Market Institutions: Enhancing the Value of Rural-Urban Links AgEcon
Chowdhury, Shyamal K.; Negassa, Asfaw; Torero, Maximo.
This paper examines how market institutions can affect links between urban and rural areas with specific emphasis on goods market integration in the national context. Traditionally, development researchers and practitioners have focused either on rural market development or on urban market development without considering the interdependencies and synergies between the two. However, more than ever before, emerging local and global patterns such as the modern food value-chain led by supermarkets and food processors, rapid urbanization, changes in dietary composition, and enhanced information and communication technologies point to the need to pay close attention to the role of markets both in linking rural areas with intermediate cities and market towns and...

Access to Dynamic Markets for Small Commercial Farmers: The Case of Potato Production in the Peruvian Andes AgEcon
Escobal D'Angelo, Javier; Torero, Maximo.
The purpose of this study is twofold. On one hand, the objective is to assess the impact of new and more complex contracting schemes, as opposed to traditional marketing channels, on small farmers’ welfare. On the other hand, the study explores which may be the critical factors that determine the small farmers’ participation in these institutional arrangements. In this context, two critical factors are stressed. The first one has to do with access to credit and the second one is the size of the agricultural plot. In order to examine the decision of farmers to access the dynamic markets, the paper follows the study of Lapar et al (2003). The paper also follows impact evaluation techniques to identify the differences in the performance of farmers with access...

Escobal D'Angelo, Javier; Torero, Maximo.

Does Privatization Deliver? Access to Telephone Services and Household Income in Poor Rural Areas Using a Quasi-Natural Experiment for Peru AgEcon
Chong, Alberto E.; Galdo, Virgilio; Torero, Maximo.
We take advantage of a quasi-natural experiment in Peru by which the privatized telecommunications company was required by government to randomly install and operate public pay phones on small rural towns along the national territory. Using a especially designed household survey for a representative sample of rural towns we are able to link access to telephone services with household income. We find, that regardless of the income measurement, most characteristics of public telephone are positively linked with income. Remarkably, the benefits are given at both non-farm and farm income levels. Not only do the findings hold when using instrumental variables but they are further confirmed when using propensity scores matching methods.

WILLINGNESS TO PAY FOR THE TELEPHONE SERVICE IN BANGLADESH AND PERU AgEcon
Torero, Maximo; Chowdhury, Shyamal K.; Galdo, Virgilio.
This paper measures the rural households' willingness to pay (WTP) for access to public telephone services in Bangladesh and Peru through contingent valuation methods. The development of contingent valuation methods together with the econometric expansion of qualitative response models has permitted an approximation to the consumer surplus in the presence of externalities, public good and information asymmetries. The paper utilizes both parametric and nonparametric estimations that are commonly observed in the literature concerned with the estimation of WTP. The main result of the paper suggest that rural telecommunications projects are welfare enhancing, since households' WTP are higher than the prevailing tariff rates. For Peru, households' currently pay...

Escobal D'Angelo, Javier; Saavedra, Jaime; Torero, Maximo.

The Impact of the Central America Free Trade Agreement on the Central American Textile Maquila Industry AgEcon
Jansen, Hans G.P.; Morley, Samuel A.; Kessler, Gloria; Pineiro, Valeria; Sanchez, Marco V.; Torero, Maximo.
While the Central America Free Trade Agreement (CAFTA) remains a hotly debated issue in all five Central American countries that are part of the treaty, most discussions are based on preconceived opinions rather than grounded in research-based results. The point of departure of the paper is that the provisions in the agreement concerning the textile maquila industry are likely to have a significant impact on household welfare, despite the already existing preferential access of textile maquila exports to the U.S. market under the rules of origin set by the Caribbean Basin Initiative (CBI) and the U.S.–Caribbean Basin Trade Partnership Act (CBTPA). What CAFTA does for maquila production in Central America is to make permanent and expand the liberalized...

Cueto, Santiago; Torero, Maximo; Deustua, Juan Leon y Jose.

Jansen, Hans G.P.; Morley, Samuel A.; Kessler, Gloria; Torero, Maximo.

The assets of the poor in Peru AgEcon
Escobal D'Angelo, Javier; Saavedra, Jaime; Torero, Maximo.
The document analyzes the possession and access to assets on the part of the poor in Peru. It is found that during the last ten years the average level of access to education increased while and inequality of access to this asset decreased. The access to other public services has also increased, though the inequality levels are still very high. The same happens with the access to credit and other assets that can serve as collateral. The econometric analysis shows a positive effect of the access to public assets on the profitability of private assets. It is also found that changes in assets tenure are not sufficient to explain transitions toward and outside poverty, thought they are crucial to explain the permanency in poverty or the permanency out of this...

Torero, Maximo; Pasco-Font Quevedo, Alberto.

Access to Dynamic Markets for Small Commercial Farmers: The Case of Potato Production in the Peruvian Andes AgEcon
Escobal D'Angelo, Javier; Torero, Maximo.
The study has evaluated which are the most relevant factors that determine that a small farmer switch marketing channels in order to enter into a "dynamic" market; that is, into a market signed by more complex contractual relationships that can absorb increasing amounts of its output. The results show that there are a number of producers that currently are not selling to those markets but they may well do so. Restrictions associated to the degree of organization of the producers, their perception of risk and credit market restrictions may prevent these farmers to gain access to the additional benefits that these new market opportunities have to offer.

Contract farming and smallholder incentives to produce high quality: experimental evidence from the Vietnamese dairy sector AgEcon
Saenger, Christoph; Qaim, Matin; Torero, Maximo; Viceisza, Angelino.
In emerging markets for high-value food products in developing countries, processing companies search for efficient ways to source raw material of consistent quality. One widely embraced approach is contract farming. But relatively little is known about the appropriate design of contracts, especially in a small farm context. We use the example of the Vietnamese dairy sector to analyze the effectiveness of existing contracts between a processor and smallholder farmers in terms of incentivizing the production of high quality milk. A framed field experiment is conducted to evaluate the impact of two incentive instruments, a price penalty for low quality and a bonus for consistent high quality milk, on farmers’ investment in quality-improving inputs....
