Food security in Uganda: a dilemma to achieving the millennium development goal AgEcon
Ssewanyana, Sarah N.; Kasirye, Ibrahim.
The status of food security in Uganda is worrying. The share of Ugandans suffering from food insecurity measured in terms of caloric intake is alarmingly high with low rates of income poverty. Based on the 2005/06 Uganda National Household Survey data, the study provides insights into access to food at household level. More importantly, the study shows that average caloric intake stood at 1,970 calories per person per day, which is below the minimum caloric requirement of 2,200 calories. As such, a population of 17.5 million Ugandans in 3.1 million households were unable to meet the minimum caloric requirement in 2006. This raises questions on whether Uganda will be able to achieve the Millennium Development Goal (MDG) 1: halving extreme poverty and hunger...

Gender differences in Uganda: the case for access to education and health services AgEcon
Seewanyana, Sarah; Kasirye, Ibrahim.
Using the nationally representative Gender Productivity Survey (GPS) of 2007/08 conducted by the Uganda Bureau of Statistics (UBoS), the paper examines gender biases in school attainment, returns to education, expenditure on health and education, access to health services. While Uganda has recorded progress on MDG 3: promote gender equality and empower women, the paper reveals that significant gender biases still exist with a regional dimension. These biases are more pronounced in Northern Uganda, which is the poorest region. In other words, interventions in this part of the country should be able to address these biases if the region is to catch up with the rest of the country. These findings further suggest that free education both at primary and...

The Socioeconomic Impact of HIV/AIDS on Education Outcomes in Uganda: School Enrolment and the Schooling Gap in 2002/03 AgEcon
Kasirye, Ibrahim; Hisali, Eria.
Due to high prime-age mortality in Uganda, a result of the HIV/AIDS scourge, the number of children who have lost at least one parent continues to rise in the country. The increase in numbers of orphans has challenged the overall socio-protection mechanisms and in particular threatens the country’s ability to achieve education development targets. Using the 2002/03 Uganda National Household Survey, this study investigates the impact of parental death—from HIV/AIDS as well as causes on the school enrollment and grade for age school progression. We find that HIV/AIDS orphans are not significantly less likely to continue schooling but are by far more likely to fall below their appropriate grade. On the other hand, we find that all orphans—regardless of cause...
