French marine economic data 2009 ArchiMer

The report presents a survey of marine related activities in France and an assessment of their economic weight in terms of value added and employment estimates. A brief outline of the recent past and present economic situation of these activities, and of their position on international markets is given. The survey presents the commercial sector, including marine resource exploitation, manufacturing activities and services, followed by the public sector, including the Navy, state intervention at sea, coastal environment protection and marine sciences. A summary gives an overall estimation of marine value added and employment.

Fishing fleet typology, economic dependence, and species landing profiles of the French fleets in the Bay of Biscay, 2000-2006 ArchiMer

Thirty French fleets fishing primarily in the Bay of Biscay were defined based on techno-economic input criteria: i) 18 fishing gear or gear combinations ii) the location of fishing grounds visited during a year (<12 nautical miles from coast, beyond 12 nm or both) and iii) total vessel length (<20 m for trawlers and other gears <24 m). The fleets were then characterised in terms of horse power, economic dependence on a list of nine dominant commercial species (sole, Nephrops, sea bass, hake, monkfish, anchovy, cuttlefish, sardine and squid) and their contribution to the landings of these species from the Bay of Biscay. The OGP Workshop on the Metocean and Engineering Aspects of Floating Systems which was held at St. Albans in April 2001 identified better discrimination of the low frequency end of the wave spectrum as one of the most pressing problems for the design and analysis of floating systems. The responses of many floating systems have proven to be very sensitive not only to the amplitude and frequency of the swell, but also to the details of the shape of the swell peak in the spectrum. There has been relatively little serious study of the low frequency end of the wave spectrum compared to the effort that has gone into the study of the high frequency tail of the spectrum. Re-assessing the French small-scale coastal fisheries: from fleet activity to economic performance ArchiMer

While the majority of small-scale coastal fisheries are found in developing nations, a considerable number exist in developed nations as well. Indeed, small-scale fisheries are strongly represented in all European Union (EU) Member States, 81% and 87% of the EU 25 whole fleet is composed of vessels less than 12 and 15 meters long respectively. In 2000, European regulation established a fisheries data collection framework including economic information requirements in order to provide the scientific basis for the implementation of the Common Fisheries Policy. WACSIS, Wave Crest Sensor Intercomparaison Study : Common Data Base, Analyses, Crest Height Models ArchiMer

Despite its great theoretical and practical importance, the statistical distribution of crest heights has remained poorly known. The uncertainties are due to difficulties both with the theory, where nonlinear effects must be accurately modeled, and with measurements, where different sensors appear to give different results. In response to this uncertainty, the Wave Crest Sensor Intercomparison Study (WACSIS) was formed as a Joint Industry Project in order to provide data for comparing the response of wave sensors and for comparing theories of crest height distributions with the measurements. The influence of fiscal regulations on investment in marine fisheries: A French case study ArchiMer

Analysing investment drivers in fisheries is essential in understanding the long-term development of fishing capacity. This paper addresses the drivers of investment in the French commercial fishing fleets operating along the Atlantic coast, and the role of public policies have had on investment. First, we examine the changes in the capital value of the fleet, which was strongly impacted by decommissioning schemes during the nineties. We then examine drivers of investment using an unbalanced panel data set describing the investment decisions of a sample of firms over the period 1994-2004. Ensuring representative economic data: survey data-collection methods in France for implementing the Common Fisheries Policy ArchiMer

Since 2001, Ifremer has implemented an economic data collection programme (EDCP) within the Data Collection Framework of the EU. It aims to obtain economic data from a sample of vessels representative of the entire French fishing fleet. This paper presents the strategies used for vessel sampling selection in the French EDCP and its implementation over several consecutive years. The approach is illustrated by the sampling plan for the fleet in the North Sea Channel Atlantic region. We show that the EDCP allows precise economic indicators such as gross revenue or fuel costs to be estimated for the whole fishing fleet, including small vessels (< 10 m), and consequently, it facilitates sound scientific advice regarding the Common Fisheries Policy.
