Recently the importance of a comprehensive policy evaluation has been increasingly recognized by international organizations, e.g. the World Bank, OECD and FAO as well as especially by the EU. In particular, for agricultural policies of the second pillar a comprehensive evaluation is obligatory. However, presently applied evaluation techniques are clearly lagging behind the ambiguous evaluation targets set by the EU Commission. Given the fact that a comprehensive policy evaluation is a very complex methodological challenge this discrepancy is not really surprising. Distributional Effects of CAP Subsidies: Micro Evidence from the EU AgEcon

In this paper we estimate the income distributional effects of the common agricultural policy (CAP) for farmers and landowners. First, we theoretically analyse the level of farmers' and landowners' gains from coupled and decoupled payments. Second, using a unique farm level panel data set from the FADN for the period 1995-2007 we employ the fixed effects, the Heckman selection bias and the GMM estimators to estimate income distributional effects of CAP subsidies. The results do not confirm the theoretical hypothesis that landowners benefit a large share of the CAP subsidies. This synthesis report focuses on the evolution of agricultural market and trade policies in the Central and Eastern European (CEE) candidate countries in the period 1997 to 2001. The developments were crucially influenced by (OECD, 2000a): • the situation in world agricultural markets; • the overall macroeconomic development in the countries considered; • the prospective EU accession; • bringing domestic agricultural policy in line with the Uruguay Agreement on Agriculture (URAA). High 1997 agricultural prices on world commodity markets were followed by a marked depression in 1998. With the exemption of milk products this trend continued in 1999.
