IMPACTS OF THE NORTHEAST INTERSTATE DAIRY COMPACT ON THE WIC PROGRAM: EVIDENCE FROM BOSTON AND HARTFORD AgEcon

This paper examines the impacts of the Northeast Interstate Dairy Compact (Compact) on the Women, Infants and Children (WIC) program using an autoregressive-moving average (ARMA) model and data from Boston and Hartford. While the results for Boston indicate that the difference between the net fluid milk price paid by WIC program and the forecasted fluid milk price with no Compact in effect was not significant over the period of July 1997 to June 1998, the results for Hartford suggest that the net price paid by WIC was significantly greater than the forecasted price with no Compact in effect over the same period. CHINESE CONSUMER DEMAND FOR ANIMAL PRODUCTS AND IMPLICATIONS FOR U.S. PORK AND POULTRY EXPORTS AgEcon

This paper examines Chinese consumer preference for major animal products and assesses the potential impacts of a reduction in China's import tariff on its pork and poultry demand and net import. Our analysis suggests that China's demand for animal products will continue to grow as income increases. Using a trade model, results of our scenario analysis indicate that a reduction in China's import tariffs will significantly increase its net pork and poultry imports and the U.S. will capture most of the increases. Nevertheless, the impact on the market price in China and the U.S. is likely to be very small.

There are only few states in the United States where state income relies heavily on tourism industry, and Vermont is one of them. Vermont has the advantage in possessing spectacular landscape, clean environment, and attractive agriculturally based rural community, which provide an excellent opportunity for tourism industry development. CONSUMER PREFERENCE FOR PST-SUPPLEMENT PORK AgEcon

Conjoint measurement was used to determine consumer preference for fresh pork produced with genetically engineered porcine somatotropin (pST). A preference model was constructed based on three pork attributes, degree of fat reduction, price, and production technology, which allowed for interactions between attributes to be estimated. Interview surveys were used to collect data in several shopping centres in three Australian cities. Respondents generally preferred leaner pST-supplemented pork, but only at fat reduction levels greater than those possible with conventionally produced pork, and at competitive prices.

A market survey of three mid-Atlantic food-fish market levels was conducted to provide information on finfish buyers' market characteristics, finfish attribute preferences, and buyers' attitudes toward farm-raised hybrid striped bass. Results showed that most firms are located in the suburban areas, and they purchased their fish from producers and wholesalers. Quality was rated as the most important finfish attribute; and, aside from restaurants, buyers are generally familiar with hybrid striped bass and indicated that it could easily be substituted for wild striped bass. The goal of this research is to identify the assets and constraints that exist specific to small business manufacturers in Vermont. To satisfy this goal, the study examines factors that influence location decisions as well as identifying what obstacles business owners have experienced. The idea for this project originated in response to the troubled economic condition of several Vermont communities, where unemployment rates are unusually high and income unusually low. Conjoint analysis was used to examine buyer preferences toward farm-raised hybrid striped bass at the wholesale, retail, and restaurant levels. Low price and round form were found to be important attributes in the product preference rating for the wholesale and retail markets. The filleted form contributed the most to restaurants' preference rating. Following these, larger fish size was preferred by all markets.

Excessive phosphorus loading has been identified as the primary cause of decreasing water quality in Lake Champlain. Dairy farms are the major source of phosphorus pollution to the lake and are targeted to reduce phosphorus run-off. The goal of this research is to determine the farm-level financial impact of phosphorus management on different sizes of Vermont dairy farms. Farm financial performance following implementation of manure management is simulated by farm size (60 cows, 150 cows, and 350 cows) over a ten-year time horizon using the Farm Level Income and Policy Simulation Modeling System (FLIPSim). This study explored the attitudes of consumers regarding the use of recombinant porcine somatotropin (PST) in the production of pork, and the association between the attitudes and individual socioeconomic characteristics. The data were collected from surveys of households located in the New York and Philadelphia metropolitan area. The results show that both gender and education may play a role in the level of concern regarding the use of PST. Education programs which address the safety of pork produced with PST need to target the lower-educated and female consumers. More-over, the education program should be developed by organizations which are trusted by the public, such as universities and public agencies.

CBM was used to set economic development priorities and identify sustainable businesses for Enosburg Falls, Vermont. A modified CBM corrected limitations found in the first study. Results show that business in Depository and Non-depository financial institutions, dairy processing, and industrial machinery & equipment sectors are desirable and compatible for Enosburg Falls to target.

Identifying target industry sectors for community economic development is a complex problem. The Community-Business Matching (CBM) Model is a tool that assists in identifying desirable industry sectors for sustainable economic development.
