This study draws on a body of existing literature to take stock of the Euro-Mediterranean Partnership (EMP), which focuses on establishing a Mediterranean Free Trade Area. Despite considerable scope for reducing barriers on Mediterranean trade, current agreements are limited to a quasi-unilateral reduction of trade barriers for manufactured products by the Mediterranean Partner Countries. Next to the limited scope of the current liberalisation achieved by the Euro-Mediterranean Partnership, structural features of the MPCs limit the impact of the trade liberalisation on their economic growth. To promote stability and economic growth at the Southern borders of the EU, coherence of EU trade and foreign policy is called for.

EU Preferential Partners in Search of New Policy Strategies for Agriculture: The Case of Citrus Sector in Trinidad and Tobago 31

The paper assesses the competitive position of T&T's citrus industry and explains the declining productivity. It covers supply chain and agricultural trade policy issues and involves assembling two Policy Analysis Matrices, either with full cost of production or excluding establishment costs. Domestic and trade policy support shows significant for the sector. Production is internationally competitive, or possesses comparative advantage, only if costs of establishment are excluded. These results suggest that free trade agreements under the FTAA and the ACP-EU would work against the planting of new orchards and reinforce the decline of the sector.

An updated picture of EuroMed agreements is provided, focusing on preferential treatment in agro-food trade and identifying major EU's commodities and countries to be affected. EU-SEMC agro-food trade is analysed using a set of indicators, such as indexes of trade specialisation, similarity and complementarity. The findings show that preferential agro-food liberalisation between EU and SEMC is still weak and only partially capable to meet both the goals stated by the EuroMed Partnership and EU's aim to strengthen its Mediterranean ties. SEMC show the highest export specialisation indexes for fruit and vegetables, oils and fats, flowers; for the EU the highest values are shown for fibre crop, cereals, live animals. REGIONALISM AND TRADE IN AGRIFOOD PRODUCTS 31

The objective of this paper is to provide quantitative information on the degree of regionalism in raw and processed agrifood trade and the trends in regional trading patterns between 1965 and 1994. The analysis shows that world agrifood trade is currently more regionalized than it was in the second half of the 1960's and is moving towards even more regional concentration. However, for processed agrifood products, increasing regionalism is a dimension of growing openness and multilateral interdependence. Conversely, for raw products the pattern of regionalism has been significantly affected by domestic and trade policies, with welfare losses borne mainly by the European Union and other exporting regions.

Which Road To Liberalisation? A First Assessment of the EuroMed Association Agreements 31

Since the Barcelona Conference (1995), the EMP represents an attempt of the EU to re-launch its global Mediterranean policy towards the twelve Mediterranean Partnership Countries (MPCs). Besides improving the limited results of the Mediterranean agreements concluded in the 1970s, the renewed effort is aimed at counterbalancing EU engagement in East European recovery and integration. The broad aims of the Barcelona Process are to promote political stability in this turbulent area, establish a free-trade area by 2010 and promote social and cultural interactions.
