The impact of nature conservation on agricultural greenhouse-gas (GHG) emissions – an economic assessment of selected German study regions AgEcon
Schaller, Lena; Droesler, Matthias; Kantelhardt, Jochen.
Using a significant amount of public funding, large-scale nature-conservation projects in Germany aim to secure and develop ecologically valuable areas and endangered habitats and species. Due to the substantial land-use changes accompanying these projects, their implementation can also have relevant climate effects – one result which has not been explicitly focused upon previously. Our study analyses major cost positions in implementing such projects, particularly the expense of changing or abandoning agricultural land-use for conservation purposes. We link public funding to relevant climate effects and derive CO2 abatement costs. Therefore we conduct plot-specific ex-post analyses of agricultural land-use and greenhouse-gas (GHG) emissions. Our study...

Assessing programmes for the provision of agri-environmental services – An efficiency analysis realized in Southern Germany AgEcon
Kantelhardt, Jochen; Eckstein, Karin; Hoffmann, Helmut.
Agricultural land use does not only concern farmers, but is of high relevance for the environment. Agri-environmental programmes aim to foster the environmental soundness of agricultural production. The aim of this study is to analyse the impact of agri-environmental programmes on the economic and the environmental performance of farms. Using the nonparametric method of Data Envelopment Analysis (DEA), we calculated the economic as well as the environmental efficiencies of farms and examined whether farms are able to succeed in combining environmental and economic efficiency. As study object serves a South German agri-environmental programme, the Bavarian KULAP. A farm survey was conducted covering a total of 102 farmers. The results show that farmers who...

Do farmers provide agri-environmental services efficiently? – An economic analysis AgEcon
Kantelhardt, Jochen; Eckstein, Karin.
Agricultural land use does not only concern farmers, but also has a large number of social and environmental effects. Consequently, it is to be assumed that farmers have to use financial resources as well as labour in order to provide these services. Using the nonparametric method of Data Envelopment Analysis (DEA), we calculated the economic as well as the ecological efficiencies of farms and examined whether farms are able to succeed in combining ecological and economic efficiency. In addition to this analysis, we studied the driving factors of the respective efficiencies. The study was carried out in four typical production regions in Bavaria which vary in their proportions of grassland as well as their yield potential; thus, the study regions reflect a...

Integrating Multifunctionality of Agriculture in Regional Land Use Concepts AgEcon
Ahrens, Heinz; Kantelhardt, Jochen.
Because of high population density in Europe agriculture cannot define its aims on its own but has to take account of quite a number of demands from different actors. For instance, agriculture is expected to produce food and at the same time to contribute to the protection of cultural landscapes and the maintenance of ecological services. However, land use concepts are often formulated ecology-oriented neglectingsocio-economic objectives and potential production responses of farmers. The present paper is aimed to illustrate how multi-criteria analysis can be used to transform a primarily ecology-oriented land use concept for an ecologically very sensitive region into a more integrative and comprehensive one that makes due allowance for socio-economic...

Reshaping agricultural peatland use climate friendly in selected German regions AgEcon
Schaller, Lena; Kantelhardt, Jochen; Hübner, Rico; Freibauer, Annette; Droesler, Matthias.
About 30 percent of the world’s soil carbon is stored in peat soils. Peatland’s functional principle of carbon storage greatly depends on management strategies. Therefore agricultural peatland use becomes a focal point of interest in the current debate on climate protection. Agricultural management demands a drawdown of the water-level that causes aerobe degradation of the soils, as well as trace-gas emissions which have a negative impact on greenhouse-gas balance. Climate-friendly peatland management strategies, however, demand enhanced groundwater tables and decreased land-use intensity. Against this background we analyse ways of re-organising agricultural peatland use within a case study located in Germany, where intensive peatland use accounts for 2.3...

Agricultural Costs of Carbon Dioxide Abatement via Land-use Adaptation on organic soils AgEcon
Schaller, Lena; Kantelhardt, Jochen; Droesler, Matthias; Hoper, Heinrich.
Increasing carbon dioxide emissions and related climate effects require mitigation strategies, thereby also emissions caused by agriculture are brought into the focus of political debate. In particular organic soil cultivation, inducing significant CO2 emissions is being discussed more and more. This study aims to answer the question of whether changes of organic soil management can serve as cost-efficient mitigation strategies for climate change. To this end we have built an economic model in which farm-individual and plot-specific CO2-abatement costs of selected landuse strategies are calculated by contrasting effects on the agricultural income with the related reduction in greenhouse-gas emissions. With respect to microeconomic data we use a dataset...

New responsibilities of agriculture: structural differences in stakeholder networks and intentions towards climate change abatement strategies in peatland AgEcon
Hübner, Rico; Kantelhardt, Jochen.
Agriculture is required to fulfil the needs and wants of society in a variety of fields: food supply, environmental services, landscape preservation and finally: climate mitigation. Using the example of land-use change in peatland in order to create possibilities for greenhouse-gas reduction, a survey about the intentions and future expectations of stakeholders was undertaken. The underlying network structure of these stakeholders in three representative peatland areas of Germany was determined and compared. The results show that considerable differences exist in the degree of knowledge about climate change and in the willingness to cooperate. Depending on the area studied, the most influential political entities are different and thus require different...

Consequences of the CAP reform on the environment and nature conservation Results of an empirical study in Germany AgEcon
Kantelhardt, Jochen; Ganzert, Christian; Kramer, Christine.
The Common European Agricultural Policy (CAP) reform not only has an impact on agriculture but also has significant effects on nature and the environment. This is specifically caused by decoupling direct payments from agricultural production, which will increase the market orientation of agriculture and by implementing cross compliance. A number of key aspects promoting a future environment-friendly development of the CAP are suggested, based on an empirical analysis of the impact of this reform in eight German regions. In particular, we recommend the coupling of direct payments with the provision of environmental and social welfare services as well as the installation of a long-term monitoring system to enhance the understanding of the links between...

Integrating small farms in agent based models AgEcon
Roder, Norbert; Kantelhardt, Jochen.
In German agriculture structural change is mainly a result of the outmigration of smaller farms from the sector. The decisions of these farmers to leave or stay in the sector, are not based solely on financial data and market expectations. Other aspects are important such as the preservation of the cultural landscape, the continuation of the family tradition, or self-realisation. Only if these goals are adequately integrated into land use models, one can hope that the type and magnitude of reactions predicted by the model will be similar to that observed in reality. The main goal of this paper is to present a model approach that allows for the integration of non-monetary aspects into an agri-economic land use model. The approach is tested for a sample of...

Approximating optimal numerical solutions to bio-economic systems: How useful is simulation-optimization? AgEcon
Börner, Jan; Higgins, Steven Ian; Scheiter, Simon; Kantelhardt, Jochen.
For applications in agricultural economics, complex ecological systems are often oversimplified to the extent that ecologists rarely consider model results valid. Recursive optimization of complex systems represents an alternative, but requires strong assumptions regarding time preference and uncertainty. In this paper we explore the implications of merely approximating “true” optima of complex dynamic optimization problems using a technique called simulation-optimization. We develop a standard discrete renewable resource use problem and solve it numerically using both simulation-optimization and non-linear mathematical programming. We subsequently introduce non-linearity and uncertainty and graphically compare the performance of simulation-optimization...

Integrating ecological and economic aspects in land use concepts for agricultural landscapes AgEcon
Ahrens, Heinz; Kantelhardt, Jochen.
Especially in environmentally sensitive agricultural landscapes, agriculture cannot define its aims by itself - it has to account for a number of demands of different groups of society. For example, agriculture is expected to produce food and at the same time contribute to the protection of cultural landscapes and to further ecological services. Land use concepts for ecologically particularly sensitive agricultural landscapes are often focussed on the attainment of specific environmental objectives in specific areas, neglecting both socioeconomic effects, in particular income effects, and the farmers' income-driven production responses outside these areas. The paper illustrates, on the basis of an empirical study, (1) that the farmers' objectives and...

Based on an empirical analysis of the consequences of the CAP reform in eight German regions, a number of key aspects for a future environmentally friendly development of the agrarian policy are suggested. The results indicate that the CAP reform currently does not increase the proportion of environmentally friendly production systems significantly. Cross Compliance is shown to have certain positive effects; it...

Structural Change and Landscape Appearance AgEcon
Kapfer, Martin; Ziesel, Sigrid; Kantelhardt, Jochen.
Our study examines the potential developments of cultural landscapes, taking into consideration various economic and social conditions (scenarios). The study takes place in three project regions which represent typical landscapes in Southern Germany and Austria. In each project area, the influence of a changing economic and political framework is analysed. The following scenarios are defined: (1) status quo (current economic and agri-political framework); (2) high-producer prices and constant (or even increasing) direct payments; and (3) low-producer prices and no (or very low) direct payments. In all three regions, potential production responses are estimated for all farms and aggregated on a regional level. The estimation takes into account social and...

The Provision of Ecosystem Services by Agriculture – a Spatially Explicit DEA Approach AgEcon
Kapfer, Martin; Hübner, Rico; Eckstein, Karin; Ziesel, Sigrid; Kantelhardt, Jochen.
According to the concept of ecosystem services, agriculture not only provides commodities but also cultural and regulating services. While it is easy to value commodity production by market prices, the valuation of cultural and regulating services is complex because of their public good character. Non-parametric approaches such as the Data Envelopment Analysis (DEA) allow for estimating the contribution of agriculture to such services. However, it is not enough to know the extent of ecosystem services provided; it is also necessary to be aware of which farmers provide these services and where they are provided. In this paper, we suggest a plot-specific approach combining GIS analysis and DEA models. This allows a spatially explicit assessment of...

Prospects for climate friendly peatland management – Results of a socioeconomic case study in Germany AgEcon
Schaller, Lena; Kantelhardt, Jochen.
In the current debate on climate protection, agricultural production has become a focal point of interest. This study introduces the climate effectiveness of agricultural management of peat-soils. Agriculture on peatland demands a water-level drawdown that causes aerobe degradation of the soils. The resulting trace-gas emissions have a negative impact on the greenhouse-gas balance. In Germany more than 80% of peatland is used agriculturally; the resulting emissions account for 2.3 – 4.5% of Germany’s overall emission. Climate-friendly peatland management strategies, however, demand enhanced groundwater tables and decreased land-use intensity. With regard to agricultural income, severe economic consequences are to be expected. Against this background we...

A method to calculate economic key figures with regard to plot structure improvements AgEcon
Kapfer, Martin; Kantelhardt, Jochen.
The aim of land consolidation projects is to improve the competitiveness of agriculture. Since land consolidation is subsidised by national and European means, the effectiveness of such measures must be determined. The following paper presents a method which makes it possible to calculate the direct economic effects of land consolidation. The calculations, considering labour demand, machinery costs and headland effects, compare the economic situation before and after land consolidation. The method was applied to four land consolidation projects in Bavaria. It can be shown that, to a varying degree, land consolidation in the studied areas leads to a substantial decrease in labour demand and machinery costs.

QUANTIFIZIERUNG OKONOMISCHER WIRKUNGEN DER FLURNEUORDNUNG - EIN VERGLEICH AUSGEWAHLTER STUDIEN - (German) AgEcon
Kapfer, Martin; Kantelhardt, Jochen.

Integrating Ecological And Economic Aspects In Land Use Concepts: Some Conclusions From A Regional Land Use Concept For Bayerisches Donauried AgEcon
Ahrens, Heinz; Kantelhardt, Jochen.
Land use concepts for ecologically particularly sensitive agricultural landscapes are often focussed on the attainment of specific environmental objectives in specific areas, neglecting both socio-economic effects, in particular income effects, and the farmers' income-driven production responses outside these areas. The paper illustrates, on the basis of an empirical study on the land use in the southern German region Bayerisches Donauried, (1) that the farmers' objectives and production responses need to be integrated in land use concepts for agricultural landscapes because of their potentially counterproductive effects on the attainment of environmental objectives, and (2) how multi-criteria analysis (MCA) can be used to transform a primarily...

Rainfall or Price Variability: What Determines Rangeland Management Decisions? A Simulation-Optimization Approach to South African Savannas AgEcon
Börner, Jan; Higgins, Steven Ian; Kantelhardt, Jochen; Scheiter, Simon.
Savannas cover the greater part of Africa and Australia and almost half of South America and contribute to the livelihoods of more than 350 million people. With the intensification of land use during the second half of the 20th century, savannas have become increasingly degraded through bush encroachment as a consequence of increased grazing pressure. Research on rangeland dynamics, however, provides contradicting answers with regard to the causes and possible remedies of bush encroachment. In this paper we present results from an application of a simulation-optimization model to the case of extensive rangeland management in South Africa. Our model differs from previous approaches in that it explicitly accounts for the influence of stochastic prices and...
