Declining R&D intensities at the national level coincide with growing international technological links. Deviations of individual OECD countries from the average R&D intensity reflect differences in industry structure as well as in sectoral R&D intensity. At the same time, the sectoral distribution of R&D expenditure varies substantially less across countries than do the respective growth rates. Foreign direct investment (FDI) is the most important vehicle for the exploitation of "home-grown" technology abroad. Preferential Trade Agreements: The Case of EU-Mexico 31

The paper evaluates the political and economic incentives to conclude the EU-Mexico Free Trade Agreement (FTA). It discusses EU and Mexican trade policy as well as the multilateral context for FTAs. In addition, using a disaggregated approach at the three-digit Standard International Trade Classification, it identifies the commodities that will be particularly affected by the FTA. The results show that considerable trade effects can be expected in a narrow range of products and that the EU is likely to gain much more than Mexico. Die Liberalisierung und Integration von Märkten kann zu einer deutlichen Verstärkung negativer externer Effekte der Wettbewerbspolitik der Behörden und der Wettbewerbsstrategien der Unternehmen eines Landes in anderen Ländern führen. Dieser Entwicklung könnte durch eine Internationalisierung der Wettbewerbspolitik entsprochen werden, ohne den "Wettbewerb zwischen den Wettbewerbsregeln" vollständig auszuschalten. Between Two Poles: Matching Trade and Exchange Rate Regimes in Mercosur 31

The paper reviews exchange rate options for Mercosur countries. We start from the observation that most of the countries in the region have a longstanding tendency to adopt fixed exchange rates, and ask how such a system could best be designed. The Argentine crisis has demonstrated that unilateral currency pegs imply the risk of serious misalignments with other trading partners and subsequent realignments. The standard basket peg is not a solution because of its limited transparency and credibility. We therefore discuss a proposal to create dual currency boards that could be a workable solution for the Mercosur countries.

Competition Regimes in Telecommunications and the International Trading System 31

In most countries, competition in the telecommunications industry is subject to both sector-specific regulation and more general antitrust policies. At the same time, a process of international market liberalisation is under way in telecommunications which can only be truly effective - and further advance - if appropriate competitive safeguards are in place. Trading partners should agree on certain minimum standards to be observed in this area in order to better combat anticompetitive conduct and avoid international conflicts. The Reference Paper to the WTO Agreement on Basic Telecommunications is an important step in this direction and may also serve as a model for other network industries. Das Papier untersucht die Arbeitsweise der Handelspolitik in der Europäischen Gemeinschaft, den Zusammenhang zwischen Binnen- und Außenmarktpolitik und weltwirtschaftliche Implikationen der EG-Handelspolitik auf verschiedenen Ebenen. Es wird gezeigt, dass die gemeinsame Handelspolitik weitgehend Reflex der Binnenmarktpolitik ist, aber nicht zur Abschottung des Binnenmarktes geführt hat.
