Economic Evaluation of SPS Regulations: Where Can Progress be Made? AgEcon
Romano, Eduardo; Thornsbury, Suzanne.
The purpose of this paper is to report on the current state of economic evaluations for sanitary and phytosanitary (SPS) regulations affecting food and agricultural trade. The paper reviews current theoretical and econometric advances and limitations in modeling SPS regulations, particularly in dealing with biological and environmental uncertainty. By systematizing limitations of current approaches for evaluation, and comparing them with approaches used in the public health arena, the paper identifies problematic areas, and suggests steps for immediate analytical and policy progress.

MICHIGAN APPLE COMMITTEE WINTER 2003 GROWER SURVEY: SUMMARY OF RESULTS AgEcon
Aguilar, Cristobal; Thornsbury, Suzanne.
The Michigan Apple Committee (MAC) is a commodity organization comprised of approximately 1000 apple growers in Michigan. The objective of this study was to evaluate growers' perceptions about the effectiveness of past MAC programs and solicit their opinions about future directions for MAC in order to provide one source of input for Board decisions. In addition, this study provided growers with some information about the broad programmatic areas that are covered under MAC guidelines. In Winter 2003 a mail survey was sent to the entire MAC mailing list (1,123 growers); 282 surveys were returned (25 percent). Overall results of the survey indicate that Michigan apple growers are generally satisfied with the performance of the MAC, but perhaps equally...

U.S. Fresh Produce Wholesale Sector Trade Practices: Initial Survey Results AgEcon
Martinez, Lourdes R.; Thornsbury, Suzanne.
The wholesale sector is an intermediate stage in the supply chain of fresh produce. In general, business operations in this sector do not transform a specific product, but rather provide services related to the sale of the product. The term 'wholesaler' refers to all merchants that are part of this intermediate stage in the supply chain; namely, wholesale merchants, distributors, jobbers, shippers, import/export merchants, agents, brokers, commission merchants, and other types of intermediaries (US Census 2004). This definition of wholesalers, however, does not accurately depict all the activities and relationships participants in this supply chain sector develop. Hence, in order to be consistent with a correct terminology and to understand the results...

Fresh Grapefruit Supply-Chain Adjustments: Consolidation in Produce Packing? AgEcon
Thornsbury, Suzanne; Davis, Kathy J.; Ward, Ronald W..
This study evaluates long-term structural adjustments in fresh grapefruit packing under aggregate market pressures, including those from retail concentration. While individual firms enter and exit, Markov-model results are indicative of an industry near equilibrium with little expectation of change in the distribution of firm sizes given existing patterns of sector adjustment. Estimation of Lorenz curves and corresponding Gini coefficients fully support Markov analysis findings. Lags in the packing sector adjustment process in the face of sweeping forces of change in fresh produce markets are likely to put this sector at a relative disadvantage within the supply chain.

National and International Factors in Pickle Markets AgEcon
Martinez, Lourdes R.; Thornsbury, Suzanne; Nagai, Tomokazu.
This report presents global and domestic information regarding production, trade and market developments for pickled cucumbers. U.S. cucumber production and trade are commonly divided into two categories: fresh and pickling. Michigan is the largest producer of pickling cucumbers in the country, accounting for 18 percent of total U.S. production. Like many agri-food industries, this processed product sector has gone through numerous changes in the past decade which have influenced production and marketing trends, and assessing the influence of individual factors is difficult. However, using production and trade data it is possible to infer some possible drivers of trends and outcomes for the industry. Year-round supply from other countries, quality...

Seasonal Farm Price Patterns in Selected U.S. Fresh Fruit Markets AgEcon
Plattner, Kristy; Perez, Agnes C.; Thornsbury, Suzanne.
Our poster analyzes seasonal farm price patterns in five major U.S. fresh fruit markets (i.e. strawberries, apples, oranges, peaches and grapes) between 1980 and 2010. Shifts in the seasonal patterns between decades (1980-89, 1990-99, and 2000-10) signal price response to changes in market conditions, demand trends, and global linkages that have taken place overtime in these fruit markets. Statistical comparatives and graphical analysis form the basis for assessment using U.S. Department of Agriculture, National Agricultural Statistics Service (NASS) monthly grower price data. Extended seasons through geographical and varietal diversity in major producing areas have had a smoothing effect on the seasonal behavior of fresh strawberry prices but a distinct...

Background Information on the Chinese Fruit Sector AgEcon
Thornsbury, Suzanne; Woods, Mollie.
The People's Republic of China was established in 1949, ushering in an era of socialism and government centralization. Beginning in 1978, China's economy gradually transitioned from centralization to the transitional and somewhat more privatized society of today. Prior to 1978, government policies aimed at controlling food supplies and prices were common. Food rationing in 1953 was aimed at guaranteeing food for urban dwellers and included price administration by the government (Dong and Fuller, 2006). Agricultural productivity and the availability of food increased dramatically when laws that decentralized agricultural production were enacted in 1981. Food rationing and market centralization were abolished later in urban areas for non-staple food items,...

Michigan Production Costs for Tart Cherries by Production Region AgEcon
Black, J. Roy; Nugent, James; Rothwell, Nikki; Thornsbury, Suzanne; Olynk, Nicole J..
The weighted average cost of producing tart cherries in Michigan on a representative farm in 2009 is $0.36/lb. This cost was averaged across the three main production regions in Michigan and weighted by average per acre production for each region as published by the Michigan Agricultural Statistics Service. --Costs vary across the main production regions and by farm size. Costs are about $0.04/lb less for mid-sized farms in Northwest Michigan and $0.08/lb and $0.10/lb in West Central and Southwest Michigan, respectively. --This report was developed through interviews with tart cherry growers and other experts in each of the three main growing regions in 2005 and 2006. Many of the numbers were updated in 2009. --The cost of production calculation is based...
