Reducing Indonesia’s Deforestation-based Greenhouse Gas Emissions AgEcon

Indonesia has set the target that by the year 2020 its emissions of greenhouse gases will be reduced by 26 per cent relative to business-as-usual conditions. This paper analyzes the effectiveness of a subsidy to the use of land in forestry as a means of achieving this goal. The analysis uses a general equilibrium model of the Indonesian economy characterized by explicit treatment of land use, disaggregated by industry and by region. The results of the analysis indicate that the subsidy cost of permanently reducing carbon emissions by 26% is a little over US$1 per metric tonne of carbon emissions abated. This cost needs to be compared with that of alternative instruments and with the price of carbon that might be agreed under the proposed REDD scheme...

Agricultural Protection and Poverty in Indonesia: A General Equilibrium Analysis AgEcon

A general equilibrium modeling approach is used to estimate the effects within Indonesia of unilateral and global trade liberalization, including effects on poverty incidence. It is concluded that global reform of trade policy in all commodities is a significant potential source of poverty reduction for Indonesia. The poor – rural and urban – have a strong interest in global trade policy reform. If Indonesia were to liberalize unilaterally, poverty incidence also would decline but the effect is small. If liberalization is confined to agricultural products, the effects are similar but the declines in poverty incidence within Indonesia are much smaller.

Research and agricultural productivity in Indonesia AgEcon

Growth of total factor productivity has contributed 41 per cent of output growth in Indonesian agriculture since 1975. This study examines the extent to which publicly funded agricultural research within Indonesia has contributed to this productivity growth, while allowing for other possible determinants, including spillovers from international agricultural research, extension, weather changes, and government trade and subsidy policy. The econometric results imply a real annual rate of return to a marginal increase in Indonesian agricultural research expenditure of 27 per cent. Government-financed agricultural research explains 56 per cent of the observed increase in total factor productivity since 1975.

International food prices and poverty in Indonesia AgEcon

This paper argues that recent increases in international food prices worsened poverty incidence in Indonesia, even though many poor farmers benefited. This conclusion is based on the application of a multi-sectoral, multi-household general equilibrium model of the Indonesian economy. The positive effect on the welfare of poor farmers was exceeded by the negative effect on poor consumers. Indonesia’s ban on rice imports since 2004 complicates this account. The import ban shielded Indonesia’s internal rice market from the temporary world price increases from 2007 to 2008, but did so at the expense of permanently increasing both rice prices and poverty incidence.

THE CASE AGAINST TARIFF COMPENSATION AgEcon

Should lightly protected industries be given tariff compensation? Reasonable people can and do differ on this issue; neither the case supporting tariff compensation nor that opposing it is fully conclusive. Nevertheless, it is the purpose of this paper to argue that, on balance, the stronger argument is on the negative side. It is argued that economists in particular should focus their limited influence on recommending tariff reductions rather than tariff compensation, but that even if this fails they should be most reluctant to recommend tariff compensation. This paper attempts to explore the implications of shadow pricing for the evaluation of four investment alternatives recently faced by the government of Indonesia. The shadow pricing procedure adopted involves a welfare accounting exercise which attempts to estimate the social benefits and costs of public production or use of commodities in the presence of market distortions.

DOES TECHNICAL PROGRESS IN AGRICULTURE ALLEVIATE POVERTY? A PHILIPPINE CASE STUDY AgEcon

We examine the impact of technical progress in agriculture on changes in measured poverty and aggregate welfare in a developing country. Using a small general equilibrium model, we show how the economic components of an observed change in poverty can be isolated to expose the significance of intersectoral linkages and the economic roles of changes in relative commodity and factor prices. Variation in the measured rate and distribution of poverty alleviation depends somewhat on the choice of poverty measure, but more substantively on structural assumptions and the effects of policy interventions in agricultural markets.

Agricultural Protection in a Food Importing Country: Indonesia AgEcon

This paper summarizes two country-specific studies which examine the degree and changing patterns of incentives to domestic agriculture in Malaysia and Vietnam. Malaysia stands out in the developing world for its long-standing commitment to maintaining a relatively open trade and investment policy regime. However excessive assistance given to paddy farmers remains a major distortion in agricultural incentives. Market oriented reforms in Vietnam began in the late 1990 with attempts to unshackle domestic agriculture, and reforms in this areas have been wide-ranging, with the exception of excessive assistance provided to sugar cane producers. Food policy and poverty in Indonesia: a general equilibrium analysis AgEcon

Rice is Indonesia’s staple food and accounts for large shares of both consumers’ budgets and total employment. Until recently, Indonesia was the world’s largest importer, but rice import policy is now highly protectionist. Since early 2004, rice imports have been officially banned. Advocates of this policy say it reduces poverty by assisting poor farmers. Opponents say it increases poverty, stressing negative effects on poor consumers. This paper uses a general equilibrium model of the Indonesian economy to analyse the effects of a ban on rice imports. Road Improvement and Poverty Reduction in Laos AgEcon

Laos is a mountainous country with poor roads and a high rate of poverty incidence, especially in rural areas. It is obvious that better roads could reduce poverty, but by how much? And what forms of road improvement reduce poverty the most? The economic effects of road improvement are complex and multi-channeled. This paper uses a multi-household general equilibrium modeling approach to study these issues. The results indicate that road improvement does reduce poverty but that the quantitative impact depends heavily on the types of road that are provided and the areas in which the road is located.

THE DEMAND FOR LDC EXPORTS OF PRIMARY COMMODITIES: THE CASE OF THE PHILIPPINES AgEcon

The economic case for taxing exports rests on the elasticity of demand for the exports concerned, but the true values of these elasticities are controversial. The international demand for Philippine exports of coconut products is examined in this paper. The hypothesis that the Philippines is a 'small country' exporter of coconut products is rejected using the specification of a price-normalised demand equation and the implications of this finding are discussed.

Agricultural Trade Reform and Poverty in Thailand: A General Equilibrium Analysis AgEcon

A general equilibrium modeling approach is used to estimate the effects within Thailand of unilateral and global trade liberalization, including effects on poverty incidence. It is concluded that across the board trade liberalization is poverty-reducing within Thailand, whether other countries participate in the liberalization or not. This poverty reduction occurs among both farm and non-farm households and this qualitative outcome is not dependent on the particular poverty line used in the analysis. Liberalization in agricultural products alone raises poverty incidence among farm households, while reducing it slightly among non-farm households.
