Shadow Pricing Market Access: A Trade Benefit Function Approach AgEcon

Appropriate assessment of the social value of market access is at the core of a broad range of inquiries in trade research. A selection include: the appraisal of industry-level production and consumption distortions due to selective trade liberalization and partial tax reform; the construction of national-level quantity indicators of market access consistent with welfare change, and the use of international trade re-balancing as sanctions to discourage trade agreement violations, or as compensation in trade dispute settlement. In order to obtain shadow prices, we propose a new approach integrating the Luenberger benefit function and the directional output distance function. Allocative Efficiency of Technically Inefficient Production Units AgEcon

We discuss how to measure allocative efficiency without presuming technical efficiency. This is relevant when it is easier to introduce reallocations than improvements of technical efficiency. We compare the approach to the traditional one of assuming technical efficiency before measuring allocative efficiency. In particular, we develop necessary and sufficient conditions on the technology to ensure consistent measures and we give dual organizational interpretations of the approaches.

Accounting for Bads in the Measurement of Productivity Growth: A Cost Indirect Malmquist Productivity Measure and it Application to U.S. Agriculture AgEcon

This paper starts with the basic premise that the conventional measures of productivity growth, which ignore joint production of good and bad outputs, are biased. We then construct an alternative productivity growth measure using activity analysis. An application to U.S. agriculture demonstrates its usefulness. More specifically, we show that the Tornqvist index of productivity is biased upward when production of undesirable outputs or "bads" is increasing. Conversely, this same measure of productivity is biased downward when externalities in production are decreasing.
