drawn for the EU Commission, national competent authorities and private actors in organic food and farming on how to increase effectiveness and efficiency of organic certification.

Modelling risk-based inspections in EU organic certification: data requirements and analysis tools Organic Eprints
Gambelli, Danilo; Solfanelli, Francesco; Zorn, Alexander; Lippert, Christian; Dabbert, Stephan; Zanoli, Raffaele.
A Risk Based Inspection (RBI) scheme is a planning tool used to develop the optimum plan for the execution of inspection activities. Organic certification system could benefit from the implementation of RBIs in terms of higher effectiveness, i.e. trustability, and lower transaction costs for organic operators. Data from certification bodies provide basic information about non-compliances and structural aspects of organic operators. Here we propose a methodological approach to risk analysis modelling, based on discrete choice models and Bayesian networks, both aiming at the identification of key risk factor in the organic certification process in the European Union.
