IMPACT OF REDUCING FEDERAL ORDER CLASS I DIFFERENTIAL ON REPRESENTATIVE TEXAS AND NEW MEXICO DAIRY FARMS AgEcon

The General Accounting Office (GAO) recommended that the USDA substantially reduce or eliminate the extent of price discrimination practiced under federal milk marketing orders. The purpose of this study was to quantify the impacts of alternative means of implementing the GAO proposal on the economic viability of Texas and New Mexico dairy farms. Five dairy farms were simulated for six years under the current dairy policy and five alternative proposals. Results of the analyses indicate that large New Mexico dairies can remain economically viable under all of the alternatives. On the other hand, federal order policy changes would accelerate the loss of equity for moderate size Texas dairy farms.

The economic outlook for 72 representative feed grain, wheat, cotton, rice, beef cattle, hog and dairy farms in key production areas across the United States is projected for 1997-2002, using the November 1997 FAPRI/AFPC Baseline. The Baseline provides a seven year projection of crop and livestock prices, interest rates, and rates of inflation assuming no change in policy. Results of simulating the representative farms for the November 1997 Baseline are presented in terms of the likely effects on incomes, cash flows, assets, net worth, and overall economic viability of representative farms.

The results of analyzing 74 representative crop, livestock, and dairy farms located in key production regions over the 1997-2002 time frame are presented in this paper. Fifty of the 74 farms monitored appear to be financially sound. Ten of the 74 are showing signs of financial stress due to low net cash incomes relative to cash flow requirements. Fourteen of the 74 farms are likely to not survive financially over the six year planning horizon.

USDA released the proposed rule for Federal Milk Marketing Order (EMMO) Consolidation and reform on January 23rd, 1998. The rule met the mandate of the 1996 farm bill to propose a plan to consolidate the number of federal orders. Class I differential and Basic Formula Price (BEP) reform was also addressed in the report. Based on the proposed rule and USDA’s economic impact study, this briefing paper contains an analysis of the impacts of the consolidation and reform rule on U.S. representative dairy farms over the 1999-2004 period. The Agricultural and Food Policy Center (AFPC) at Texas A&M University develops and maintains data to simulate 102 representative crop and livestock operations in major production areas in 28 states. The chief purpose of this analysis is to project those farms’ economic viability for 2005 through 2011. The data necessary to simulate the economic activity of these operations is developed through ongoing cooperation with panels of agricultural producers in each of these states.
