About one-third of the world’s organic land – 13.4 million hectares – is located in emerging markets and markets in transition. Ziel des Projektes ist es, einen Überblick über die in wichtigen Import- und Exportländern geltenden gesetzlichen Regelungen und privatrechtlich Vereinbarungen zum ökologischen Landbau zu erstellen. Es wurde eine Datenbank entwickelt, die über die gesetzlichen Regelungen und die wichtigsten Verbandsrichtlinien für Ökoprodukte in den für Deutschland relevanten Import- und Exportländern informiert. Ausgangslage Sowohl das Bundesprogramm Ökologischer Landbau als auch das Bundesprogramm „Regionen aktiv – Land gestaltet Zukunft“ streben eine Steigerung der Nachfrage nach regionalen Qualitätsprodukten (inkl. Öko-Produkten), Dienstleistungen und vor allem nach einer Kombination beider an. Auch das LEADER+-Programm fördert diese Ansätze. Ein systematischer inhaltlicher Austausch über Ergebnisse der Aktivitäten in den Regionen und die Wirksamkeit der verschiedenen Maßnahmen sowie eine Anleitung bzw. Drei Methoden zur Rückverfolgung und Unterscheidung von ökologischen und konventionellen Produkten werden bewertet. Es soll beurteilt werden, ob und wie diese Methoden in der Qualitätssicherung und im Kontrollsystem eingesetzt werden können, um die ökologische Qualität eines Produktes zu überprüfen. Die zu beurteilenden Methoden sind die Isotopenmassenspektrometrie (IRMS), die Fluoreszenz-Anregungs-Spektroskopie (FAS) und Profiling-Techniken. Group Certification. Internal Control Systems in Organic Agriculture: Significance, Opportunities and Challenges Organic Eprints

About 80% of the world’s organic producers are smallholders in low and middle income countries, for whom individual certification would be unaffordable and administratively too complex to manage. These producers are recognised as organic due to group certification, a system in which groups of farmers implement an Internal Control System (ICS) and are certified by a third party certification body, which assesses the performance of the ICS and performs a representative number of spot-check inspections of group members. Analysis of EEC Regulation 2092/91 in relation to other national and international organic standards Organic Eprints

This Deliverable 3.2 report presents an analysis of differences between EEC Regulation 2092/91 and other organic standards and their implementation, using a specially developed database (www.organicrules.org). It further reports on database development. The work was carried out as part of the “EEC 2092/91 (Organic) Revision” STREP project (No. SSPE-CT- 2004-502397) within the EU 6th Framework Programme. The main objective was to identify differences in organic standards in relation to Regulation (EEC) 2092/91 and to analyse selected national governmental and private organic standards with the aim of identifying specific areas in the (EEC) 2092/91 where revision in terms of harmonisation, regionalisation or simplification may be possible.

2009 witnessed several major developments in the field of standards and regulations. The new EU regulation on organic production came into force as well as the Canadian organic standard. Furthermore, the Australian domestic organic standard was implemented. Between Canada and the U.S., the world’s first fully reciprocal agreement between regulated organic systems was concluded and the EU started the procedures for approving certification bodies from outside the EU. It is expected that these developments will ease trade with organic products and foster future growth of the sector.
