Farm level effects of EU policy liberalization: Simulations based on an EU-wide agricultural sector model and a supply model of the German agricultural sector AgEcon

The impact of sectoral or economy wide policy scenarios is often of strong political and public interest, yet it is a scientific challenge. When analyzing different levels of aggregation, the use of single models may not be sufficient. In this paper we establish an interface between the European Simulation Model (ESIM) and the Farm Modelling Information System (FARMIS). The linkage of the two models allows us to quantify adjustment processes both at the sectoral level and at the farm group level for the German agricultural sector. Aufbau und Anwendung des FAL-Modellverbunds für die Politikberatung AgEcon

The FAL model group combines several market, regional and farm models for comprehensive policy impact assessments. Since 1996, policy impact analyses have been provided at the request of the German Agricultural Ministry with respect to the design of direct payments, the Agenda 2000, the Mid-term Review, the Enlargement of the EU as well as several other policy measures. This article gives an overview of the models available as part of the model group, specifically describes the design of the representative farm group model, and provides results with respect to the impacts of the Midterm Review. The paper ends with a discussion of the experiences gained in model based policy consulting and the implications for future developments.

Estimation of Commodity Specific Production Costs Using German Farm Accountancy Data AgEcon

A central problem in estimating per unit costs of production originates from the fact that most farms produce multiple outputs and standard farm-accounting data are only available at the whole-farm level. The seemingly unrelated regression (SUR) approach is used to estimate per unit production costs based on German farm accountancy data. Special emphasis is put on outlier detection prior to the estimation of production costs to increase the robustness of the results. Outlier observations are identified based on the Mahalanobis distance for each observation on the data set. An ex-ante analysis of distributional effects of the CAP on western German farm incomes AgEcon

This study is concerned with measuring impacts of the Common Agricultural Policy (CAP) on farm income distribution of western Germany. Not only the sheer contribution of market price support and direct payments as a proportion of income is taken into account, but also the impact of support on production incentives. For this purpose, we apply a modelling system consisting of a partial equilibrium model and a programming model. Based on a comparison of Gini coefficients and a decomposition of overall inequality effects we conclude that liberalization of the agricultural sector leads to a more unequal distribution of family farm income in relative terms, whereas a liberalized market provides a more equal situation in absolute terms.

Impact of the EU Common Agricultural Policy on Organic in Comparison to Conventional Farms AgEcon

Farms in the EU receive considerable support from the Common Agricultural Policy. Support for organic and conventional farms is analysed, covering a wide range of different Common Agricultural Policy support measures. The current design of the Common Market Organisations tends to disadvantage organic farming systems, although developments in the last two CAP reforms (year 1992 and 2000) and the latest reform (2003) have reduced the discrimination of extensive farming systems and now provide opportunities to introduce measures to meet some of the needs of organic farms.

Cost-Effectiveness Evaluation of Swiss Agri-Environmental Measures on Sector Level AgEcon

This paper focuses on non-linear programming models and their suitability for ex-ante evaluations of agri-environmental policies on sector level. An approach is presented to compare organic farming payments as a multi-objective policy, with other, more targeted agri-environmental policies in Switzerland. The Swiss version of the comparative static sector-consistent farm group model FARMIS is able to group the sector’s farms into organic and non-organic farms and optimise them separately. Assessing impacts of CAP reform in France and Germany AgEcon

The 2003 CAP Reform left EU member states much room for national implementation. The farm group model EU-FARMIS is applied to quantify the effects of the reform and the impacts of the options for national implementation. The analysis is done for France and Germany because their implementation schemes adequately reflect the broad range of options. It is found that cereal and fodder maize production is reduced both in France and Germany. In contrast, the acreage of other arable fodder crops, of set-aside and of non-food crops is expanded. Potential of differentiated payment levels based on standard cost approaches: A case study of selected rural development measures in Germany AgEcon

In accordance with EU regulations, payment levels for several measures of rural development programs are calculated on the basis of standard cost approaches, using 'typical’ or average figures for costs incurred and income forgone. Resulting uniform payment rates have been frequently discussed and criticised as being inefficient, having a low cost-effectiveness and generating excessive windfall profits. However, few empirical studies exist which quantitatively examine potentials of a more differentiated standard cost approach. Impacts of Decoupling and Milk Quota Trade on the French and German Dairy Sectors AgEcon

This paper analyses the impacts of the 2003 CAP reform and of milk quota trade at the national level. To this end, a mathematical programming model has been further developed for Germany and extended to other main milk-producing EU member states like France. Homogeneous farm groups are built on the basis of EU Farm Accountancy Data Network. The results show that quotas will be fully used in both countries if quota trade is possible. A clear tendency in the reallocation of production from small towards large farms can be seen in all regions for France. In Germany, the redistribution of direct payments induced by the implementation of the regional scheme of decoupled payments leads to higher reductions of income in dairy & beef farms than in France.

In policy consultation, communicating model results to administration and policy makers has always proven to be a challenge for scientists. Many of the relevant preconditions for effective and successful policy advice are aggravated when results are based on the simultaneous use of a multitude of different models. The financial performance of organic and conventional farming is highly influenced by the EU direct payment policy. While organic farms receive considerable support from agrienvironmental programmes, the design of the first pillar put organic farming at a disadvantage in the past. Summary: This study summarizes cost estimates based on the EU Farm Accountancy Data Network using the General Cost of Production Model, developed, applied and tested within the FACEPA project. Results are provided for wheat, pigs and milk for the main producer countries of the EU for the period 1999 to 2007. Estimated input-output coefficients are generally based on monetary figures, expressing cost shares referring to total output. Effects of scale, specialization and location can be derived by estimates based on respective sub-samples.
