A NEW METHODOLOGY FOR THE ESTIMATION OF LAND VALUE AgEcon

In the framework of National Research and Development program No. 4/015/2004 “Land quality, land value and sustainable land use in conditions of European Union” has been developed the methodology of a complex land evaluation using modern technical means. Complex evaluation means an organic systematization of ecological and economical factors. The ecological assessment of land is executed in the D-e-Meter point system. The economical evaluation systematizes the effects of economical factors in conformity with structure of the D-e-Meter system.

The agriculture has an outstanding importance both in social and economic point of view, especially in the countries where the agriculture plays a vital role in economy. This paper mainly focuses on the situation in the Central and Eastern European countries (CEECs). The share of agriculture in CEECs is more significant both in GDP and employment than in the old member states of EU. To be competitive on the single market, we have to know the advantages and disadvantages, strength and weakness of different sectors of agriculture. The study presented in this paper is part of the ACCELERATES (Assessing Climate Change Effects on Land Use and Ecosystems from Regional Analysis to The European Scale) project whose main goal is the construction of integrated predictions of future land use in Europe. The scenarios constructed in the project include estimates not only due to changes in the climate baseline, but also estimates due to possible future changes in socio-economics. This article analyses the mechanism behind the changes in agricultural land use arising from climate variables, agricultural policies and socio-economic pressures. The study presented here has undertaken an integrated methodology in the estimation of future land use change in Europe. The scenarios constructed in this study include estimates not only of changes in the climate baseline, but also of possible future changes in socio-economics. The overall aim of the study was to raise the awareness of policy makers about the vulnerability of the European rural economy and agro-ecosystems based on economic and environmental considerations in term of both their sensitivity and capacity to adapt to change.

The structure of land estates and farm-sizes are the basis of a competitive agricultural production, hence these questions belong to the evergreen themes both of theory and practice also on international level. In Central and Eastern European Countries (CEECs), the change of political and economic regime virtually tore into the agriculture in beginning of 1990s, destroying the existing structure of land estates by the privatization, restitutions or restoration of ownership rights resulting in fragmentation of land ownership. Over the past 10-15 years this situation has not undergone any fundamental changes. Over fifteen years have elapsed since the transition from the centrally planned economic system started in the early 1990’s. During this time agricultural and rural areas of Central and Eastern Europe have undergone profound structural changes with wide variations in the degree of transformation and in the rate of success in creating a competitive market and private ownership based food and agricultural system. By becoming member of the European Union the "transition" in its traditional interpretation has been concluded in ten of the Central East European countries.
