INTERNATIONAL DIFFUSION OF GAINS FROM BIOTECHNOLOGY AND THE EUROPEAN UNION'S COMMON AGRICULTURAL POLICY AgEcon

This paper analyses the impact of adopting or rejecting genetically modified GM crops in the EU, taking into account the European Union's Common Agricultural Policy (CAP). In this paper the productivity impact of GMs differs across crops, as it takes factor biased technology change into account. The transfer of knowledge across countries is modelled as a process of endogenous knowledge spillovers. Analyses with a multi-region applied general equilibrium model shows that the CAP protects farm income and production from not adopting GM crops in the EU but has costs in terms of welfare. The EU will forgo substantial benefits if it banned GM imports.

Linking models for land use analysis: experiences from the SENSOR project AgEcon

In order to quantify the effects of a comprehensive set of policies on land use, interaction between sectors needs to be accounted for, while maintaining a high level of detail for each sector. This calls for a combination of sector specific and sector wide models. This paper describes such a modelling system, with emphasis on the linking of the models to a coherent system. Five sectors of significant importance for land use are modelled individually: Forestry, agriculture, urban land use, transport infrastructure, and tourism. Effects of CAP reform on regional employment in the EU AgEcon

CAP reform affects employment in the agricultural sector as well as in other sectors of the regional economy through changes in regional and sectoral competitiveness and resulting re-allocation of fixed resources. However, analysis of the relationship between CAP reform and total regional employment for the EU as a whole are scarce. In this paper a rather ad-hoc method is proposed to fill this gap. Both the CAPRI model and the LEITAP model is used. Both models are linked through an econometrically estimated and scenario specific relationship between agricultural income and employment in LEITAP. Modernisation in Agriculture: What Makes a Farmer Adopt an Innovation? AgEcon

This paper addresses the question which factors influence a farmer in deciding to adopt an innovation. We differentiate between innovations that are new to the farmer, but already well established in the sector, innovations that are early in their process of diffusion, and innovations that are new to the farmer's sector. We use an ordered probit approach to relate adoption behaviour to variables that capture characteristics of the farm (labour and financial resources and market position), of the business environment of the farm (type of production and market, degree of regulation) and of the farmer (access to information, capabilities, preferences). This paper discusses the implementation of embodied international technology spillovers in the GTAP model. We specify a transmission mechanism for technical knowledge that assumes that knowledge is embodied in traded commodities. The usability of knowledge in the receiving country is dependent on the local absorption capacity (e.g., human capital, knowledge infrastructure) and on structural differences (e.g., factor endowments, climate) between countries. Impact of EU Biofuel Policies on World Agricultural and Food Markets AgEcon

This paper assesses the global and sectoral implications of the EU biofuels directive in a multi-region computable general equilibrium framework. Our results show that without mandatory blending or subsidies to stimulate the use of biofuel crops in the petroleum sector the targets of the EU Biofuel directive will not the reached in 2010. With mandatory blending the enhanced demand for biofuel crops has a strong impact on agriculture at the global and European level. The additional demand from the energy sector might slow down or reverse the long term process of declining agricultural prices.

The application of trade and growth theories to agriculture: a survey AgEcon

This article reviews a broad range of theoretical concepts available to explain international trade in agricultural and food products. For many years agricultural trade analyses were largely based on traditional perceptions of comparative advantage following neoclassical theory. Observations of agricultural trade suggest, however, that concepts from modern trade and growth theories are increasingly relevant. This survey demonstrates that many opportunities exist for applying these new theories to the modern food economy.

This paper analyzes the consequences of enhanced biofuel production in regions and countries of the world that have announced plans to implement or expand on biofuel policies. The analysis considers not only mandatory blending targets for transportation fuels, but also voluntary ones. The chosen quantitative modeling approach is two-fold: it combines a multi-sectoral economic model (LEITAP) with a spatial bio-physical land use model (IMAGE). China has made a major investment in biotechnology research. Genetically modified (GM) cotton is widely adopted and the list of GM technologies in trials is impressive. At the same time there is an active debate on when China should commercialize its GM food crops. The overall goal of this paper is to provide an economy-wide assessment of these issues under various scenarios. Based on a unique data from empirical micro-level study and field trial in China and a modified GTAP model, our results indicate that the development of biotechnology has an important impact on China's production, trade and welfare. Following the paradigm for reforming the current CAP, the first objective of this study is to give insights into the economic impact of post-2013 CAP measures at different levels of aggregation (e.g. EU, Member State and region). Impact of the EU Biofuels Directive on the EU food supply chain AgEcon

The paper investigates the impact of the EU Biofuels Directive (BFD) on the EU agri-food supply chain using the computable general equilibrium model of the world economy named LEITAP. LEITAP is an extended version of the Global Trade Analysis Project (GTAP) model including an improved land market modeling, substitution possibilities between capital and energy as well as between different energy sources including biofuels, feed byproducts of the biofuel production process and substitution between different feed components and feed byproducts.
