Adjusting Monetary Measures of Poverty to Non-Monetary Aspects: An Analysis Based on Sri Lankan Data AgEcon
Weerahewa, Jeevika; Wickramasinghe, Kanchana.
This paper reassesses the status of poverty in Sri Lanka using a monetary measure which was adjusted for people's perceptions about the social climate. Data collected by the Sri Lanka Integrated Survey was used to obtain incidences of poverty using cost of basic need (CBN) poverty lines and poverty lines adjusted for people's perceptions. The results reveal that the poverty measurements significantly differ with the two approaches though poverty ranking remains more or less consistent.

The Influence of Market Returns and Government Payments on Canadian Farmland Values AgEcon
Vyn, Richard J.; Haq, Zahoor Ul; Weerahewa, Jeevika; Meilke, Karl D..
This study estimates the impact of changes in market returns and government payments on farmland values across Canada using data from 1959 to 2009. A recursive simultaneous equation model is estimated to account for the counter-cyclical relationship between market returns and government payments. The results indicate that farmland values are more responsive to changes in market returns than in government payments, but both are important drivers of land values. The elasticity of land values with respect to government payments is lower than has been observed in the United States. In addition, the partial decoupling of government payments has not reduced their impact on farmland values.

Rice Market Liberalization and Household Welfare in Sri Lanka: A General Equilibrium Analysis AgEcon
Weerahewa, Jeevika.
Current trade policy pursued by the Sri Lankan government on rice can best be described as ad-hoc as it is characterized by protecting farmers during glut seasons and consumers during deficit seasons. This study examines the economy-wide impacts of various policy packages on rice and related markets, which consist of liberal as well as protectionist elements. A general equilibrium model developed for the Sri Lankan economy using the input-output table for 2000 was used for the analysis. The model consists of 5 sectors, 2 factors of production and households in 8 representative provinces. The key results of the analysis indicate that removal of the import tariff on rice along with removals of the import tariff on fertilizer and/or subsidy payments on...

An Economic Assessment of the BSE Crisis in Canada: Impact of Border Closure and BSE Recovery Programs AgEcon
Weerahewa, Jeevika; Meilke, Karl D.; Le Roy, Danny G..
This article assesses the economic consequences of three alternative government responses to the BSE crisis in Canada: 1) expansion in slaughter capacity; 2) partial destruction of the cattle herd; and 3) deficiency payments. Each of these policies is evaluated under four different border situations: 1) autarky; 2) free trade in young beef only; 3) free trade in young beef and cattle; and 4) complete free trade. The results of the policy analysis are quite sensitive to the border assumptions, making it impossible to select a “best” policy without perfect foresight with respect to the timing and the extent of the border opening.

The Determinants of Farmland Values in Canada AgEcon
Weerahewa, Jeevika; Meilke, Karl D.; Vyn, Richard J.; Haq, Zahoor Ul.
This study has examined the determinants of farmland values in Canada. The empirical results for the period 1959-2004 show that farmland values seem to be disconnected from adjusted earnings per acre regardless of model specification. Differences in model specification can change the interpretation of the importance of government payments in influencing farm land values. If a time trend is included in the land value function government payments appear to have no effect on land values; when the time trend is removed they have a statistically significant positive effect on land values. With respect to the other explanatory variables, the higher the population density, the higher farmland values, indicating that urbanization increases farmland values....

IMPACTS OF BSE CRISIS ON THE CANADIAN ECONOMY: AN INPUT-OUTPUT ANALYSIS AgEcon
Samarajeewa, Sudarma; Weerahewa, Jeevika; Bredahl, Maury E.; Wigle, Randy.
This study assesses the impacts of BSE crisis on the Canadian economy at the provincial level using an input-output model. The impacts of reductions in exports of beef and cattle on Gross Domestic Product at provincial level, employment, labor income and industrial production are evaluated for Alberta, Ontario, Quebec and Saskatchewan provinces. The results show that a reduction of value of exports by $10 million would reduce average Gross Domestic Product and labor income in above provinces by $8.7 and $3.7 millions. Approximately 145 jobs per province would be lost and industrial production would be reduced by $19.7million. The sizes of the impacts on various industries are different in different provinces reflecting the heterogeneity in intra-industrial...

An Economic Assessment of the BSE Crisis in Canada: Impacts of Border Closure and BSE Recovery Programs AgEcon
Weerahewa, Jeevika; Meilke, Karl D.; Le Roy, Danny G..
Using a static, multi-market, partial equilibrium model this paper assesses the economic consequences three alternative government responses to the BSE crisis in Canada: 1) expansion in slaughter capacity, 2) partial destruction of the cattle herd, and 3) deficiency payments. Each of these policies is evaluated under four different border situations 1) free trade in young beef only, the 2004 baseline situation; 2) autarky; 3) free trade in young beef and cattle; and 4) complete free trade. The results of the policy analysis are quite sensitive to the border assumptions employed making it impossible to select a "“best"” policy without perfect foresight with respect to the timing and the degree of border opening.

REGULATION, MARKET POWER, AND ADVERTISING EFFECTIVENESS AgEcon
Chen, Kevin Z.; Weerahewa, Jeevika.
Using the case of Canadian dairy industry, this paper investigates the farm level effectiveness of generic advertising in two vertically related markets under government regulation and oligopolistic power. Comparative static analysis indicates that an increase in advertising may either increase or decrease the farm level profit when the processing industry is oligopolistic. When advertising leads to an increase in the farm level profit under the oligopolistic processing industry, the size of this effect may be more than, less than, or the same as that under perfect competition. Specifications of the retail demand function play an important role in determining both the direction and magnitude of the effect of advertising on the farm level profit under...

Assessing Consumer Attitudes and Perceptions Towards Food Quality: The Case of Consumption of Tetra-Packed Fresh Milk in Sri Lanka AgEcon
Kariyawasam, Sumudu; Jayasinghe-Mudalige, Udith K.; Weerahewa, Jeevika.
The objectives of this study are (i) to assess consumer perceptions on fresh milk that are stored in tetra-packs, and (ii) to determine the relationship between the perceptions and the socio-economic characteristics of the consumers. Using Caswell's four subsets of food quality (i.e. food safety, nutrition, value, and packaging) two indices, namely Mean Attribute Score (MAS) and a Food Quality Responsive Index (FQRI) were developed, which describe how important each of these four subsets and various attributes included in each subset for a consumer to be "loyal" with fresh milk in a tetra-pack instead of spending that part of money on close substitutes. A sample of 664 consumers were randomly selected and interviewed using a structured questionnaire at 10...

EFFICIENCY OF THE AGROCHEMICAL INPUT USAGE IN THE PADDY FARMING SYSTEMS IN THE DRY ZONE OF SRI LANKA AgEcon
Udayanganie, A.D.D.; Prasada, Dickwella Vidanage Pahan; Kodithuwakku, K.A.S.S.; Weerahewa, Jeevika; Little, D.C..
This paper assesses the technical efficiency of paddy production in one of the major irrigation schemes in Sri Lanka with special emphasis on the usage of agrochemical inputs and determinants of technical efficiency. The presence of technical inefficiency and its causality is investigated using a stochastic production frontier model. Data for the estimation was gathered from a farm household survey covering 225 households across five administrative units from 3 irrigation blocks for the cultivation season 2003/2004. The results of the production function show negative relationships between yield and the cost of pesticides indicating an over use of pesticides. The average technical efficiency was estimated to be 0.37. Among the determinants of inefficiency...
