Optimum Level and Welfare Effects of Export Taxes for Cocoa Beans in Indonesia: A Partial Equilibrium Approach AgEcon

Aiming to support downstream processing, the Indonesian government announced an export tax in May 2010. Using a partial equilibrium approach, this paper therefore attempts to analyse: (i) whether the Indonesian government has imposed optimal taxes on cocoa beans; (ii) the impacts of cocoa export taxes on domestic welfare. In particular, it attempts to develop a two-stage partial equilibrium welfare analysis in which effects of policy for upstream sectors may affect downstream sectors. The study also presents thorough econometric estimates of import demand, export supply, Armington and cross elasticities using the Vector Error Correction Model (VECM) to deal with cointegration and simultaneity issues. A comparison of Indonesian and Vietnamese approaches to agriculture in the ASEAN-China FTA AgEcon

Both Indonesia and Vietnam, as members of ASEAN, have negotiated a free trade agreement with China (ACFTA). ASEAN Member States can independently negotiate their tariff reductions. Both countries are generally aware of the opportunities access to the large Chinese market may present, but both are concerned to differing degrees about being flooded with Chinese imports, including agricultural products. As the time for implementation approaches, Indonesia has expressed a desire to renegotiate its tariff reduction schedules to protect sensitive sectors, including agriculture. Following the global spike in food prices in 2008, there is renewed interest in Indonesia in self-sufficiency as a means of achieving food security. Restrictive trade policies, including specific tariffs on rice and sugar, and quantitative restrictions on imports and exports, have been used in an attempt to meet conflicting objectives of assisting both producers and consumers. Meanwhile, palm oil exports to the European Union are constrained by the importer's concerns about deforestation and its contribution to climate change. Similar constraints may be applied to other commodities as production moves into pristine areas in an attempt to maintain self-sufficiency.
