GROWING UNDER THE COMMON AGRICULTURAL POLICY - THE INSTITUTIONAL DEVELOPMENT OF ORGANIC FARMING IN CENTRAL AND EASTERN EUROPEAN COUNTRIES FROM 2004-2013 Organic Eprints
Moschitz, Heidrun; Jahrl, Ingrid.
The EU accession process has triggered the development of organic food and farming in countries accessing the EU. EU organic farming legislation needed to be transposed in these countries, and with that the regulations on organic farming support. Yet, such support has to find its way from the state to the single farmer, and farmers need markets and customers to sell their produce. Institutions need to be put in place that can act as channels for flows of knowledge and resources. The goal of this paper is to analyse the mid- to long-term impacts of the EU accession as external trigger for organic farming development. We will focus on the institutional development in selected countries that accessed the EU in 2004: Czech Republic, Hungary and Estonia,...

Tools for the assessment of short food supply chains’ sustainability Organic Eprints
Grando, Stefano; Jahrl, Ingrid; Hegger, Els; Ortolani, Livia; Carey, Joy; Hochberg, Katrin; Marolf, Brigitte; van den Bosch, Drees Peter; di Pierro, Marta.
The following represents a summary of tools applied in a working group (WP5) of the EU‐project SUPURBFOOD (“Towards sustainable modes of urban and peri‐urban food provisioning”, www.supurbfood.eu). Within WP5, three research partners, three SME’s of short food supply chains and one food consultancy from Italy, the Netherlands, Switzerland and the UK commonly explored logistical strategies that aim to make regional food delivery systems more sustainable while remaining economically viable, including addressing issues of scale. For more detailed information on the tools applied and also practical examples, this summary might be used alongside the SUPURBFOOD Report (WP5) ‘Short chain delivery of food in urban and peri‐urban areas’ that is available for...

SUPURBFOOD project report of the case study Zurich: Agri-food dynamics and governance of the urban food system Organic Eprints
Schmid, Otto; Jahrl, Ingrid.
Conclusion The analysis of the Zurich city region has shown interesting developments but also several blockages (problems or challenges), opportunities and priorities. There are an impressive number of initiatives and organisations in the city dealing with agriculture, sustainable food provisioning, and closing nutrient cycles. However an overall sustainable food strategy for the City of Zurich is missing. The three themes (i) food provisioning, (ii) multifunctional land use, and (iii) recycling of nutrients and waste are not really linked to each other. A major difficulty is that different departments of the city administration and different elected politicians are responsible for these themes. Nevertheless, the overall goals of the...

Identifying Sustainability Issues for Soymeal and Beef Production Chains Organic Eprints
Kamali, Farahnaz Pashaei; Meuwissen, Miranda P.M.; de Boer, Imke J.M.; Stolz, Hanna; Jahrl, Ingrid; Garibay, Salvador V.; Jacobsen, Ray; Driesen, Toon; Oude Lansink, Alfons G. J. M..
The expansion of livestock production throughout the world has led to increased demand for high protein animal feed. This expansion has created economic benefits for livestock farmers and other actors in the chain, but also resulted in environmental and social side effects. This study aims to identify a set of sustainability issues that cover the environmental, economic and social dimensions of soymeal and beef production chains. The method applied combines the results of multiple studies, including a literature review and stakeholder surveys. Stakeholder surveys were conducted for three different interest groups (business, consumers, and other stakeholders) and two geographical regions (Latin America and the European Union). Our results reveal that the...

Familiengärten - Biogärten: Ansätze zur Förderung der Ökologisierung städtischer Flächen Organic Eprints
Jahrl, Ingrid; Home, Robert; Tschabold, Jean-Luc; Stolz, Hanna; Lichtsteiner, Stéphanie.

The Governance of Urban Agriculture and Multifunctional Land Use in the City of Zurich Organic Eprints
Jahrl, Ingrid; Schmid, Otto.
Aspects of multifunctional land use are increasingly gaining the attention of different urban actors in the city of Zurich, including urban gardeners, farmers and policy-makers as well as city administrators. This contribution is based on an exploratory case study on approaches and challenges for multifunctional land use with regard to urban agriculture in Zurich, including personal interviews, document analysis and a workshop with different actor groups. The city of Zurich, as the owner of a large area of farmland, has taken several approaches to multifunctional urban agriculture, which follow typical aspects of rural development, mainly targeting farmers. City dwellers, who are active in urban agriculture and gardening initiatives, increasingly challenge...

Short Food Supply Chains in Urban Areas: Who Takes the Lead? Evidence from Three Cities across Europe Organic Eprints
Grando, Stefano; Carey, Joy; Hegger, Els; Jahrl, Ingrid; Ortolani, Livia.
Short food supply chain (SFSCs) initiatives have developed throughout Europe as an alternative to the long industrialized chains characterizing the contemporary global food industry. They are often driven by small-scale actors belonging to different phases of the chain (producers, retailers, consumers) and rooted in specific territorial contexts. Innovative organizational models of SFSCs are attracting interest in the academic field (Jarosz, 2008, Khan and Prior, 2010, Aubry and Kebir, 2013) and beyond (RUAF, 2015). This work contributes to the debate with a focus on the logistics of SFSCs in urban and peri-urban areas across Europe, specifically on the role of local intermediaries in facilitating connections between urban consumers and peri-urban and...

Growing under the common agricultural policy: the institutional development of organic farming in Central and Eastern European countries from 2004 to 2012 Organic Eprints
Jahrl, Ingrid; Moschitz, Heidrun; Stolze, Matthias.
This paper analyses the institutional development of organic food and farming from 2004 to 2012 in six European countries: Austria, Bulgaria, Czech Republic, Estonia, Hungary and Romania. Based on document analysis and expert interviews with key informants on organic farming development in each country; similarities and differences in the development of the organic sector were analysed to evaluate if countries gaining accession to the EU at different times undergo similar organic sector development. Furthermore, the development of the organic sector was explored against the background of increasing involvement of the mainstream agricultural sector in organic farming development. To conclude, the uptake and support of organic farming by mainstream...

Policies Fostering Multifunctional Urban Agriculture in the City of Zurich Organic Eprints
Jahrl, Ingrid; Schmid, Otto.
In the city of Zurich, Switzerland, policies for agriculture in urban areas have evolved towards fulfilling multiple functions. The production of food is a part, but not the main goal, of a multifunctional approach that reflects the aim of ensuring diverse services for city dwellers. This multifunctional approach fosters biodiversity and provides both an attractive recreational landscape and education opportunities for city residents. The city administration has implemented various support mechanisms to ensure the implementation and maintenance of the multifunctional concept.

Motivationen für die Umsetzung von Ökoausgleichsmassnahmen Organic Eprints
Jahrl, Ingrid; Rudmann, Christine; Pfiffner, Lukas; Balmer, Oliver.

Motivations for implementation of ecological compensation areas on Swiss lowland farms Organic Eprints
Home, Robert; Balmer, Oliver; Jahrl, Ingrid; Stolze, Matthias; Pfiffner, Lukas.
Swiss farmers receive subsidies for reserving ecological compensation areas on their farms with the aim of encouraging biodiversity, but recent studies have found that the existing system of incentives is insufficient to halt biodiversity loss in the Swiss agricultural landscape. An effective targeting of incentives is needed to motivate farmers to implement conservation measures on farmland. The primary aim of this study is to identify the motivations that contribute to the intention of Swiss farmers to engage in conservation on their farms. Fifteen Swiss lowland farmers were interviewed using qualitative interviews and their responses to questions about their attitudes toward nature conservation were categorised and classified according to Ajzen’s (1991)...

ALPIS – Konzept für ein alpwirtschaftliches Informationssystem Organic Eprints
Oehen, Bernadette; Jahrl, Ingrid; Rudmann, Christine.

Jahrl, Ingrid; Rudmann, Christine; Pfiffner, Lukas; Balmer, Oliver.

Encouraging organic cultivation practices in Swiss allotment gardens Organic Eprints
Jahrl, Ingrid; Home, Robert.
Allotment gardens are usually managed by associations, with small allotment plots rented to individual tenant gardeners. Many garden associations have rules for organic production but the rules are neither followed nor policed. To find ways to motivate gardeners to manage their plots organically, we investigate the attitudes of Swiss gardeners towards organic gardening, and which motivations can be used to encourage and promote organic garden management. Interviews with 32 gardeners and other key informants from three Swiss target cities were analysed using content analysis. We found that organic practices are more likely when knowledge is held and that the social environment has a strong influence on behaviour, so potential exists for encouraging a...

Meaning of organic gardening in Swiss allotment gardens Organic Eprints
Jahrl, Ingrid; Home, Robert.
The degree of knowledge about organic gardening influences management practices, with synthetic fertilisers and pesticides more likely to be used when knowledge of alternatives is lacking. Gardeners often already apply some principles of organic gardening but misinformation exists about the concept. Incremental change might be fostered through targeted communication strategies. The effectiveness and purposefulness of organic gardening need to be demonstrated to gardeners and their representatives, through e.g. diversifying the supply of information and education, creating opportunities for networking, and offering more tools for support. The decision of whether to garden organically is a combination of the attitude held by the gardener and the culture...

Birrer, Simon; Balmer, Oliver; Chevillat, Véronique; Graf, Roman; Hagist, Dominik; Jahrl, Ingrid; Jenny, Markus; Pfiffner, Lukas; Zellweger-Fischer, Judith.
