This paper is concerned with agri-environmental policy in Germany and focuses in particular on soil and water conservation. At first it discusses to what extent agriculture contributes to erosion and the pollution of surface waters and groundwater with nutrients and pesticides. Whereas erosion is a minor problem in Germany water pollution due to modern and intensive agriculture is of major concern. In theory, a broad range of environmental policy instruments exists. In the course of economic development there is a general downward trend of agricultural employment, although structural change in agriculture is often delayed. In the EU-15, agricultural employment decreased by -2.3% p.a. (measured in regular persons) and -3.0% p.a. (measured in annual working units) between 1995 and 2000. In some of the new EU Member States, employment in agriculture plummeted in the early 1990s, whereas in others it increased during the first years of transition and has served as a social buffer in times of economic hardship. Since the beginning of transition, interregional disparities in Central and Eastern European Countries (CEECs) have increased. Particularly, the differences between urban and rural areas have grown. This paper traces the development of these disparities and discusses, based on theoretical considerations and political objectives, the need for and the design of regional policy measures. For rural development in the new EU member states, institution building, competitiveness of the agri-food sector, non-farm income sources and labour mobility are crucial. Zusammenfassung: In den Diskussionen über die Gemeinsame Agrarpolitik nach 2013 nimmt die Honorierung nicht marktgängiger gesellschaftlicher Leistungen der Landwirtschaft eine zentrale Rolle ein. Unterschiedliche Ansichten bestehen darüber, was unter diesen Leistungen genau zu verstehen ist und wie sie quantifiziert und monetarisiert werden können. Die hierzu durchgeführte Auswertung von rund 80 Studien zeigt einerseits, dass in der Bevölkerung eine generelle Zahlungsbereitschaft für solche Leistungen besteht, und andererseits, dass die ausgewerteten Fallstudien nicht auf Deutschland hochgerechnet werden können. Subsistence agriculture in Central and Eastern Europe (CEE) has only recently gained interest from agricultural economists. Their origin, their future and even their definition is still not well elaborated. This paper tries to throw light on the issue of subsistence farming in CEE. It first discusses the theoretical and empirical background of subsistence agriculture. This part is followed by a typology of subsistence farming as found in CEE. This synthesis report focuses on the evolution of agricultural market and trade policies in the Central and Eastern European (CEE) candidate countries in the period 1997 to 2001. The developments were crucially influenced by (OECD, 2000a): • the situation in world agricultural markets; • the overall macroeconomic development in the countries considered; • the prospective EU accession; • bringing domestic agricultural policy in line with the Uruguay Agreement on Agriculture (URAA). Rural areas in Central and Eastern Europe are very often associated with a backwardness in terms of income and employment opportunities, a high dependency on agriculture, the out-migration of young, skilled people, a low population density and an insufficient infrastructure. In this paper 3 typologies are presented, which show that rural areas cannot be considered homogeneous and not all of them need the same developmental measures.
