ALBERTA’S EXPORT EXPERIENCE UNDER FREE TRADE AGREEMENTS, 1989-2008: TWENTY YEARS OF FREE TRADE AgEcon

The period of free trade from 1989 to 2008 coincided with a strong expansion of Alberta’s exports. Our review shows that several factors contributed to this success. In addition to favorable trends in energy and commodity prices, the improved access to the US and Mexican markets that resulted from the CUSFTA and NAFTA are shown to be major causes of the positive development of Alberta’s exports. In particular, the significant increase in manufacturing exports can be attributed to the free trade agreements because manufacturing products face higher tariffs in export markets than do raw materials and energy products. Over the past year and a half, Canada, along with the rest of the world, experienced an economic downturn, the likes of which had not been seen since the Great Depression of the 1930s. After more than a decade of relatively stable economic growth that culminated in the housing market bubble collapse in the U.S., the world financial system, and subsequently the world economy began to fall apart. Massive, previously unseen, fiscal stimulus expenditure in the form of both infrastructure spending and ‘bailouts’ was undertaken in the U.S., and to a lesser degree in Canada, in order to stabilize the banking and financial systems, spur demand, and carry the economy on the path of expansion. The first section addresses the important contribution of productivity to economic growth and explores the relationship between adopting advanced technology and improving productivity. ATB Business Sentiments Index™: Where is the Economy Going? 2010 Quarter 2 AgEcon

This quarter’s Business Sentiments Index™ of 141.8 reflects the continued optimism of Alberta entrepreneurs. The substantial increase (8.6%) in the Business Activity Index, standing at 121.0, shows that the Alberta economy is emerging from the economic downturn. This compares with a level of 111.4 last quarter, but is still below pre-recession levels. The Business Hiring Index of 119.2 is a slight improvement over the last quarter, when the index stood at 117.4.

ALBERTA AND THE EU-27: PAST TRADE RELATIONS AND FUTURE OPPORTUNITIES AgEcon

Canada and the EU-27 are negotiating a comprehensive economic partnership agreement against the backdrop of the stalled multilateral negotiations under the auspices of the World Trade Organization (WTO). The new agreement is expected to stimulate trade, investment, and technology transfer between the two partners. This report provides a review of the last 15 years of Alberta’s experience in exporting goods to the EU-27, with the goal of gaining insights into how freer trade could affect future exports to the region.
