Designing Frameworks to Deliver Unknown Information to Support MBIs AgEcon

This paper reports on a Catchment Modelling Framework (CMF) designed to support an Australian pilot of an auction for multiple environmental outcomes – EcoTender. The CMF is used to estimate multiple environmental outcomes including carbon, terrestrial biodiversity, aquatic function (water quality and quantity) and saline land area. This information was previously unavailable for application to environmental markets. This is the first time a market-based policy has been fully integrated from desk to field with a Catchment Modelling Framework for the purchase of multiple outcomes. Bush Tender Participation in First Bidding Round: What are the Characteristics of Rural Landholders who Participated? AgEcon

In this paper we present results of a statistical analysis of 380 landholders in the North Central and North East regions in Victoria that were interviewed after the first bidding round of the BushTender scheme. This survey asked questions about the economic, attitudinal and demographic factors that influenced their awareness and participation in BushTender. We use logit regression techniques to investigate awareness and participation behaviour of these landholders in BushTender.

Efficiency of alternative property right allocations when farmers produce multiple environmental goods under the condition of economies of scope AgEcon

The efficiency implications of different property right allocations when two environmental goods can be produced under the condition of economies of scope are analysed. It is assumed that an environmental agency – acting on behalf of the community – employs an auction‐based mechanism to buy biodiversity services from farmers. However, farmers’ production of biodiversity produces a second good as a by‐product (e.g., mitigation of a river pollutant) that is valued by point‐source emitters who are engaged in a pollution trading market. Auctions for conservation contracts: an empirical examination of Victoria’s BushTender trial AgEcon

The present paper proposes that markets for nature conservation on private land are missing because of the problem of asymmetric information. An auction of conservation contracts was designed to reveal hidden information needed to facilitate meaningful transactions between landholders and government. The present paper describes the key elements of auction and contract design employed and the results obtained from a pilot auction of conservation contracts run in two regions of Victoria. EVALUATION OF RESEARCH ACTIVITIES AgEcon

In this paper we explain the economic evaluation system developed by economists―in conjunction with senior managers―for the Department of Natural Resources and Environment’s Agriculture Division. This evaluation system has two components: qualitative and quantitative. The former focuses Departmental activity on areas where there is market failure. The latter measures the gross benefits from Departmental activity by using linear programming models. We also document the implementation of the system to a recent Victorian Government intiative―Growing Horizons. We explain the process, impact to date, and lessons learned by undertaking this exercise.
